11	11	1 AN ACT concerning public aid.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The Illinois Public Aid Code is amended by
15	15	5 adding Section 12-4.35a as follows:
16	16	6 (305 ILCS 5/12-4.35a new)
17	17	7 Sec. 12-4.35a. Family planning services; noncitizens. The
18	18	8 Department of Healthcare and Family Services shall provide
19	19	9 persons lawfully admitted for permanent residence under the
20	20	10 Immigration and Nationality Act and other noncitizens the same
21	21	11 medical coverage for family planning and family
22	22	12 planning-related services and supplies as provided under
23	23	13 Article V of this Code to eligible persons who are United
24	24	14 States citizens. To be eligible for family planning and
25	25	15 related services under this Section, a lawful permanent
26	26	16 resident or other noncitizen must meet all other eligibility
27	27	17 qualifications under the HFS Family Planning Program
28	28	18 established in accordance with the Illinois' Family Planning
29	29	19 State Plan Amendment as approved by the federal Centers for
30	30	20 Medicare and Medicaid Services. The Department shall not
31	31	21 require lawful permanent residents or other noncitizens who
32	32	22 are otherwise eligible for family planning and related
33	33	23 services under this Section to complete a mandatory waiting
