4-AN ACT concerning local government.
5-Be it enacted by the People of the State of Illinois,
6-represented in the General Assembly:
7-Section 5. The Illinois Library System Act is amended by
8-changing Sections 1 and 3 and by adding Section 8.7 as follows:
9-(75 ILCS 10/1) (from Ch. 81, par. 111)
10-Sec. 1. Because the state has a financial responsibility
11-in promoting public education, and because the public library
12-is a vital agency serving all levels of the educational
13-process, it is hereby declared to be the policy of the state to
14-encourage the improvement of free public libraries and to
15-encourage cooperation among all types of libraries in
16-promoting the sharing of library resources, including digital
17-resources. In keeping with this policy, provision is hereby
18-made for a program of state grants designed to establish,
19-develop and operate a network of library systems covering the
20-entire state.
21-It is further declared to be the policy of the State to
22-encourage and protect the freedom of libraries and library
23-systems to acquire materials without external limitation and
24-to be protected against attempts to ban, remove, or otherwise
25-restrict access to books or other materials.

34-Sec. 3. The State Librarian and the Illinois State Library
35-his staff shall administer the provisions of this Act and
36-shall prescribe such rules and regulations as are necessary to
37-carry the provisions of this Act into effect.
38-The rules and regulations established by the State
39-Librarian for the administration of this Act shall be designed
40-to achieve the following standards and objectives:
41-A provide library service for every citizen in the state
42-by extending library facilities to areas not now served.
43-B provide library materials for student needs at every
44-educational level.
45-C provide adequate library materials to satisfy the
46-reference and research needs of the people of this state.
47-D provide an adequate staff of professionally trained
48-librarians for the state.
49-E adopt the American Library Association's Library Bill of
50-Rights that indicates materials should not be proscribed or
51-removed because of partisan or doctrinal disapproval or, in
52-the alternative, develop a written statement declaring the
53-inherent authority of the library or library system to provide
54-an adequate collection stock of books and other materials
55-sufficient in size and varied in kind and subject matter to
56-satisfy the library needs of the people of this state and
57-prohibit the practice of banning specific books or resources.

64-adequate library service at reasonable cost.
65-H foster the economic and efficient utilization of public
66-funds.
67-I promote the full utilization of local pride,
68-responsibility, initiative and support of library service and
69-at the same time employ state aid as a supplement to local
70-support.
71-The Advisory Committee of the Illinois State Library shall
72-confer with, advise and make recommendations to the State
73-Librarian regarding any matter under this Act and particularly
74-with reference to the formation of library systems.

79-adopt the American Library Association's Library Bill of
80-Rights that indicates materials should not be proscribed or
81-removed because of partisan or doctrinal disapproval or, in
82-the alternative, develop a written statement prohibiting the
83-practice of banning books or other materials within the
84-library or library system.
