Provides that the State Board of Education shall implement and administer a program to make New Arrival Student Grants available to school districts, municipalities, townships, and not-for-profit organizations to support the needs of students who are undocumented immigrants, have entered the United States in refugee status, or have applied for asylum in the United States. Provides that to receive a grant under this program, a school district, municipality, township, or not-for-profit organization shall submit an application to the State Board of Education at such time, in such manner, and containing or accompanied by such information as the State Board of Education may reasonably require. 1111 1 AN ACT concerning education.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 5. The School Code is amended by adding Section
1515 5 2-3.196 as follows:
1616 6 (105 ILCS 5/2-3.196 new)
1717 7 Sec. 2-3.196. New Arrival Student Grant Program.
1818 8 (a) As used in this Section, "new arrival student" means a
1919 9 student who (i) is an undocumented immigrant, (ii) has entered
2020 10 the United States in refugee status, or (iii) has applied for
2121 11 asylum in the United States.
2222 12 (b) Subject to specific State appropriation, the State
2323 13 Board of Education shall implement and administer a program to
2424 14 make New Arrival Student Grants available to school districts,
2525 15 municipalities, townships, and not-for-profit organizations to
2626 16 support the needs of new arrival students in a school
2727 17 district.
2828 18 (c) To receive a grant under this program, a school
2929 19 district, municipality, township, or not-for-profit
3030 20 organization shall submit an application to the State Board of

7070 3 (d) The State Board of Education, subject to appropriation

7575 8 students enrolled in preschool, elementary school, and
7676 9 secondary school within a school district, (ii) the needs of
7777 10 new arrival students in a school district, and (iii) the
7878 11 ability of the school district, municipality, township, or
7979 12 not-for-profit organization to meet the needs of new arrival

8181 14 Section 99. Effective date. This Act takes effect July 1,
