4-AN ACT concerning education.
5-Be it enacted by the People of the State of Illinois,
6-represented in the General Assembly:
7-Section 5. The Critical Health Problems and Comprehensive
8-Health Education Act is amended by changing Section 3 as
9-follows:

11-Sec. 3. Comprehensive Health Education Program. The
12-program established under this Act shall include, but not be
13-limited to, the following major educational areas as a basis
14-for curricula in all elementary and secondary schools in this
15-State: human ecology and health; human growth and development;
16-the emotional, psychological, physiological, hygienic, and
17-social responsibilities of family life, including sexual
18-abstinence until marriage; the prevention and control of
19-disease, including instruction in grades 6 through 12 on the
20-prevention, transmission, and spread of AIDS; age-appropriate
21-sexual abuse and assault awareness and prevention education in
22-grades pre-kindergarten through 12; public and environmental
23-health; consumer health; safety education and disaster
24-survival; mental health and illness; personal health habits;
25-alcohol and drug use and abuse, including the medical and
26-legal ramifications of alcohol, drug, and tobacco use; abuse

4+2 Be it enacted by the People of the State of Illinois,
5+3 represented in the General Assembly:
6+4 Section 5. The Critical Health Problems and Comprehensive
7+5 Health Education Act is amended by changing Section 3 as

10+8 Sec. 3. Comprehensive Health Education Program. The
11+9 program established under this Act shall include, but not be
12+10 limited to, the following major educational areas as a basis
13+11 for curricula in all elementary and secondary schools in this
14+12 State: human ecology and health; human growth and development;
15+13 the emotional, psychological, physiological, hygienic, and
16+14 social responsibilities of family life, including sexual
17+15 abstinence until marriage; the prevention and control of
18+16 disease, including instruction in grades 6 through 12 on the
19+17 prevention, transmission, and spread of AIDS; age-appropriate
20+18 sexual abuse and assault awareness and prevention education in
21+19 grades pre-kindergarten through 12; public and environmental
22+20 health; consumer health; safety education and disaster
23+21 survival; mental health and illness; personal health habits;
24+22 alcohol and drug use and abuse, including the medical and
25+23 legal ramifications of alcohol, drug, and tobacco use; abuse

33-during pregnancy; evidence-based and medically accurate
34-information regarding sexual abstinence; tobacco and
35-e-cigarettes and other vapor devices; nutrition; and dental
36-health. The instruction on mental health and illness must
37-evaluate the multiple dimensions of health by reviewing the
38-relationship between physical and mental health so as to
39-enhance student understanding, attitudes, and behaviors that
40-promote health, well-being, and human dignity and must include
41-how and where to find mental health resources and specialized
42-treatment in the State. The program shall also provide course
43-material and instruction to advise pupils of the Abandoned
44-Newborn Infant Protection Act. The program shall include
45-information about cancer, including, without limitation, types
46-of cancer, signs and symptoms, risk factors, the importance of
47-early prevention and detection, and information on where to go
48-for help. Notwithstanding the above educational areas, the
49-following areas may also be included as a basis for curricula
50-in all elementary and secondary schools in this State: basic
51-first aid (including, but not limited to, cardiopulmonary
52-resuscitation and the Heimlich maneuver), heart disease,
53-diabetes, stroke, the prevention of child abuse, neglect, and
54-suicide, and teen dating violence in grades 7 through 12.
55-Beginning with the 2014-2015 school year, training on how to
56-properly administer cardiopulmonary resuscitation (which
57-training must be in accordance with standards of the American
58-Red Cross, the American Heart Association, or another

61-nationally recognized certifying organization) and how to use
62-an automated external defibrillator shall be included as a
63-basis for curricula in all secondary schools in this State.
64-Beginning with the 2024-2025 school year in grades 9
65-through 12, the program shall include instruction, study, and
66-discussion on the dangers of allergies. Information for the
67-instruction, study, and discussion shall come from information
68-provided by the Department of Public Health and the federal
69-Centers for Disease Control and Prevention. This instruction,
70-study, and discussion shall include, at a minimum:
71-(1) recognizing the signs and symptoms of an allergic
72-reaction, including anaphylaxis;
73-(2) the steps to take to prevent exposure to
74-allergens; and
75-(3) safe emergency epinephrine administration.
76-The school board of each public elementary and secondary
77-school in the State shall encourage all teachers and other
78-school personnel to acquire, develop, and maintain the
79-knowledge and skills necessary to properly administer
80-life-saving techniques, including, without limitation, the
81-Heimlich maneuver and rescue breathing. The training shall be
82-in accordance with standards of the American Red Cross, the
83-American Heart Association, or another nationally recognized
84-certifying organization. A school board may use the services
85-of non-governmental entities whose personnel have expertise in
86-life-saving techniques to instruct teachers and other school

89-personnel in these techniques. Each school board is encouraged
90-to have in its employ, or on its volunteer staff, at least one
91-person who is certified, by the American Red Cross or by
92-another qualified certifying agency, as qualified to
93-administer first aid and cardiopulmonary resuscitation. In
94-addition, each school board is authorized to allocate
95-appropriate portions of its institute or inservice days to
96-conduct training programs for teachers and other school
97-personnel who have expressed an interest in becoming qualified
98-to administer emergency first aid or cardiopulmonary
99-resuscitation. School boards are urged to encourage their
100-teachers and other school personnel who coach school athletic
101-programs and other extracurricular school activities to
102-acquire, develop, and maintain the knowledge and skills
103-necessary to properly administer first aid and cardiopulmonary
104-resuscitation in accordance with standards and requirements
105-established by the American Red Cross or another qualified
106-certifying agency. Subject to appropriation, the State Board
107-of Education shall establish and administer a matching grant
108-program to pay for half of the cost that a school district
109-incurs in training those teachers and other school personnel
110-who express an interest in becoming qualified to administer
111-cardiopulmonary resuscitation (which training must be in
112-accordance with standards of the American Red Cross, the
113-American Heart Association, or another nationally recognized
114-certifying organization) or in learning how to use an

117-automated external defibrillator. A school district that
118-applies for a grant must demonstrate that it has funds to pay
119-half of the cost of the training for which matching grant money
120-is sought. The State Board of Education shall award the grants
121-on a first-come, first-serve basis.
122-No pupil shall be required to take or participate in any
123-class or course on AIDS or family life instruction or to
124-receive training on how to properly administer cardiopulmonary
125-resuscitation or how to use an automated external
126-defibrillator if his or her parent or guardian submits written
127-objection thereto, and refusal to take or participate in the
128-course or program or the training shall not be reason for
129-suspension or expulsion of the pupil.
130-Curricula developed under programs established in
131-accordance with this Act in the major educational area of
132-alcohol and drug use and abuse shall include classroom
133-instruction in grades 5 through 12. The instruction, which
134-shall include matters relating to both the physical and legal
135-effects and ramifications of drug and substance abuse, shall
136-be integrated into existing curricula; and the State Board of
137-Education shall develop and make available to all elementary
138-and secondary schools in this State instructional materials
139-and guidelines which will assist the schools in incorporating
140-the instruction into their existing curricula. In addition,
141-school districts may offer, as part of existing curricula
142-during the school day or as part of an after school program,
