11	11	1 AN ACT concerning regulation.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The Nurse Practice Act is amended by changing
15	15	5 Section 65-5 as follows:
16	16	6 (225 ILCS 65/65-5) (was 225 ILCS 65/15-10)
17	17	7 (Section scheduled to be repealed on January 1, 2028)
18	18	8 Sec. 65-5. Qualifications for APRN licensure.
19	19	9 (a) Each applicant who successfully meets the the
20	20	10 requirements of this Section is eligible for licensure as an
21	21	11 advanced practice registered nurse.
22	22	12 (b) An applicant for licensure to practice as an advanced
23	23	13 practice registered nurse is eligible for licensure when the
24	24	14 following requirements are met:
25	25	15 (1) the applicant has submitted a completed
26	26	16 application and any fees as established by the Department;
27	27	17 (2) the applicant holds a current license to practice
28	28	18 as a registered professional nurse under this Act;
29	29	19 (3) the applicant has successfully completed
30	30	20 requirements to practice as, and holds and maintains
31	31	21 current, national certification as, a nurse midwife,
32	32	22 clinical nurse specialist, nurse practitioner, or
33	33	23 certified registered nurse anesthetist from the

68	68	1 appropriate national certifying body as determined by rule
69	69	2 of the Department;
70	70	3 (4) the applicant has obtained a graduate degree
71	71	4 appropriate for national certification in a clinical
72	72	5 advanced practice registered nursing specialty or a
73	73	6 graduate degree or post-master's certificate from a
74	74	7 graduate level program in a clinical advanced practice
75	75	8 registered nursing specialty;
76	76	9 (5) (blank);
77	77	10 (6) the applicant has submitted to the criminal
78	78	11 history records check required under Section 50-35 of this
79	79	12 Act; and
80	80	13 (7) if applicable, the applicant has submitted
81	81	14 verification of licensure status in another jurisdiction,
82	82	15 as provided by rule.
83	83	16 (b-5) A registered professional nurse seeking licensure as
84	84	17 an advanced practice registered nurse in the category of
85	85	18 certified registered nurse anesthetist who does not have a
86	86	19 graduate degree as described in subsection (b) of this Section
87	87	20 shall be qualified for licensure if that person:
88	88	21 (1) submits evidence of having successfully completed
89	89	22 a nurse anesthesia program described in item (4) of
90	90	23 subsection (b) of this Section prior to January 1, 1999;
91	91	24 (2) submits evidence of certification as a registered
92	92	25 nurse anesthetist by an appropriate national certifying

104	104	1 (3) has continually maintained active, up-to-date
105	105	2 recertification status as a certified registered nurse
106	106	3 anesthetist by an appropriate national recertifying body.
107	107	4 (b-10) The Department may issue a certified registered
108	108	5 nurse anesthetist license to an APRN who (i) does not have a
109	109	6 graduate degree, (ii) applies for licensure before July 1,
110	110	7 2028, and (iii) submits all of the following to the
111	111	8 Department:
112	112	9 (1) His or her current State registered nurse license
113	113	10 number.
114	114	11 (2) Proof of current national certification, which
115	115	12 includes the completion of an examination from either of
116	116	13 the following:
117	117	14 (A) the Council on Certification of the American
118	118	15 Association of Nurse Anesthetists; or
119	119	16 (B) the Council on Recertification of the American
120	120	17 Association of Nurse Anesthetists.
121	121	18 (3) Proof of the successful completion of a post-basic
122	122	19 advanced practice formal education program in the area of
123	123	20 nurse anesthesia prior to January 1, 1999.
124	124	21 (4) His or her complete work history for the 5-year
125	125	22 period immediately preceding the date of his or her
126	126	23 application.
127	127	24 (5) Verification of licensure as an advanced practice
128	128	25 registered nurse from the state in which he or she was
129	129	26 originally licensed, current state of licensure, and any

140	140	1 other state in which he or she has been actively
141	141	2 practicing as an advanced practice registered nurse within
142	142	3 the 5-year period immediately preceding the date of his or
143	143	4 her application. If applicable, this verification must
144	144	5 state:
145	145	6 (A) the time during which he or she was licensed in
146	146	7 each state, including the date of the original
147	147	8 issuance of each license; and
148	148	9 (B) any disciplinary action taken or pending
149	149	10 concerning any nursing license held, currently or in
150	150	11 the past, by the applicant.
151	151	12 (6) The required fee.
152	152	13 (c) Those applicants seeking licensure in more than one
153	153	14 advanced practice registered nursing specialty need not
154	154	15 possess multiple graduate degrees. Applicants may be eligible
155	155	16 for licenses for multiple advanced practice registered nurse
156	156	17 licensure specialties, provided that the applicant (i) has met
157	157	18 the requirements for at least one advanced practice registered
158	158	19 nursing specialty under paragraph (3) of subsection (b) of
159	159	20 this Section, (ii) possesses an additional graduate education
160	160	21 that results in a certificate for another clinical advanced
161	161	22 practice registered nurse specialty and that meets the
162	162	23 requirements for the national certification from the
163	163	24 appropriate nursing specialty, and (iii) holds a current
164	164	25 national certification from the appropriate national
165	165	26 certifying body for that additional advanced practice
