1111 1 AN ACT concerning education.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 5. The Higher Education Student Assistance Act is
1515 5 amended by adding Section 65.120 as follows:
1616 6 (110 ILCS 947/65.120 new)
1717 7 Sec. 65.120. Public School Counselor, Social Worker, or
1818 8 Mental Health Professional Loan Repayment Program.
1919 9 (a) As used in this Section, "school" means a school
2020 10 operated under the School Code.
2121 11 (b) Subject to appropriation, the Commission shall
2222 12 establish the Public School Counselor, Social Worker, or
2323 13 Mental Health Professional Loan Repayment Program. The Program
2424 14 shall provide school counselors, social workers, or other
2525 15 school mental health professionals who work in public schools
2626 16 in the State for 5 years full educational loan forgiveness to
2727 17 qualified applicants.
2828 18 (c) A person is a qualified applicant under this Section
2929 19 if he or she meets all of the following qualifications:
3030 20 (1) the person is a United States citizen or eligible
3131 21 noncitizen;
3232 22 (2) the person is a resident of this State;
3333 23 (3) the person has attended a State-based institution

6969 2 (4) the person has worked in a State public school for
7070 3 5 years as a school counselor, social worker, or other
7171 4 mental health professional.
7272 5 (d) All applications for loan forgiveness under this
7373 6 Section shall be made to the Commission. The form of
7474 7 application and the information required to be set forth in
7575 8 the application shall be determined by the Commission, and the
7676 9 Commission shall require applicants to submit with their
7777 10 applications such supporting documents as the Commission deems
7878 11 necessary.
7979 12 (e) The Commission shall adopt any rules necessary to
