11	11	1 AN ACT concerning education.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The Higher Education Student Assistance Act is
15	15	5 amended by adding Section 65.120 as follows:
16	16	6 (110 ILCS 947/65.120 new)
17	17	7 Sec. 65.120. Public School Counselor, Social Worker, or
18	18	8 Mental Health Professional Loan Repayment Program.
19	19	9 (a) As used in this Section, "school" means a school
20	20	10 operated under the School Code.
21	21	11 (b) Subject to appropriation, the Commission shall
22	22	12 establish the Public School Counselor, Social Worker, or
23	23	13 Mental Health Professional Loan Repayment Program. The Program
24	24	14 shall provide school counselors, social workers, or other
25	25	15 school mental health professionals who work in public schools
26	26	16 in the State for 5 years full educational loan forgiveness to
27	27	17 qualified applicants.
28	28	18 (c) A person is a qualified applicant under this Section
29	29	19 if he or she meets all of the following qualifications:
30	30	20 (1) the person is a United States citizen or eligible
31	31	21 noncitizen;
32	32	22 (2) the person is a resident of this State;
33	33	23 (3) the person has attended a State-based institution

69	69	2 (4) the person has worked in a State public school for
70	70	3 5 years as a school counselor, social worker, or other
71	71	4 mental health professional.
72	72	5 (d) All applications for loan forgiveness under this
73	73	6 Section shall be made to the Commission. The form of
74	74	7 application and the information required to be set forth in
75	75	8 the application shall be determined by the Commission, and the
76	76	9 Commission shall require applicants to submit with their
77	77	10 applications such supporting documents as the Commission deems
78	78	11 necessary.
79	79	12 (e) The Commission shall adopt any rules necessary to
80	80	13 implement this Section.
