9 | 17 | | 7 Sec. 40-10. Powers and duties. In addition to the other |

10 | 18 | | 8 powers and duties which may be prescribed in this Act or |

11 | 19 | | 9 elsewhere, the Commission shall have the following powers and |

13 | 21 | | 11 (1) The Commission shall have a role in all State and |
---|
14 | 22 | | 12 university procurement by facilitating and streamlining |
---|
15 | 23 | | 13 communications between the Business Enterprise Council for |
---|
16 | 24 | | 14 Minorities, Women, and Persons with Disabilities, the |
---|
17 | 25 | | 15 purchasing entities, the Chief Procurement Officers, and |
---|
18 | 26 | | 16 others. |

19 | 27 | | 17 (2) The Commission may create a scoring evaluation for |
---|
20 | 28 | | 18 State agency directors, public university presidents and |
---|
21 | 29 | | 19 chancellors, and public community college presidents. The |
---|
22 | 30 | | 20 scoring shall be based on the following 3 principles: (i) |
---|
23 | 31 | | 21 increasing capacity; (ii) growing revenue; and (iii) |
---|
24 | 32 | | 22 enhancing credentials. These principles should be the |
---|
25 | 33 | | 23 foundation of the agency compliance plan required under |
---|

48 | 82 | | 15 (7) The Commission shall conduct a disparity study on |

54 | 88 | | 21 (8) (7) The Commission shall have oversight over the |
