1111 1 AN ACT concerning regulation.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 5. The Nurse Practice Act is amended by changing
1515 5 Section 65-5 as follows:
1616 6 (225 ILCS 65/65-5) (was 225 ILCS 65/15-10)
1717 7 (Section scheduled to be repealed on January 1, 2028)
1818 8 Sec. 65-5. Qualifications for APRN licensure.
1919 9 (a) Each applicant who successfully meets the the
2020 10 requirements of this Section is eligible for licensure as an
2121 11 advanced practice registered nurse.
2222 12 (b) An applicant for licensure to practice as an advanced
2323 13 practice registered nurse is eligible for licensure when the
2424 14 following requirements are met:
2525 15 (1) the applicant has submitted a completed
2626 16 application and any fees as established by the Department;
2727 17 (2) the applicant holds a current license to practice
2828 18 as a registered professional nurse under this Act;
2929 19 (3) the applicant has successfully completed
3030 20 requirements to practice as, and holds and maintains
3131 21 current, national certification as, a nurse midwife,
3232 22 clinical nurse specialist, nurse practitioner, or
3333 23 certified registered nurse anesthetist from the

6868 1 appropriate national certifying body as determined by rule

7070 3 (4) the applicant has obtained a graduate degree
7171 4 appropriate for national certification in a clinical
7272 5 advanced practice registered nursing specialty or a
7373 6 graduate degree or post-master's certificate from a
7474 7 graduate level program in a clinical advanced practice
7575 8 registered nursing specialty;
7676 9 (5) (blank);
7777 10 (6) the applicant has submitted to the criminal
7878 11 history records check required under Section 50-35 of this
7979 12 Act; and
8080 13 (7) if applicable, the applicant has submitted
8181 14 verification of licensure status in another jurisdiction,
8282 15 as provided by rule.
8383 16 (b-5) A registered professional nurse seeking licensure as
8484 17 an advanced practice registered nurse in the category of
8585 18 certified registered nurse anesthetist who does not have a
8686 19 graduate degree as described in subsection (b) of this Section
8787 20 shall be qualified for licensure if that person:
8888 21 (1) submits evidence of having successfully completed
8989 22 a nurse anesthesia program described in item (4) of
9090 23 subsection (b) of this Section prior to January 1, 1999;
9191 24 (2) submits evidence of certification as a registered
9292 25 nurse anesthetist by an appropriate national certifying

104104 1 (3) has continually maintained active, up-to-date
105105 2 recertification status as a certified registered nurse
106106 3 anesthetist by an appropriate national recertifying body.
107107 4 (b-10) The Department may issue a certified registered
108108 5 nurse anesthetist license to an APRN who (i) does not have a
109109 6 graduate degree, (ii) applies for licensure before July 1,
110110 7 2028, and (iii) submits all of the following to the
111111 8 Department:
112112 9 (1) His or her current State registered nurse license
113113 10 number.
114114 11 (2) Proof of current national certification, which
115115 12 includes the completion of an examination from either of
116116 13 the following:
117117 14 (A) the Council on Certification of the American
118118 15 Association of Nurse Anesthetists; or
119119 16 (B) the Council on Recertification of the American
120120 17 Association of Nurse Anesthetists.
121121 18 (3) Proof of the successful completion of a post-basic
122122 19 advanced practice formal education program in the area of
123123 20 nurse anesthesia prior to January 1, 1999.
124124 21 (4) His or her complete work history for the 5-year
125125 22 period immediately preceding the date of his or her
126126 23 application.
127127 24 (5) Verification of licensure as an advanced practice
128128 25 registered nurse from the state in which he or she was
129129 26 originally licensed, current state of licensure, and any

140140 1 other state in which he or she has been actively
141141 2 practicing as an advanced practice registered nurse within
142142 3 the 5-year period immediately preceding the date of his or
143143 4 her application. If applicable, this verification must
144144 5 state:
145145 6 (A) the time during which he or she was licensed in
146146 7 each state, including the date of the original
147147 8 issuance of each license; and
148148 9 (B) any disciplinary action taken or pending
149149 10 concerning any nursing license held, currently or in
150150 11 the past, by the applicant.
151151 12 (6) The required fee.
152152 13 (c) Those applicants seeking licensure in more than one
153153 14 advanced practice registered nursing specialty need not
154154 15 possess multiple graduate degrees. Applicants may be eligible
155155 16 for licenses for multiple advanced practice registered nurse
156156 17 licensure specialties, provided that the applicant (i) has met
157157 18 the requirements for at least one advanced practice registered
158158 19 nursing specialty under paragraph (3) of subsection (b) of
159159 20 this Section, (ii) possesses an additional graduate education
160160 21 that results in a certificate for another clinical advanced
161161 22 practice registered nurse specialty and that meets the
162162 23 requirements for the national certification from the
163163 24 appropriate nursing specialty, and (iii) holds a current
164164 25 national certification from the appropriate national
165165 26 certifying body for that additional advanced practice
