4-AN ACT concerning education.
5-Be it enacted by the People of the State of Illinois,
6-represented in the General Assembly:
7-Section 5. The School Code is amended by changing Section
8-2-3.169 as follows:
9-(105 ILCS 5/2-3.169)
10-Sec. 2-3.169. State Global Scholar Certification.
11-(a) The State Global Scholar Certification Program is
12-established to recognized public and nonpublic high school
13-graduates who have attained global competence. State Global
14-Scholar Certification shall be awarded beginning with the
15-2017-2018 school year. School district or nonpublic school
16-participation in this certification is voluntary.
17-(b) The purposes of State Global Scholar Certification are
18-as follows:
19-(1) To recognize the value of a global education.
20-(2) To certify attainment of global competence.
21-(3) To provide employers with a method of identifying
22-globally competent employees.
23-(4) To provide colleges and universities with an
24-additional method to recognize applicants seeking
25-admission.
26-(5) To prepare students with 21st century skills.
3+1 AN ACT concerning education.
4+2 Be it enacted by the People of the State of Illinois,

33-(6) To encourage the development of a globally ready
34-workforce in the STEM (science, technology, engineering,
35-and mathematics), manufacturing, agriculture, and service
36-sectors.
37-(c) State Global Scholar Certification confirms attainment
38-of global competence, sufficient for meaningful use in college
39-and a career, by a graduating public or nonpublic high school
40-student.
41-(d) The State Board of Education shall adopt such rules as
42-may be necessary to establish the criteria that students must
43-achieve to earn State Global Scholar Certification, which
44-shall minimally include attainment of units of credit in
45-globally focused courses, service learning experiences, global
46-collaboration and dialogue, and passage of a capstone project
47-demonstrating global competency, as approved by the
48-participating school district or nonpublic school for this
49-purpose.
50-(e) The State Board of Education shall do both of the
51-following:
52-(1) Prepare and deliver to participating school
53-districts or nonpublic schools an appropriate mechanism
54-for designating State Global Scholar Certification on the
55-diploma and transcript of a student indicating that the
56-student has been awarded State Global Scholar
57-Certification by the State Board of Education.
58-(2) Provide other information the State Board of

69-Certification.
70-(2) Make the appropriate designation on the diploma
71-and transcript of each student who earns State Global
72-Scholar Certification.
73-(g) No fee may be charged to a student to receive the
74-designation pursuant to the Section. Notwithstanding this
75-prohibition, costs may be incurred by the student in
76-demonstrating proficiency.

78-Section 10. The College and Career Success for All
79-Students Act is amended by changing Section 30 as follows:

81-Sec. 30. Postsecondary-level course credit.
82-(a) In this Section:
83-"Institution of higher education" means a public
84-university or public community college located in this State.

87-"International Baccalaureate Diploma Programme subject"
88-means an International Baccalaureate course taken by either
89-International Baccalaureate diploma candidates or by
90-International Baccalaureate course candidates.
91-"Subject score" means the total points awarded to a
92-candidate for an International Baccalaureate course based on
93-fulfillment of all subject requirements, including the
94-end-of-course examination.
95-(b) Beginning with the 2016-2017 academic year, scores of
96-3, 4, and 5 on the College Board Advanced Placement
97-examinations and, beginning with the 2017-2018 academic year,
98-subject scores of 4 or higher for International Baccalaureate
99-Diploma Programme subjects shall be accepted for credit to
100-satisfy degree requirements by all institutions of higher
101-education. Each institution of higher education shall
102-determine for each Advanced Placement test and International
103-Baccalaureate Diploma Programme subject whether credit will be
104-granted for electives, general education requirements, or
105-major requirements and the Advanced Placement and
106-International Baccalaureate Diploma Programme subject scores
107-required to grant credit for those purposes.
108-Beginning with the 2024-2025 academic year, each
109-institution of higher education may award course credit to a
110-student who has received State Global Scholar Certification.
111-Each institution of higher education may determine whether
112-credit will be granted for electives, general education

115-requirements, or major requirements for students who received
116-State Global Scholar Certification.
117-(c) By the conclusion of the 2020-2021 academic year, the
118-Board of Higher Education, in cooperation with the Illinois
119-Community College Board, shall analyze the Advanced Placement
120-examination and International Baccalaureate Diploma Programme
121-subject score course granting policy of each institution of
122-higher education and the research used by each institution in
123-determining the level of credit and the number of credits
124-provided for the Advanced Placement and International
125-Baccalaureate Diploma Programme subject scores in accordance
126-with the requirements of this Section and file a report that
127-includes findings and recommendations to the General Assembly
128-and the Governor. Each institution of higher education shall
129-provide the Board of Higher Education and the Illinois
130-Community College Board with all necessary data, in accordance
131-with the federal Family Educational Rights and Privacy Act of
132-1974, to conduct the analysis.
133-(d) Each institution of higher education shall publish its
134-updated Advanced Placement examination and International
135-Baccalaureate Diploma Programme subject score course granting
136-policy in accordance with the requirements of this Section on
137-its Internet website before the beginning of the 2017-2018
138-academic year.
