1  AN ACT concerning regulation.
2  Be it enacted by the People of the State of Illinois,
3  represented in the General Assembly:
4  Section 5. The Nurse Practice Act is amended by changing
5  Section 65-5 as follows:
6  (225 ILCS 65/65-5)  (was 225 ILCS 65/15-10)
7  (Section scheduled to be repealed on January 1, 2028)
8  Sec. 65-5. Qualifications for APRN licensure.
9  (a) Each applicant who successfully meets the the
10  requirements of this Section is eligible for licensure as an
11  advanced practice registered nurse.
12  (b) An applicant for licensure to practice as an advanced
13  practice registered nurse is eligible for licensure when the
14  following requirements are met:
15  (1) the applicant has submitted a completed
16  application and any fees as established by the Department;
17  (2) the applicant holds a current license to practice
18  as a registered professional nurse under this Act;
19  (3) the applicant has successfully completed
20  requirements to practice as, and holds and maintains
21  current, national certification as, a nurse midwife,
22  clinical nurse specialist, nurse practitioner, or
23  certified registered nurse anesthetist from the

1  appropriate national certifying body as determined by rule
2  of the Department;
3  (4) the applicant has obtained a graduate degree
4  appropriate for national certification in a clinical
5  advanced practice registered nursing specialty or a
6  graduate degree or post-master's certificate from a
7  graduate level program in a clinical advanced practice
8  registered nursing specialty;
9  (5) (blank);
10  (6) the applicant has submitted to the criminal
11  history records check required under Section 50-35 of this
12  Act; and
13  (7) if applicable, the applicant has submitted
14  verification of licensure status in another jurisdiction,
15  as provided by rule.
16  (b-5) A registered professional nurse seeking licensure as
17  an advanced practice registered nurse in the category of
18  certified registered nurse anesthetist who does not have a
19  graduate degree as described in subsection (b) of this Section
20  shall be qualified for licensure if that person:
21  (1) submits evidence of having successfully completed
22  a nurse anesthesia program described in item (4) of
23  subsection (b) of this Section prior to January 1, 1999;
24  (2) submits evidence of certification as a registered
25  nurse anesthetist by an appropriate national certifying
26  body; and

1  (3) has continually maintained active, up-to-date
2  recertification status as a certified registered nurse
3  anesthetist by an appropriate national recertifying body.
4  (b-10) The Department may issue a certified registered
5  nurse anesthetist license to an APRN who (i) does not have a
6  graduate degree, (ii) applies for licensure before July 1,
7  2028, and (iii) submits all of the following to the
8  Department:
9  (1) His or her current State registered nurse license
10  number.
11  (2) Proof of current national certification, which
12  includes the completion of an examination from either of
13  the following:
14  (A) the Council on Certification of the American
15  Association of Nurse Anesthetists; or
16  (B) the Council on Recertification of the American
17  Association of Nurse Anesthetists.
18  (3) Proof of the successful completion of a post-basic
19  advanced practice formal education program in the area of
20  nurse anesthesia prior to January 1, 1999.
21  (4) His or her complete work history for the 5-year
22  period immediately preceding the date of his or her
23  application.
24  (5) Verification of licensure as an advanced practice
25  registered nurse from the state in which he or she was
26  originally licensed, current state of licensure, and any

1  other state in which he or she has been actively
2  practicing as an advanced practice registered nurse within
3  the 5-year period immediately preceding the date of his or
4  her application. If applicable, this verification must
5  state:
6  (A) the time during which he or she was licensed in
7  each state, including the date of the original
8  issuance of each license; and
9  (B) any disciplinary action taken or pending
10  concerning any nursing license held, currently or in
11  the past, by the applicant.
12  (6) The required fee.
13  (c) Those applicants seeking licensure in more than one
14  advanced practice registered nursing specialty need not
15  possess multiple graduate degrees. Applicants may be eligible
16  for licenses for multiple advanced practice registered nurse
17  licensure specialties, provided that the applicant (i) has met
18  the requirements for at least one advanced practice registered
19  nursing specialty under paragraph (3) of subsection (b) of
20  this Section, (ii) possesses an additional graduate education
21  that results in a certificate for another clinical advanced
22  practice registered nurse specialty and that meets the
23  requirements for the national certification from the
24  appropriate nursing specialty, and (iii) holds a current
25  national certification from the appropriate national
26  certifying body for that additional advanced practice
