Kam Buckner SYNOPSIS AS INTRODUCED: 20 ILCS 605/605-1110 new Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Provides that the Department of Commerce and Economic Opportunity shall establish a Future Through Employment for Young Adults Program to award grants to nonprofit entities to train young adults for the workforce and to place them in jobs with partners in the private and public sectors. 1111 1 AN ACT concerning State government.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 5. The Department of Commerce and Economic
1515 5 Opportunity Law of the Civil Administrative Code of Illinois
1616 6 is amended by adding Section 605-1110 as follows:
1717 7 (20 ILCS 605/605-1110 new)
1818 8 Sec. 605-1110. Future Through Employment for Young Adults
1919 9 Program.
2020 10 (a) Subject to appropriation, the Department of Commerce
2121 11 and Economic Opportunity shall establish a Future Through
2222 12 Employment for Young Adults Program to award grants to
2323 13 nonprofit entities to train young adults for the workforce and
2424 14 to place them in jobs with partners in the private and public
2525 15 sectors.
2626 16 (b) As part of the Future Through Employment for Young
2727 17 Adults Program, the Department shall operate a school-year
2828 18 program and a summer program as follows:
2929 19 (1) The school-year program shall operate during the
3030 20 school year of the district in which the program
3131 21 participant is located. Program participants enrolled in
3232 22 the school-year program will work 12 to 35 hours per week
3333 23 at an employer participating in the program at the rate of

6868 1 $15 per hour or the prevailing minimum wage in that
6969 2 county, whichever is higher. The Department shall enroll
7070 3 80,0000 participants in the school-year program.
7171 4 (2) The summer program shall operate during the summer
7272 5 break of the district where the program participant is
7373 6 located. Program participants enrolled in the summer
7474 7 program will work 25 hours per week at an employer
7575 8 participating in the program at the rate of $15 per hour or
7676 9 the prevailing minimum wage in that county, whichever is
7777 10 higher. The Department shall enroll 80,0000 participants
7878 11 in the school-year program.
7979 12 (c) The Department shall work with local community-based
8080 13 organizations that interact with jobless youth and young
8181 14 adults and provide them strong, consistent support to build
8282 15 their work-related skills of showing up on time, working
8383 16 collaboratively with others, following instructions, and other
8484 17 critical skills to place participating students with an
8585 18 employer. The Department shall also coordinate with employers
8686 19 to provide program participants with jobs after training.
8787 20 (d) The Department shall establish eligibility criteria
8888 21 for young adults and employers participation in the program.
8989 22 (e) The Department may adopt any rules necessary to
9090 23 administer the provisions of this Section.
