SYNOPSIS AS INTRODUCED: 
 
Makes appropriations for the ordinary and contingent 
expenses of the Governor's Office of Management and Budget for 
the fiscal year beginning July 1, 2023, as follows: 
 
General Funds  $    3,350,000 
Other State Funds  $1,062,026,400 
Total  $1,065,376,400

  AN ACT concerning appropriations. 1 
 
  Be it enacted by the People of the State of Illinois, represented 2 
in the General Assembly:  3 
 
ARTICLE 1 4 
 
  Section 5.  The amount of $2, 650,000, or so much thereof 5 
as may be necessary, is appropriated from the General Revenue 6 
Fund to the Governor’s Office of Management and Budget to meet 7 
its operational expenses for the fiscal year ending June 30, 8 
2024. 9 
 
  Section 10. The amount of $100,000, or so much thereof as 10 
may be necessary, is appropriated from the General Revenue Fund 11 
to the Governor’s Office of Ma nagement and Budget to meet its 12 
operational expenses for Youth Budget Commission. 13 
 
  Section 15. The amount of $350,000, or so much thereof as 14 
may be necessary, is appropriated from the General Revenue Fund 15 
to the Governor’s Office of Management and Budget to meet its 16 
operational expenses for the Budgeting for Results Initiative. 17 
 
  Section 20.  The amount of $1,4 00,000, or so much thereof 18 
as may be necessary, is appropriated from the Capital 19  HB2637 	-2- OMB103 00057 LMM 45057 b 
 
Development Fund to the Governor’s Office of Management and 1 
Budget for ordinary and contingent expenses associated with the 2 
sale and administration of General Obligation bonds. 3 
 
  Section 25.  The amount of $650,000, or so much thereof as 4 
may be necessary, is appropriated from the Build Illinois Bond 5 
Fund to the Governo r’s Office of Management and Budget for 6 
ordinary and contingent expenses associated with the sale and 7 
administration of Build Illinois bonds. 8 
 
  Section 30.  The amount of $ 600,863,000, or so much thereof 9 
as may be necessary, is appropriated from the Build Illinois 10 
Bond Retirement and Interest Fund to the Governor’s Office of 11 
Management and Budget for the purpose of making payments to the 12 
Trustee under the Master Indenture as defined by and pursuant 13 
to the Build Illinois Bond Act. 14 
 
  Section 35.  The amount of $113,400, or so much thereof as 15 
may be necessary, is appropriated from the School 16 
Infrastructure Fund to the Governor’s Office of Management and 17 
Budget for operational expenses related to the School 18 
Infrastructure Program. 19 
 
  Section 40.  The sum of $4 ,000,000, or so much thereof as 20 
may be necessary, is appropriated from the Grant Accountability 21  HB2637 	-3- OMB103 00057 LMM 45057 b 
 
and Transparency Fund to the Governor’s Office of Management 1 
and Budget for costs in support of the implementation and 2 
administration of the Grant Accountabilit y and Transparency Act 3 
and the Budgeting for Results initiative. 4 
 
  Section 45.  The sum of $250,000, or so much thereof as may 5 
be necessary, is appropriated from the General Revenue Fund to 6 
the Governor’s Office of Management and Budget for all costs 7 
and administrative expenses associated with implementing, 8 
monitoring and reporting State agency expenditures of funds 9 
received from the federal government, including funds made 10 
available under the American Rescue Plan Act or any other 11 
federal acts. 12 
 
  Section 46.  The sum of $455,000,000, or so much thereof 13 
as may be necessary, is appropriated from the Tobacco 14 
Settlement Recovery Fund to the Governor’s Office of Management 15 
and Budget for the purposes of making payments to the Trustee 16 
of those bonds issu ed by the Railsplitter Tobacco Settlement 17 
Authority under the Railsplitter Tobacco Settlement Authority 18 
Act. 19 
 
  Section 50.  No contract shall be entered into or obligation 20 
incurred for any expenditures from the appropriations made in 21

have been approved in writing by the Governor. 1 
 
Section 99. Effective date. This Act takes effect July 1, 2 
2023. 3
