                            103RD GENERAL ASSEMBLY State of Illinois 2023 and 2024 HB3391 Introduced , by Rep. Joe C. Sosnowski SYNOPSIS AS INTRODUCED:  25 ILCS 10/19 new  Amends the General Assembly Operations Act. Provides that all bills introduced in the General Assembly must remain in the chamber of origin for at least 5 calendar days before it can be voted upon on third reading and passed out of the chamber. Provides that, upon passage to the other chamber of the General Assembly, the 5 calendar day requirement is in effect and begins with the day of the bill's arrival in the new chamber. Provides that if a bill is amended in a chamber, the bill must remain in the chamber for an additional 5 calendar days starting with the day the amendment is filed and adopted. 1  AN ACT concerning State government.
2  Be it enacted by the People of the State of Illinois,
3  represented in the General Assembly:
4  Section 5. The General Assembly Operations Act is amended
5  by adding Section 19 as follows:
6  (25 ILCS 10/19 new)
7  Sec. 19. Public review of legislation.All bills introduced
8  in the General Assembly must remain in the chamber of origin
9  for at least 5 calendar days before it can be voted upon on
10  third reading and passed out of the chamber. Upon passage to
11  the other chamber of the General Assembly, the 5 calendar day
12  requirement is in effect and begins with the day of the bill's
13  arrival in the new chamber. If a bill is amended in a chamber,
14  the bill must remain in the chamber for an additional 5
15  calendar days starting with the day the amendment is filed and
16  adopted.
