Provides that all bills introduced in the General Assembly must remain in the chamber of origin for at least 5 calendar days before it can be voted upon on third reading and passed out of the chamber. Provides that, upon passage to the other chamber of the General Assembly, the 5 calendar day requirement is in effect and begins with the day of the bill's arrival in the new chamber. Provides that if a bill is amended in a chamber, the bill must remain in the chamber for an additional 5 calendar days starting with the day the amendment is filed and adopted. 11	11	1 AN ACT concerning State government.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The General Assembly Operations Act is amended
15	15	5 by adding Section 19 as follows:
16	16	6 (25 ILCS 10/19 new)
17	17	7 Sec. 19. Public review of legislation.All bills introduced
18	18	8 in the General Assembly must remain in the chamber of origin
19	19	9 for at least 5 calendar days before it can be voted upon on
20	20	10 third reading and passed out of the chamber. Upon passage to
21	21	11 the other chamber of the General Assembly, the 5 calendar day
22	22	12 requirement is in effect and begins with the day of the bill's
23	23	13 arrival in the new chamber. If a bill is amended in a chamber,
24	24	14 the bill must remain in the chamber for an additional 5
25	25	15 calendar days starting with the day the amendment is filed and
26	26	16 adopted.
