4-AN ACT concerning health.
5-Be it enacted by the People of the State of Illinois,
6-represented in the General Assembly:
7-Section 1. Short title. This Act may be cited as the
8-Alternative Protein Innovation Task Force Act.
9-Section 5. Definitions. As used in this Act:
10-"Alternative proteins" means proteins created from
11-plant-based, fermented, cell-cultured inputs and processes to
12-create foods that share sensory characteristics with
13-conventional meat and dairy.
14-"Cultivated meat" means meat that is produced in a
15-bioreactor from animal cells using a cell cultivation process.
16-"Fermented protein" means a protein that is made from
17-traditional fermentation, biomass fermentation, or precision
18-fermentation.
19-"Plant-based protein" means a protein that is produced
20-directly from a plant.
21-Section 10. Alternative Protein Innovation Task Force. The
22-Alternative Protein Innovation Task Force is established for
23-the purposes of investigating and studying alternative
24-proteins to identify and evaluate possible opportunities that
25-the protein innovation and the alternative protein industry

4+2 Be it enacted by the People of the State of Illinois,
5+3 represented in the General Assembly:
6+4 Section 1. Short title. This Act may be cited as the
7+5 Alternative Protein Innovation Task Force Act.
8+6 Section 5. Definitions. As used in this Act:
9+7 "Alternative proteins" means proteins created from
10+8 plant-based, fermented, cell-cultured inputs and processes to

21+19 Alternative Protein Innovation Task Force is established for

32-offer in the State. The Task Force shall study and draft a
33-report on how the State may best support the growing
34-alternative protein industry in the State. The Task Force
35-shall: (i) examine the potential economic development benefits
36-and job creation potential of the plant-based protein,
37-cultivated meat, and fermented protein industries in the
38-State; (ii) identify the environmental impacts of alternative
39-proteins and their supply chains; (iii) examine if alternative
40-proteins can strengthen the State's food resilience; (iv)
41-assess how alternative proteins may affect individual health,
42-public health, and food security in the State; and (v)
43-identify ways the State may foster the growth of the emerging
44-alternative protein industry, including by reviewing past and
45-present efforts made to support the broader biotech and life
46-science industries.
47-Section 15. Membership; appointments; meeting.
48-(a) The Alternative Protein Innovation Task Force shall
49-consist of the following members:
50-(1) one member of the Senate, who shall be appointed
51-by the President of the Senate and shall serve as co-chair
52-of the Task Force;
53-(2) one member of the Senate, who shall be appointed
54-by the Minority Leader of the Senate;
55-(3) one member of the House of Representatives, who
56-shall be appointed by the Speaker of the House of

49+17 (a) The Alternative Protein Innovation Task Force shall

51+19 (1) one member of the Senate, who shall be appointed

54+22 (2) one member of the Senate, who shall be appointed

61-(4) one member of the House of Representatives, who
62-shall be appointed by the Minority Leader of the House of
63-Representatives;
64-(5) the Secretary of Commerce and Economic Opportunity
65-or the Secretary's designee;
66-(6) the Director of Agriculture or the Director's
67-designee;
68-(7) 5 members who are appointed by the Director of
69-Agriculture. Of the members appointed by the Director of
70-Agriculture, 3 members shall be commercial producers of
71-agricultural commodities, of which one member shall be
72-from the largest statewide agricultural association; and 2
73-members shall be representatives from the University of
74-Illinois College of Agricultural, Consumer and
75-Environmental Sciences engaged in nutritional research;
76-and
77-(8) 6 members who are appointed by the Governor. Of
78-the members appointed by the Governor, 2 members shall be
79-engaged in academic or scientific research on alternative
80-protein development at a State college or university; one
81-member shall be a representative of a nonprofit
82-organization dedicated to the development and
83-accessibility of alternative proteins; one member shall be
84-a representative of the State's agricultural biotechnology

87-industry; one member shall be the president of the
88-Illinois Biotechnology Industry Organization or the
89-organization's designee; and one member shall be a
90-representative from a multinational food processing and
91-manufacturing corporation headquartered in this State.
92-(b) Members of the Task Force shall not receive
93-compensation for their services to the Task Force.
94-(c) All appointments shall be made not later than 30 days
95-after the effective date of this Act.
96-(d) The co-chairs of the Task Force shall schedule no
97-fewer than 4 meetings of the Task Force, including not less
98-than one public hearing. The co-chairs shall convene the first
99-meeting of the Task Force within 60 days after the effective
100-date of this Act.
101-Section 20. Report. The Task Force shall submit a report
102-of its findings and recommendations to the General Assembly no
103-later than December 31, 2023.
