The Illinois Library System Act is amended by 5 changing Sections 1 and 3 and by adding Section 8.7 as follows: 6 (75 ILCS 10/1) (from Ch. 81, par. 111) 7 Sec. 1. Because the state has a financial responsibility 8 in promoting public education, and because the public library 9 is a vital agency serving all levels of the educational 10 process, it is hereby declared to be the policy of the state to 11 encourage the improvement of free public libraries and to 12 encourage cooperation among all types of libraries in 13 promoting the sharing of library resources, including digital 14 resources. In keeping with this policy, provision is hereby 15 made for a program of state grants designed to establish, 16 develop and operate a network of library systems covering the 17 entire state. 18 It is further declared to be the policy of the State to 19 encourage and protect the freedom of libraries and library 20 systems to acquire materials without external limitation and 21 to be protected against attempts to ban, remove, or otherwise 22 restrict access to books or other materials. 23 (Source: P.A. 83-411.) The State Librarian and the Illinois State Library 3 his staff shall administer the provisions of this Act and 4 shall prescribe such rules and regulations as are necessary to 5 carry the provisions of this Act into effect. 6 The rules and regulations established by the State 7 Librarian for the administration of this Act shall be designed 8 to achieve the following standards and objectives: 9 A provide library service for every citizen in the state 10 by extending library facilities to areas not now served. 11 B provide library materials for student needs at every 12 educational level. 13 C provide adequate library materials to satisfy the 14 reference and research needs of the people of this state. 15 D provide an adequate staff of professionally trained 16 librarians for the state. 17 E adopt the American Library Association's Library Bill of 18 Rights that indicates materials should not be proscribed or 19 removed because of partisan or doctrinal disapproval or, in 20 the alternative, develop a written statement declaring the 21 inherent authority of the library or library system to provide 22 an adequate collection stock of books and other materials 23 sufficient in size and varied in kind and subject matter to 24 satisfy the library needs of the people of this state and 25 prohibit the practice of banning specific books or resources. HB2789 Enrolled - 2 - LRB103 29629 AWJ 56025 b HB2789 Enrolled- 3 -LRB103 29629 AWJ 56025 b HB2789 Enrolled - 3 - LRB103 29629 AWJ 56025 b HB2789 Enrolled - 3 - LRB103 29629 AWJ 56025 b 1 F provide adequate library outlets and facilities 2 convenient in time and place to serve the people of this state. 3 G encourage existing and new libraries to develop library 4 systems serving a sufficiently large population to support 5 adequate library service at reasonable cost. 6 H foster the economic and efficient utilization of public 7 funds. 8 I promote the full utilization of local pride, 9 responsibility, initiative and support of library service and 10 at the same time employ state aid as a supplement to local 11 support. 12 The Advisory Committee of the Illinois State Library shall 13 confer with, advise and make recommendations to the State 14 Librarian regarding any matter under this Act and particularly 15 with reference to the formation of library systems. 16 (Source: Laws 1965, p. 3077.) 17 (75 ILCS 10/8.7 new) 18 Sec. 8.7. State grants; book banning. In order to be 19 eligible for State grants, a library or library system shall 20 adopt the American Library Association's Library Bill of 21 Rights that indicates materials should not be proscribed or 22 removed because of partisan or doctrinal disapproval or, in 23 the alternative, develop a written statement prohibiting the 24 practice of banning books or other materials within the 25 library or library system.
