Anne Stava-Murray SYNOPSIS AS INTRODUCED: 105 ILCS 5/2-3.196 new110 ILCS 205/9.43 new Amends the State Board of Education Article of the School Code. Provides that, beginning with the 2023-2024 school year, all internships for school social workers must be paid internships. Provides that, subject to appropriation, the State Board of Education shall award competitive grants on an annual basis to school districts to assist in the funding of these paid internships. Provides that the State Board of Education shall annually disseminate a request for applications to the grant program. Provides that higher priority shall be given to schools that demonstrate a shortage of school social workers, which is determined by the average ratio of school social workers to students in the target school district over the preceding 3 school years. Provides that the State Board of Education shall produce an annual report on the program. Amends the Board of Higher Education Act. Provides that, subject to appropriation, the Board of Higher Education shall award competitive grants on an annual basis to colleges and universities in this State to fund field placements for social workers. Provides that, subject to appropriation, colleges and universities shall annually disseminate a request for applications from students under the grant program. Provides that colleges and universities, upon receiving funding, shall provide applications to students eligible for this funding. Provides that a college or university shall give priority to applicants who are members of a racial minority. Provides that each college or university that receives funds shall provide an annual report to the Board of Higher Education, and the Board of Higher Education shall post those reports on the Board's website. 314 1 AN ACT concerning education.
415 2 Be it enacted by the People of the State of Illinois,
516 3 represented in the General Assembly:
617 4 Section 5. The School Code is amended by adding Section
718 5 2-3.196 as follows:
819 6 (105 ILCS 5/2-3.196 new)
920 7 Sec. 2-3.196. Paid school social worker internships; grant
1021 8 program.
1122 9 (a) Beginning with the 2023-2024 school year, all
1223 10 internships for school social workers must be paid
1324 11 internships.
1425 12 (b) Subject to appropriation, the State Board of Education
1526 13 shall award competitive grants on an annual basis to school
1627 14 districts to assist in the funding of these paid internships.
1728 15 (c) Subject to appropriation, the State Board of Education
1829 16 shall annually disseminate a request for applications to the
1930 17 grant program under subsection (b), and funds shall be
2031 18 distributed annually. Higher priority shall be given to
2132 19 schools that demonstrate a shortage of school social workers,
2233 20 which is determined by the average ratio of school social
2334 21 workers to students in the target school district over the
2435 22 preceding 3 school years.

3479 1 shall produce an annual report on the grant program in
3580 2 cooperation with the school districts participating in the
3681 3 program. The report shall include information on which school
3782 4 districts received grants and how much money was disseminated.
3883 5 This report shall be posted on the State Board of Education's
3984 6 website by October 31, 2024 and each year thereafter.
4085 7 (e) The State Board of Education may adopt any rules
4186 8 necessary for the implementation of this Section.
4287 9 Section 10. The Board of Higher Education Act is amended
4388 10 by adding Section 9.43 as follows:
4489 11 (110 ILCS 205/9.43 new)
4590 12 Sec. 9.43. School social worker field placement grants.
4691 13 (a) In this Section, "racial minority" means a person who
4792 14 is a citizen of the United States or a lawful permanent
4893 15 resident immigrant of the United States and who is:
4994 16 (1) Black;
5095 17 (2) Hispanic;
5196 18 (3) Asian American; or
5297 19 (4) American Indian or Alaskan Native.
5398 20 (b) Subject to appropriation, the Board shall award
5499 21 competitive grants on an annual basis to colleges and
55100 22 universities in this State to fund field placements for social
56101 23 workers.

68113 1 shall annually disseminate a request for applications from
69114 2 students under the grant program under subsection (b), and
70115 3 funds shall be distributed annually.
71116 4 (d) Colleges and universities, upon receiving funding
72117 5 under subsection (c), shall provide applications to students
73118 6 eligible for this funding. A college or university shall give
74119 7 priority to applicants who are members of a racial minority.
75120 8 (e) Each college or university that receives funds under
76121 9 this Section shall provide an annual report to the Board. This
77122 10 report shall include the number of students who received funds
78123 11 and the racial background of these students. The Board shall
79124 12 post the report from each college or university on the Board's
80125 13 website by October 31, 2024 and each year thereafter.
81126 14 Section 99. Effective date. This Act takes effect upon
