311 1 AN ACT concerning State government.
412 2 Be it enacted by the People of the State of Illinois,
513 3 represented in the General Assembly:
6-4 Section 1. Short title. This Act may be cited as the School
7-5 District Mandate Task Force Act.
8-6 Section 5. School District Mandate Task Force.
9-7 (a) The School District Mandate Task Force is created for
10-8 the purpose of conducting a Statewide study to determine the
11-9 information and data sets needed to establish a system that
12-10 provides a timely and reliable estimate of the anticipated
13-11 fiscal, operational, and other impacts that a bill filed in
14-12 the General Assembly imposes or may impose through mandates on
15-13 a local school district.
16-14 (b) Members appointed to the Task Force shall reflect the
17-15 racial, ethnic, and geographic diversity of this State.
18-16 Membership of the Task Force shall be as follows:
19-17 (1) one member of the Senate, appointed by the
20-18 President of the Senate;
21-19 (2) one member of the Senate, appointed by the
22-20 Minority Leader of the Senate;
23-21 (3) one member of the House of Representatives,
24-22 appointed by the Speaker of the House of Representatives;
25-23 (4) one member of the House of Representatives,
14+4 Section 1. Short title. This Act may be cited as the Local
15+5 School District Mandate Note Act.
16+6 Section 5. Local school district mandate note. Every bill
17+7 that imposes or could impose a mandate on local school
18+8 districts, upon the request of any member, shall have prepared
19+9 for it, before second reading in the house of introduction, a
20+10 brief explanatory statement or note that shall include a
21+11 reliable estimate of the anticipated fiscal and operational
22+12 impact of those mandates on local school districts.
23+13 Section 10. Preparation. The sponsor of each bill for
24+14 which a request under Section 5 has been made shall present a
25+15 copy of the bill with the request for a local school district
26+16 mandate note to the State Board of Education. The State Board
27+17 of Education shall prepare and submit the note to the sponsor
28+18 of the bill within 5 calendar days, except that whenever,
29+19 because of the complexity of the measure, additional time is
30+20 required for the preparation of the note, the State Board of
31+21 Education may inform the sponsor of the bill, and the sponsor
32+22 may approve an extension of the time within which the note is

54-21 and small schools, appointed by the State Superintendent
55-22 of Education;
56-23 (12) one member from a Statewide organization
57-24 representing school districts in the southern suburbs of
58-25 the City of Chicago, appointed by the State Superintendent
59-26 of Education;

77-8 (15) one member representing a Statewide organization
78-9 representing school boards, appointed by the State
79-10 Superintendent of Education; and
80-11 (16) one member representing the State Board of
81-12 Education, appointed by the State Superintendent of
82-13 Education.
83-14 (c) Members of the Task Force shall serve without
84-15 compensation.
85-16 (d) The State Board of Education shall provide
86-17 administrative and other support to the Task Force.
87-18 (e) The Task Force shall first meet no later than July 15,
88-19 2024, at the call of the State Superintendent of Education,
89-20 and each subsequent meeting shall be called by the chairperson
90-21 of the Task Force, who shall be designated by the State
91-22 Superintendent of Education.
92-23 Section 10. Report. The Task Force shall submit its final
93-24 report, including model language that may be used as
94-25 legislation, to the General Assembly and the State Board of

105-1 Education on or before November 15, 2024 and, upon the filing
106-2 of its final report, the Task Force is dissolved.
107-3 Section 15. Repeal. This Act is repealed on July 1, 2025.

67+1 to be submitted, not to extend, however, beyond June 15,
68+2 following the date of the request. If, in the opinion of the
69+3 State Board of Education, there is insufficient information to
70+4 prepare a reliable estimate of the anticipated impact, a
71+5 statement to that effect can be filed and shall meet the
72+6 requirements of this Act.
73+7 Section 15. Requisites and contents. The note shall be
74+8 factual, brief, and concise and it shall include the immediate
75+9 effect and, if determinable or reasonably foreseeable, the
76+10 long term effect of the measure on local school districts. If,
77+11 after careful investigation, it is determined that an effect
78+12 is not ascertainable, the note shall contain a statement to
79+13 that effect, setting forth the reasons why no ascertainable
80+14 effect can be given.
81+15 Section 20. Comment or opinion; technical or mechanical
82+16 defects. No comment or opinion shall be included in the note
83+17 with regard to the merits of the measure for which the note is
84+18 prepared; however, technical or mechanical defects may be
85+19 noted.
86+20 Section 25. Appearance of State officials and employees in
87+21 support or opposition of measure. The fact that a local school
88+22 district mandate note is prepared for any bill shall not
89+23 preclude or restrict the appearance before any committee of
