3	11		1 AN ACT concerning local government.
4	12		2 Be it enacted by the People of the State of Illinois,
5	13		3 represented in the General Assembly:
6	14		4 Section 5. The Rent Control Preemption Act is amended by
7	15		5 changing Section 5 as follows:
8	16		6 (50 ILCS 825/5)
9	17		7 Sec. 5. Rent control prohibited.
10	18		8 (a) A unit of local government, as defined in Section 1 of
11	19		9 Article VII of the Illinois Constitution, shall not enact,
12	20		10 maintain, or enforce an ordinance or resolution that would
13	21		11 have the effect of controlling the amount of rent charged for
14	22		12 leasing private residential or commercial property.
15	23		13 (b) This Act does not impair the right of a unit of local
16	24		14 government to manage and control residential property in which
17	25		15 the unit of local government has a property interest.
18	26		16 (c) This Act does not prohibit a municipality from setting
19		-	17 rent controls for manufactured homes or manufactured home
20		-	18 communities.
