11	11	1 AN ACT concerning State government.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 1. Short title. This Act may be cited as the
15	15	5 72-Hour Budget Review Act.
16	16	6 Section 5. Definitions. As used in this Act:
17	17	7 "Amendment" means any proposed change to a bill.
18	18	8 "Appropriation bill" means any bill authorizing an
19	19	9 appropriation of funds for State operating, capital, or
20	20	10 transportation expenses.
21	21	11 "Publicly available" means available for viewing on the
22	22	12 General Assembly's Internet website and published in a bill
23	23	13 report, committee report, or conference-committee report.
24	24	14 "Revenue bill" means any bill that raises revenue for
25	25	15 operating, capital, or transportation expenses.
26	26	16 "Striking amendment" means any amendment removing and
27	27	17 replacing everything after the enacting clause of a bill.
28	28	18 Section 10. Hearing or votes prohibited for 72 hours. A
29	29	19 hearing or vote on any appropriation bill or revenue bill is
30	30	20 prohibited for at least 72 hours after the bill is made
31	31	21 publicly available. This 72-hour period excludes Saturdays,
32	32	22 Sundays, and holidays unless the house considering the bill is

68	68	2 Section 15. Adoption of amendments and striking
69	69	3 amendments.
70	70	4 (a) A vote on an amendment to an appropriation bill or a
71	71	5 revenue bill, other than a striking amendment, is not in order
72	72	6 unless that amendment is made publicly available at least 24
73	73	7 hours prior to the vote. This 24-hour period excludes
74	74	8 Saturdays, Sundays, and holidays unless the house considering
75	75	9 the bill is in session on that day.
76	76	10 (b) A vote on a striking amendment to an appropriation
77	77	11 bill or a revenue bill is not in order unless that amendment is
78	78	12 made publicly available at least 48 hours prior to the vote.
79	79	13 This 48-hour period excludes Saturdays, Sundays, and holidays
80	80	14 unless the house considering the bill is in session on that
81	81	15 day.
82	82	16 Section 20. Application to multiple stages of
83	83	17 consideration. The time limitations in this Act apply each
84	84	18 time a new version of an appropriation bill or a revenue bill
85	85	19 is considered. This includes consideration of
86	86	20 conference-committee recommendations.
87	87	21 Section 25. Exceptions. The time limitation of this Act
88	88	22 may be waived by an affirmative two-thirds vote of the full
89	89	23 committee or house considering the legislation. For any such

106	106	7 Section 99. Effective date. This Act takes effect upon
