SYNOPSIS AS INTRODUCED: 
 
Appropriates specified amounts to the Illinois Power 
Agency for the purpose of ordinary and contingent expenses, 
funding of current and prior fiscal year purchases of renewable 
energy resources and related expenses, and deposit into the 
Illinois Power Agency Operations Fund. Effective July 1, 2023.

  AN ACT concerning appropriations. 1 
 
  Be it enacted by the People of the State of Illinois, represented 2 
in the General Assembly:  3 
 
  Section 5. The amount of $36,000,000, or so much of that 4 
sum as may be necessary, is appropriated to the Illinois Power 5 
Agency from the Illinois Power Agency O perations Fund for its 6 
current and prior year ordinary and contingent expenses, as 7 
well as for refunds. 8 
 
  Section 10. The sum of $4,000,000, or so much of that sum 9 
as may be necessary, is appropriated to the Illinois Power 10 
Agency from the Illinois Power A gency Operations Fund for its 11 
ordinary and contingent expenses pursuant to the Energy 12 
Transition Act. 13 
 
  Section 15. The amount of $56,000,000, or so much of that 14 
sum as may be necessary, is appropriated to the Illinois Power 15 
Agency from the Illinois Power Agency Renewable Energy 16 
Resources Fund for the funding of current and prior fiscal year 17 
purchases of renewable energy resources and related expenses, 18 
including the refund of bidder deposit fees, refund of 19 
overpayments of alternative compliance payments, a nd expenses 20

Solar for All Program, pursuant to subsections (b), (c), and 1 
(i) of Section 1-56 of the Illinois Power Agency Act. 2 
 
  Section 20. The amount of $11,000,000, or so much of that 3 
sum as may be necessary, is appropriated to the Illinois Power 4 
Agency from the Illinois Power Agency Trust Fund for deposit 5 
into the Illinois Power Agency Operations Fund pursuant to 6 
subsection (c) of Section 6z -75 of the State Finance Act.  7 
 
Section 99. Effective date. This Act takes effect July 1, 8 
2023. 9
