4-AN ACT concerning education.
5-Be it enacted by the People of the State of Illinois,
6-represented in the General Assembly:
7-Section 5. The Department of Commerce and Economic
8-Opportunity Law of the Civil Administrative Code of Illinois
9-is amended by adding Section 605-1110 as follows:
10-(20 ILCS 605/605-1110 new)
11-Sec. 605-1110. Student Career Development Liability
12-Insurance Advisory Committee.
13-(a) The Student Career Development Liability Insurance
14-Advisory Committee is hereby created within the Department of
15-Commerce and Economic Opportunity. The Committee shall issue a
16-report to the Governor and the General Assembly containing
17-recommendations for providing liability insurance to (i)
18-public high school students who participate in a career
19-development experience or apprenticeship program and community
20-college students who participate in a career development
21-experience or apprenticeship program and (ii) public school
22-teachers who participate in externship programs and community
23-college faculty who participate in externship programs. The
24-report shall be submitted to the Governor and the General
25-Assembly no later than December 31, 2023. The Department of
26-Commerce and Economic Opportunity shall provide administrative

12+10 (a) The Student Career Development Liability Insurance
13+11 Advisory Committee is hereby created within the Department of

34-(b) The Student Career Development Liability Insurance
35-Advisory Committee shall consist of the following members:
36-(1) the Director of Commerce and Economic Opportunity
37-or his or her designee;
38-(2) one member representing the State Board of
39-Education, appointed by the State Superintendent of
40-Education;
41-(3) one member representing the Illinois Community
42-College Board, appointed by the Chairman of the Illinois
43-Community College Board;
44-(4) one member of the General Assembly, appointed by
45-the Speaker of the House of Representatives;
46-(5) one member of the General Assembly, appointed by
47-the House Minority Leader;
48-(6) one member of the General Assembly, appointed by
49-the Senate President;
50-(7) one member of the General Assembly, appointed by
51-the Senate Minority Leader;
52-(8) 2 members of a statewide association representing
53-manufacturers, appointed by the Governor;
54-(9) 2 members of a statewide association representing
55-the insurance industry, appointed by the Governor; and
56-(10) 2 members who represent unionized State
57-employees, appointed by the Governor.
58-Members of the Committee shall serve without compensation

62-performance of their duties. Vacancies on the Committee shall
63-be filled by the original appointing authority.
64-(c) This Section is repealed on January 1, 2025.
