11 103RD GENERAL ASSEMBLY State of Illinois 2023 and 2024 HB3228 Introduced , by Rep. Kelly M. Cassidy SYNOPSIS AS INTRODUCED: New Act Creates MSR Justice Reinvestment Task Force Act. Creates the Justice Reinvestment Task Force. Provides that the Task Force shall study the use of mandatory supervised release for different populations, including conditions required by statute and by agency action, resources available to serve people on mandatory supervised release, supervision policies and practices, responses to possible violations, and other features of the mandatory supervised release system in Illinois. Establishes membership on the Task Force. Provides that the Task Force shall meet no less than 4 times and shall provide recommendations for legislation to the General Assembly and the Governor's Office on or before January 1, 2024. Provides that the members of the Task Force shall serve without compensation. Provides that the Council of State Governments Justice Center may provide convening and analytical support for the Task Force and ensure the requirements of the Task Force are met. 1111 1 AN ACT concerning criminal law.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 1. Short title. This Act may be cited as the MSR
1515 5 Justice Reinvestment Task Force Act.
1616 6 Section 5. Purpose; findings. The State is committed to
1717 7 ensuring that sentences of imprisonment continue to advance
1818 8 the interest of justice and promote public safety. The MSR
1919 9 Justice Reinvestment Task Force is created by recognizing that
2020 10 reentry from imprisonment is challenging, and that 2 agencies,
2121 11 the Department of Corrections and the Prisoner Review Board,
2222 12 share responsibility for the success of people under mandatory
2323 13 supervised release and for the safety of the general public.
2424 14 Section 10. Justice Reinvestment Task Force; creation. The
2525 15 Justice Reinvestment Task Force is created. The Task Force
2626 16 shall study the use of mandatory supervised release for
2727 17 different populations, including conditions required by
2828 18 statute and by agency action, resources available to serve
2929 19 people on mandatory supervised release, supervision policies
3030 20 and practices, responses to possible violations, and other
3131 21 features of the mandatory supervised release system in
3232 22 Illinois.

6767 1 Section 15. Task Force members.
6868 2 (a) The MSR Justice Reinvestment Task Force shall consist
6969 3 of the following members:
7070 4 (1) a member of the House of Representatives appointed
7171 5 by the Speaker of the House of Representatives;
7272 6 (2) a member of the House of Representatives appointed
7373 7 by the Minority Leader of the House of Representatives;
7474 8 (3) a member of the Senate appointed by the President
7575 9 of the Senate;
7676 10 (4) a member of the Senate appointed by the Minority
7777 11 Leader of the Senate;
7878 12 (5) a member of the Governor's staff;
7979 13 (6) a member of the Lieutenant Governor's staff;
8080 14 (7) a member appointed by the Prisoner Review Board;
8181 15 (8) a member appointed by the Department of
8282 16 Corrections;
8383 17 (9) a member appointed by a statewide agency that
8484 18 represents State's Attorneys;
8585 19 (10) a member appointed by the Public Defender's
8686 20 Association; and
8787 21 (11) one retired judge appointed by the Governor;
8888 22 (12) a member appointed by an organization that
8989 23 advocates for victims' rights;
9090 24 (13) a member appointed by an organization that
9191 25 advocates for sentencing and reentry reform;

102102 1 (14) a member appointed by the Illinois Sentencing
103103 2 Policy Advisory Council;
104104 3 (15) a member of law enforcement appointed by an
105105 4 association representing law enforcement; and
106106 5 (16) a person with lived experience of having been
107107 6 supervised on mandatory supervised release.
108108 7 (b) The Task Force shall meet no less than 4 times and
109109 8 shall provide recommendations for legislation to the General
110110 9 Assembly and the Governor's Office on or before January 1,
111111 10 2024.
112112 11 (c) The members of the Task Force shall serve without
113113 12 compensation.
114114 13 (d) The Council of State Governments Justice Center may
115115 14 provide convening and analytical support for the Task Force
116116 15 and ensure the requirements of the Task Force are met.
117117 16 Section 20. Dissolution of Task Force. The Task Force is
118118 17 dissolved on January 1, 2025.
119119 18 Section 25. Repeal. This Act is repealed on January 1,
120120 19 2025.
121121 20 Section 99. Effective date. This Act takes effect upon
122122 21 becoming law.
