1 AN ACT concerning State government.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The State Library Act is amended by adding
5 Section 11.5 as follows:
6 (15 ILCS 320/11.5 new)
7 Sec. 11.5. Database contracts.
8 (a) As used in this Section:
9 "Library media streaming database" means a database
10 accessible on a computer or a mobile devise in which the user
11 may access eAudiobooks, eBooks, videos, or other electronic
12 material for use by library patrons.
13 "Public library" has the meaning given to that term in
14 Section 15-5 of the Public Library Construction Act.
15 (b) The State Librarian shall create an electronic form
16 for each public library in the State to complete and list each
17 research database or a library media streaming database that
18 the public library wants the State Librarian to obtain. The
19 form shall include a place for the public library to include
20 the most recently quoted price from the database. The forms
21 shall be submitted by December 31 of each year.
22 (c) For each research database or library media streaming
23 database that is requested in the forms received under
