11 103RD GENERAL ASSEMBLY State of Illinois 2023 and 2024 HB2822 Introduced , by Rep. Fred Crespo SYNOPSIS AS INTRODUCED: 105 ILCS 5/2-3.196 new Amends the School Code. Provides that the State Board of Education shall implement and administer a program to make New Arrival Student Grants available to school districts to support the needs of students who are newly arriving immigrant students, regardless of immigration status. Provides that to receive a grant under this program, a school district shall submit an application to the State Board of Education at such time, in such manner, and containing or accompanied by such information as the State Board of Education may reasonably require. Provides that in awarding funds under this program, the State Board of Education may consider (i) the number of new arrival students enrolled in preschool, elementary school, and secondary school within the school district, (ii) the needs of new arrival students in the school district, and (iii) the ability of the school district to meet the needs of new arrival students. 1111 1 AN ACT concerning education.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 5. The School Code is amended by adding Section
1515 5 2-3.196 as follows:
1616 6 (105 ILCS 5/2-3.196 new)
1717 7 Sec. 2-3.196. New Arrival Student Grant Program.
1818 8 (a) As used in this Section, "new arrival student" means a
1919 9 student who is a newly arriving immigrant student, regardless
2020 10 of immigration status.
2121 11 (b) Subject to specific State appropriation, the State
2222 12 Board of Education shall implement and administer a program to
2323 13 make New Arrival Student Grants available to school districts
2424 14 to support the needs of new arrival students in the school
2525 15 district.
2626 16 (c) To receive a grant under this program, a school
2727 17 district shall submit an application to the State Board of
2828 18 Education at such time, in such manner, and containing or
2929 19 accompanied by such information as the State Board of
3030 20 Education may reasonably require. A school district organized
3131 21 under Article 34 of this Code is not eligible to receive funds
3232 22 awarded under this program.

6868 1 for this program, shall annually disseminate a request for

7777 10 Section 99. Effective date. This Act takes effect July 1,
