Directs the Department of Public Health to study current and potential uses of electronic monitoring and recording for the purpose of preventing and identifying abuse and neglect within assisted living establishments. Requires the Department to report its findings to the General Assembly and Governor. 11	11	1 AN ACT concerning regulation.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The Assisted Living and Shared Housing Act is
15	15	5 amended by adding Section 79 as follows:
16	16	6 (210 ILCS 9/79 new)
17	17	7 Sec. 79. Monitoring by surveillance cameras. The
18	18	8 Department shall study current and potential uses of
19	19	9 electronic monitoring and recording for the purpose of
20	20	10 preventing and identifying abuse and neglect within assisted
21	21	11 living establishments. By no later than one year after the
22	22	12 effective date of this amendatory Act of the 103rd General
23	23	13 Assembly, the Department shall report to the General Assembly
24	24	14 and the Governor the findings of its study and recommendations
25	25	15 regarding the feasibility of increasing utilization of
26	26	16 electronic monitoring and recording for purposes of preventing
27	27	17 and identifying abuse and neglect at assisted living
28	28	18 establishments. If the Department determines, after conducting
29	29	19 the study, that the benefits of monitoring within assisted
30	30	20 living establishments outweigh the costs of that monitoring,
31	31	21 then the Department may adopt rules requiring the installation
32	32	22 and use of electronic monitoring and recording within assisted
33	33	23 living establishments.
