                            103RD GENERAL ASSEMBLY State of Illinois 2023 and 2024 HB3228 Introduced , by Rep. Kelly M. Cassidy SYNOPSIS AS INTRODUCED:  New Act  Creates MSR Justice Reinvestment Task Force Act. Creates the Justice Reinvestment Task Force. Provides that the Task Force shall study the use of mandatory supervised release for different populations, including conditions required by statute and by agency action, resources available to serve people on mandatory supervised release, supervision policies and practices, responses to possible violations, and other features of the mandatory supervised release system in Illinois. Establishes membership on the Task Force. Provides that the Task Force shall meet no less than 4 times and shall provide recommendations for legislation to the General Assembly and the Governor's Office on or before January 1, 2024. Provides that the members of the Task Force shall serve without compensation. Provides that the Council of State Governments Justice Center may provide convening and analytical support for the Task Force and ensure the requirements of the Task Force are met. 1  AN ACT concerning criminal law.
2  Be it enacted by the People of the State of Illinois,
3  represented in the General Assembly:
4  Section 1. Short title. This Act may be cited as the MSR
5  Justice Reinvestment Task Force Act.
6  Section 5. Purpose; findings.  The State is committed to
7  ensuring that sentences of imprisonment continue to advance
8  the interest of justice and promote public safety. The MSR
9  Justice Reinvestment Task Force is created by recognizing that
10  reentry from imprisonment is challenging, and that 2 agencies,
11  the Department of Corrections and the Prisoner Review Board,
12  share responsibility for the success of people under mandatory
13  supervised release and for the safety of the general public.
14  Section 10. Justice Reinvestment Task Force; creation. The
15  Justice Reinvestment Task Force is created. The Task Force
16  shall study the use of mandatory supervised release for
17  different populations, including conditions required by
18  statute and by agency action, resources available to serve
19  people on mandatory supervised release, supervision policies
20  and practices, responses to possible violations, and other
21  features of the mandatory supervised release system in
22  Illinois.

1  Section 15. Task Force members.
2  (a) The MSR Justice Reinvestment Task Force shall consist
3  of the following members:
4  (1) a member of the House of Representatives appointed
5  by the Speaker of the House of Representatives;
6  (2) a member of the House of Representatives appointed
7  by the Minority Leader of the House of Representatives;
8  (3) a member of the Senate appointed by the President
9  of the Senate;
10  (4) a member of the Senate appointed by the Minority
11  Leader of the Senate;
12  (5) a member of the Governor's staff;
13  (6) a member of the Lieutenant Governor's staff;
14  (7) a member appointed by the Prisoner Review Board;
15  (8) a member appointed by the Department of
16  Corrections;
17  (9) a member appointed by a statewide agency that
18  represents State's Attorneys;
19  (10) a member appointed by the Public Defender's
20  Association; and
21  (11) one retired judge appointed by the Governor;
22  (12) a member appointed by an organization that
23  advocates for victims' rights;
24  (13) a member appointed by an organization that
25  advocates for sentencing and reentry reform;

1  (14) a member appointed by the Illinois Sentencing
2  Policy Advisory Council;
3  (15) a member of law enforcement appointed by an
4  association representing law enforcement; and
5  (16) a person with lived experience of having been
6  supervised on mandatory supervised release.
7  (b) The Task Force shall meet no less than 4 times and
8  shall provide recommendations for legislation to the General
9  Assembly and the Governor's Office on or before January 1,
10  2024.
11  (c) The members of the Task Force shall serve without
12  compensation.
13  (d) The Council of State Governments Justice Center may
14  provide convening and analytical support for the Task Force
15  and ensure the requirements of the Task Force are met.
16  Section 20. Dissolution of Task Force. The Task Force is
17  dissolved on January 1, 2025.
18  Section 25. Repeal. This Act is repealed on January 1,
19  2025.
20  Section 99. Effective date. This Act takes effect upon
21  becoming law.
