3	11		1 AN ACT concerning finance.
4	12		2 Be it enacted by the People of the State of Illinois,
5	13		3 represented in the General Assembly:
6	14		4 Section 5. The Commission on Equity and Inclusion Act is
7	15		5 amended by changing Section 40-10 as follows:

9	17		7 Sec. 40-10. Powers and duties. In addition to the other
10	18		8 powers and duties which may be prescribed in this Act or
11	19		9 elsewhere, the Commission shall have the following powers and
12	20		10 duties:
13	21		11 (1) The Commission shall have a role in all State and
14	22		12 university procurement by facilitating and streamlining
15	23		13 communications between the Business Enterprise Council for
16	24		14 Minorities, Women, and Persons with Disabilities, the
17	25		15 purchasing entities, the Chief Procurement Officers, and
18	26		16 others.
19	27		17 (2) The Commission may create a scoring evaluation for
20	28		18 State agency directors, public university presidents and
21	29		19 chancellors, and public community college presidents. The
22	30		20 scoring shall be based on the following 3 principles: (i)
23	31		21 increasing capacity; (ii) growing revenue; and (iii)
24	32		22 enhancing credentials. These principles should be the
25	33		23 foundation of the agency compliance plan required under

34	68		1 Section 6 of the Business Enterprise for Minorities,
35	69		2 Women, and Persons with Disabilities Act.
36	70		3 (3) The Commission shall exercise the authority and
37	71		4 duties provided to it under Section 5-7 of the Illinois
38	72		5 Procurement Code.
39	73		6 (4) The Commission, working with State agencies, shall
40	74		7 provide support for diversity in State hiring.
41	75		8 (5) The Commission shall oversee the implementation of
42	76		9 diversity training of the State workforce.
43	77		10 (6) Each January, and as otherwise frequently as may
44	78		11 be deemed necessary and appropriate by the Commission, the
45	79		12 Commission shall propose and submit to the Governor and
46	80		13 the General Assembly legislative changes to increase
47	81		14 inclusion and diversity in State government.
48	82		15 (7) The Commission shall conduct a disparity study on
49	83		16 whether Middle Eastern or Northern African populations
50	84		17 should be added to the Business Enterprise for Minorities,
51	85		18 Women, and Persons with Disabilities Act. The findings of
52	86		19 this study should be reported to the General Assembly by
53	87		20 July 1, 2024.
54	88		21 (8) (7) The Commission shall have oversight over the
55	89		22 following entities:
56	90		23 (A) the Illinois African-American Family
57	91		24 Commission;
58	92		25 (B) the Illinois Latino Family Commission;
59	93		26 (C) the Asian American Family Commission;

75	109		6 (9) (8) The Commission shall adopt any rules necessary
76	110		7 for the implementation and administration of the
77	111		8 requirements of this Act.
