The School Code is amended by changing Section 5 2-3.169 as follows: 6 (105 ILCS 5/2-3.169) 7 Sec. 2-3.169. State Global Scholar Certification. 8 (a) The State Global Scholar Certification Program is 9 established to recognized public and nonpublic high school 10 graduates who have attained global competence. State Global 11 Scholar Certification shall be awarded beginning with the 12 2017-2018 school year. School district or nonpublic school 13 participation in this certification is voluntary. 14 (b) The purposes of State Global Scholar Certification are 15 as follows: 16 (1) To recognize the value of a global education. 17 (2) To certify attainment of global competence. 18 (3) To provide employers with a method of identifying 19 globally competent employees. 20 (4) To provide colleges and universities with an 21 additional method to recognize applicants seeking 22 admission. 23 (5) To prepare students with 21st century skills. HB3522 Enrolled LRB103 28373 RJT 54753 b HB3522 Enrolled- 2 -LRB103 28373 RJT 54753 b HB3522 Enrolled - 2 - LRB103 28373 RJT 54753 b HB3522 Enrolled - 2 - LRB103 28373 RJT 54753 b 1 (6) To encourage the development of a globally ready 2 workforce in the STEM (science, technology, engineering, 3 and mathematics), manufacturing, agriculture, and service 4 sectors. 5 (c) State Global Scholar Certification confirms attainment 6 of global competence, sufficient for meaningful use in college 7 and a career, by a graduating public or nonpublic high school 8 student. 9 (d) The State Board of Education shall adopt such rules as 10 may be necessary to establish the criteria that students must 11 achieve to earn State Global Scholar Certification, which 12 shall minimally include attainment of units of credit in 13 globally focused courses, service learning experiences, global 14 collaboration and dialogue, and passage of a capstone project 15 demonstrating global competency, as approved by the 16 participating school district or nonpublic school for this 17 purpose. 18 (e) The State Board of Education shall do both of the 19 following: 20 (1) Prepare and deliver to participating school 21 districts or nonpublic schools an appropriate mechanism 22 for designating State Global Scholar Certification on the 23 diploma and transcript of a student indicating that the 24 student has been awarded State Global Scholar 25 Certification by the State Board of Education. 26 (2) Provide other information the State Board of HB3522 Enrolled - 2 - LRB103 28373 RJT 54753 b HB3522 Enrolled- 3 -LRB103 28373 RJT 54753 b HB3522 Enrolled - 3 - LRB103 28373 RJT 54753 b HB3522 Enrolled - 3 - LRB103 28373 RJT 54753 b 1 Education deems necessary for school districts or 2 nonpublic schools to successfully participate in the 3 certification. 4 (f) A school district or nonpublic school that 5 participates in certification under this Section shall do both 6 of the following: 7 (1) Maintain appropriate records in order to identify 8 students who have earned State Global Scholar 9 Certification. 10 (2) Make the appropriate designation on the diploma 11 and transcript of each student who earns State Global 12 Scholar Certification. 13 (g) No fee may be charged to a student to receive the 14 designation pursuant to the Section. Notwithstanding this 15 prohibition, costs may be incurred by the student in 16 demonstrating proficiency. 17 (Source: P.A. 99-780, eff. 8-12-16; 100-201, eff. 8-18-17.) 18 Section 10. The College and Career Success for All 19 Students Act is amended by changing Section 30 as follows: 20 (105 ILCS 302/30) 21 Sec. 30. Postsecondary-level course credit. 22 (a) In this Section: 23 "Institution of higher education" means a public 24 university or public community college located in this State. HB3522 Enrolled - 3 - LRB103 28373 RJT 54753 b HB3522 Enrolled- 4 -LRB103 28373 RJT 54753 b HB3522 Enrolled - 4 - LRB103 28373 RJT 54753 b HB3522 Enrolled - 4 - LRB103 28373 RJT 54753 b 1 "International Baccalaureate Diploma Programme subject" 2 means an International Baccalaureate course taken by either 3 International Baccalaureate diploma candidates or by 4 International Baccalaureate course candidates. 5 "Subject score" means the total points awarded to a 6 candidate for an International Baccalaureate course based on 7 fulfillment of all subject requirements, including the 8 end-of-course examination. 9 (b) Beginning with the 2016-2017 academic year, scores of 10 3, 4, and 5 on the College Board Advanced Placement 11 examinations and, beginning with the 2017-2018 academic year, 12 subject scores of 4 or higher for International Baccalaureate 13 Diploma Programme subjects shall be accepted for credit to 14 satisfy degree requirements by all institutions of higher 15 education. Each institution of higher education shall 16 determine for each Advanced Placement test and International 17 Baccalaureate Diploma Programme subject whether credit will be 18 granted for electives, general education requirements, or 19 major requirements and the Advanced Placement and 20 International Baccalaureate Diploma Programme subject scores 21 required to grant credit for those purposes. 22 Beginning with the 2024-2025 academic year, each 23 institution of higher education may award course credit to a 24 student who has received State Global Scholar Certification. 25 Each institution of higher education may determine whether 26 credit will be granted for electives, general education HB3522 Enrolled - 4 - LRB103 28373 RJT 54753 b HB3522 Enrolled- 5 -LRB103 28373 RJT 54753 b HB3522 Enrolled - 5 - LRB103 28373 RJT 54753 b HB3522 Enrolled - 5 - LRB103 28373 RJT 54753 b 1 requirements, or major requirements for students who received 2 State Global Scholar Certification. 3 (c) By the conclusion of the 2020-2021 academic year, the 4 Board of Higher Education, in cooperation with the Illinois 5 Community College Board, shall analyze the Advanced Placement 6 examination and International Baccalaureate Diploma Programme 7 subject score course granting policy of each institution of 8 higher education and the research used by each institution in 9 determining the level of credit and the number of credits 10 provided for the Advanced Placement and International 11 Baccalaureate Diploma Programme subject scores in accordance 12 with the requirements of this Section and file a report that 13 includes findings and recommendations to the General Assembly 14 and the Governor. Each institution of higher education shall 15 provide the Board of Higher Education and the Illinois 16 Community College Board with all necessary data, in accordance 17 with the federal Family Educational Rights and Privacy Act of 18 1974, to conduct the analysis. 19 (d) Each institution of higher education shall publish its 20 updated Advanced Placement examination and International 21 Baccalaureate Diploma Programme subject score course granting 22 policy in accordance with the requirements of this Section on 23 its Internet website before the beginning of the 2017-2018 24 academic year. 25 (Source: P.A. 99-358, eff. 8-13-15; 99-624, eff. 7-22-16.) 26 Section 99.
