16 | | - | 14 (b) Members appointed to the Task Force shall reflect the |

17 | | - | 15 racial, ethnic, and geographic diversity of this State. |

18 | | - | 16 Membership of the Task Force shall be as follows: |

19 | | - | 17 (1) one member of the Senate, appointed by the |
---|

| 77 | + | 11 after careful investigation, it is determined that an effect |
---|
| 78 | + | 12 is not ascertainable, the note shall contain a statement to |
---|
| 79 | + | 13 that effect, setting forth the reasons why no ascertainable |
---|
| 80 | + | 14 effect can be given. |
---|
| 81 | + | 15 Section 20. Comment or opinion; technical or mechanical |
---|
| 82 | + | 16 defects. No comment or opinion shall be included in the note |

| 83 | + | 17 with regard to the merits of the measure for which the note is |
