4-AN ACT concerning transportation.
5-Be it enacted by the People of the State of Illinois,
6-represented in the General Assembly:
7-Section 5. The State Finance Act is amended by adding

16-(a) In addition to any other special license plate, the
17-Secretary, upon receipt of all applicable fees and
18-applications made in the form prescribed by the Secretary, may
19-issue Universal special license plates to residents of
20-Illinois on behalf of organizations that have been authorized
21-by the General Assembly to issue decals for Universal special
22-license plates. Appropriate documentation, as determined by
23-the Secretary, shall accompany each application. Authorized
24-organizations shall be designated by amendment to this

15+13 (a) In addition to any other special license plate, the
16+14 Secretary, upon receipt of all applicable fees and
17+15 applications made in the form prescribed by the Secretary, may
18+16 issue Universal special license plates to residents of
19+17 Illinois on behalf of organizations that have been authorized
20+18 by the General Assembly to issue decals for Universal special

31-Section. When applying for a Universal special license plate
32-the applicant shall inform the Secretary of the name of the
33-authorized organization from which the applicant will obtain a
34-decal to place on the plate. The Secretary shall make a record
35-of that organization and that organization shall remain
36-affiliated with that plate until the plate is surrendered,
37-revoked, or otherwise cancelled. The authorized organization
38-may charge a fee to offset the cost of producing and
39-distributing the decal, but that fee shall be retained by the
40-authorized organization and shall be separate and distinct
41-from any registration fees charged by the Secretary. No decal,
42-sticker, or other material may be affixed to a Universal
43-special license plate other than a decal authorized by the
44-General Assembly in this Section or a registration renewal
45-sticker. The special plates issued under this Section shall be
46-affixed only to passenger vehicles of the first division,
47-including motorcycles and autocycles, or motor vehicles of the
48-second division weighing not more than 8,000 pounds. Plates
49-issued under this Section shall expire according to the
50-multi-year procedure under Section 3-414.1 of this Code.
51-(b) The design, color, and format of the Universal special
52-license plate shall be wholly within the discretion of the
53-Secretary. Universal special license plates are not required
54-to designate "Land of Lincoln", as prescribed in subsection
55-(b) of Section 3-412 of this Code. The design shall allow for
56-the application of a decal to the plate. Organizations

65-plates in accordance with Section 3-405.1 of this Code. The
66-Secretary of State must make a version of the special
67-registration plates authorized under this Section in a form
68-appropriate for motorcycles and autocycles.
69-(c) When authorizing a Universal special license plate,
70-the General Assembly shall set forth whether an additional fee
71-is to be charged for the plate and, if a fee is to be charged,
72-the amount of the fee and how the fee is to be distributed.
73-When necessary, the authorizing language shall create a
74-special fund in the State treasury into which fees may be
75-deposited for an authorized Universal special license plate.
76-Additional fees may only be charged if the fee is to be paid
77-over to a State agency or to a charitable entity that is in
78-compliance with the registration and reporting requirements of
79-the Charitable Trust Act and the Solicitation for Charity Act.
80-Any charitable entity receiving fees for the sale of Universal
81-special license plates shall annually provide the Secretary of
82-State a letter of compliance issued by the Attorney General
83-verifying that the entity is in compliance with the Charitable
84-Trust Act and the Solicitation for Charity Act.

87-(d) Upon original issuance and for each registration
88-renewal period, in addition to the appropriate registration
89-fee, if applicable, the Secretary shall collect any additional
90-fees, if required, for issuance of Universal special license
91-plates. The fees shall be collected on behalf of the
92-organization designated by the applicant when applying for the
93-plate. All fees collected shall be transferred to the State
94-agency on whose behalf the fees were collected, or paid into
95-the special fund designated in the law authorizing the
96-organization to issue decals for Universal special license
97-plates. All money in the designated fund shall be distributed
98-by the Secretary subject to appropriation by the General
99-Assembly.
100-(e) The following organizations may issue decals for
101-Universal special license plates with the original and renewal
102-fees and fee distribution as follows:
103-(1) The Illinois Department of Natural Resources.
104-(A) Original issuance: $25; with $10 to the
105-Roadside Monarch Habitat Fund and $15 to the Secretary
