Provides that higher priority shall be given to schools that demonstrate a shortage of school social workers, which is determined by the average ratio of school social workers to students in the target school district over the preceding 3 school years. Provides that, subject to appropriation, the Board of Higher Education shall award competitive grants on an annual basis to colleges and universities in this State to fund field placements for social workers. Provides that, subject to appropriation, colleges and universities shall annually disseminate a request for applications from students under the grant program. Provides that colleges and universities, upon receiving funding, shall provide applications to students eligible for this funding. Provides that a college or university shall give priority to applicants who are members of a racial minority. Provides that each college or university that receives funds shall provide an annual report to the Board of Higher Education, and the Board of Higher Education shall post those reports on the Board's website. 3	14		1 AN ACT concerning education.
4	15		2 Be it enacted by the People of the State of Illinois,
5	16		3 represented in the General Assembly:
6	17		4 Section 5. The School Code is amended by adding Section
7	18		5 2-3.196 as follows:
8	19		6 (105 ILCS 5/2-3.196 new)
9	20		7 Sec. 2-3.196. Paid school social worker internships; grant
10	21		8 program.
11	22		9 (a) Beginning with the 2023-2024 school year, all
12	23		10 internships for school social workers must be paid
13	24		11 internships.
14	25		12 (b) Subject to appropriation, the State Board of Education
15	26		13 shall award competitive grants on an annual basis to school
16	27		14 districts to assist in the funding of these paid internships.
17	28		15 (c) Subject to appropriation, the State Board of Education
18	29		16 shall annually disseminate a request for applications to the
19	30		17 grant program under subsection (b), and funds shall be
20	31		18 distributed annually. Higher priority shall be given to
21	32		19 schools that demonstrate a shortage of school social workers,
22	33		20 which is determined by the average ratio of school social
23	34		21 workers to students in the target school district over the
24	35		22 preceding 3 school years.

34	79		1 shall produce an annual report on the grant program in
35	80		2 cooperation with the school districts participating in the
36	81		3 program. The report shall include information on which school
37	82		4 districts received grants and how much money was disseminated.
38	83		5 This report shall be posted on the State Board of Education's
39	84		6 website by October 31, 2024 and each year thereafter.
40	85		7 (e) The State Board of Education may adopt any rules
41	86		8 necessary for the implementation of this Section.
42	87		9 Section 10. The Board of Higher Education Act is amended
43	88		10 by adding Section 9.43 as follows:
44	89		11 (110 ILCS 205/9.43 new)
45	90		12 Sec. 9.43. School social worker field placement grants.
46	91		13 (a) In this Section, "racial minority" means a person who
47	92		14 is a citizen of the United States or a lawful permanent
48	93		15 resident immigrant of the United States and who is:
49	94		16 (1) Black;
50	95		17 (2) Hispanic;
51	96		18 (3) Asian American; or
52	97		19 (4) American Indian or Alaskan Native.
53	98		20 (b) Subject to appropriation, the Board shall award
54	99		21 competitive grants on an annual basis to colleges and
55	100		22 universities in this State to fund field placements for social
56	101		23 workers.

68	113		1 shall annually disseminate a request for applications from
69	114		2 students under the grant program under subsection (b), and
70	115		3 funds shall be distributed annually.
71	116		4 (d) Colleges and universities, upon receiving funding
72	117		5 under subsection (c), shall provide applications to students
73	118		6 eligible for this funding. A college or university shall give
74	119		7 priority to applicants who are members of a racial minority.
75	120		8 (e) Each college or university that receives funds under
76	121		9 this Section shall provide an annual report to the Board. This
77	122		10 report shall include the number of students who received funds
78	123		11 and the racial background of these students. The Board shall
79	124		12 post the report from each college or university on the Board's
80	125		13 website by October 31, 2024 and each year thereafter.
81	126		14 Section 99. Effective date. This Act takes effect upon
82	127		15 becoming law.
