1  AN ACT concerning education.
2  Be it enacted by the People of the State of Illinois,
3  represented in the General Assembly:
4  Section 5. The Higher Education Student Assistance Act is
5  amended by adding Section 65.120 as follows:
6  (110 ILCS 947/65.120 new)
7  Sec. 65.120. Psychiatric residency scholarships.
8  (a) Beginning January 1, 2024 and each year thereafter,
9  the Commission shall receive and consider applications for
10  grant assistance under this Section. An applicant is eligible
11  for a grant under this Section if the Commission finds that the
12  applicant:
13  (1) is a resident of this State and a United States
14  citizen or eligible noncitizen;
15  (2) enters or plans to enter a residency for
16  accredited psychiatric programs.
17  (b) Applicants who are determined to be eligible for
18  assistance under this Section shall receive, subject to
19  appropriation, a renewable grant amount determined by the
20  Commission. The Commission shall prioritize grants to
21  applicants whose residency will expand access to psychiatric
22  services for underserved populations.
23  (c) The Commission shall adopt any rules necessary to
