11	11	1 AN ACT concerning State government.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The State Budget Law of the Civil
15	15	5 Administrative Code of Illinois is amended by adding Section
16	16	6 50-23 as follows:

18	18	8 Sec. 50-23. Budget surplus; pension. If, in any State
19	19	9 fiscal year, there is a budget surplus, then, in the next State
20	20	10 fiscal year, the General Assembly shall appropriate to the
21	21	11 retirement systems established under Articles 2, 14, 15, 16,
22	22	12 and 18 of the Illinois Pension Code an additional 1% of the
23	23	13 amount contributed by the State under those Articles in the
24	24	14 immediately preceding State fiscal year.
