11	11	1 AN ACT concerning education.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The Higher Education Student Assistance Act is
15	15	5 amended by adding Section 65.120 as follows:
16	16	6 (110 ILCS 947/65.120 new)
17	17	7 Sec. 65.120. Psychiatric residency scholarships.
18	18	8 (a) Beginning January 1, 2024 and each year thereafter,
19	19	9 the Commission shall receive and consider applications for
20	20	10 grant assistance under this Section. An applicant is eligible
21	21	11 for a grant under this Section if the Commission finds that the
22	22	12 applicant:
23	23	13 (1) is a resident of this State and a United States
24	24	14 citizen or eligible noncitizen;
25	25	15 (2) enters or plans to enter a residency for
26	26	16 accredited psychiatric programs.
27	27	17 (b) Applicants who are determined to be eligible for
28	28	18 assistance under this Section shall receive, subject to
29	29	19 appropriation, a renewable grant amount determined by the
30	30	20 Commission. The Commission shall prioritize grants to
31	31	21 applicants whose residency will expand access to psychiatric
32	32	22 services for underserved populations.
33	33	23 (c) The Commission shall adopt any rules necessary to
