Short title. This Act may be cited as the 5 72-Hour Budget Review Act. 6 Section 5. Definitions. As used in this Act: 7 "Amendment" means any proposed change to a bill. 8 "Appropriation bill" means any bill authorizing an 9 appropriation of funds for State operating, capital, or 10 transportation expenses. 11 "Publicly available" means available for viewing on the 12 General Assembly's Internet website and published in a bill 13 report, committee report, or conference-committee report. 14 "Revenue bill" means any bill that raises revenue for 15 operating, capital, or transportation expenses. 16 "Striking amendment" means any amendment removing and 17 replacing everything after the enacting clause of a bill. 18 Section 10. Hearing or votes prohibited for 72 hours. A 19 hearing or vote on any appropriation bill or revenue bill is 20 prohibited for at least 72 hours after the bill is made 21 publicly available. Adoption of amendments and striking 3 amendments. 4 (a) A vote on an amendment to an appropriation bill or a 5 revenue bill, other than a striking amendment, is not in order 6 unless that amendment is made publicly available at least 24 7 hours prior to the vote. This 24-hour period excludes 8 Saturdays, Sundays, and holidays unless the house considering 9 the bill is in session on that day. 10 (b) A vote on a striking amendment to an appropriation 11 bill or a revenue bill is not in order unless that amendment is 12 made publicly available at least 48 hours prior to the vote. 13 This 48-hour period excludes Saturdays, Sundays, and holidays 14 unless the house considering the bill is in session on that 15 day. 16 Section 20. Application to multiple stages of 17 consideration. The time limitations in this Act apply each 18 time a new version of an appropriation bill or a revenue bill 19 is considered. This includes consideration of 20 conference-committee recommendations. 21 Section 25. Exceptions. The time limitation of this Act 22 may be waived by an affirmative two-thirds vote of the full 23 committee or house considering the legislation.
