11	11	1 AN ACT concerning safety.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The PFAS Reduction Act is amended by adding
15	15	5 Section 45 as follows:
16	16	6 (415 ILCS 170/45 new)
17	17	7 Sec. 45. Publicly accessible data collection program.
18	18	8 (a) The Agency may participate, along with other states
19	19	9 and governmental entities, in an interstate clearinghouse to
20	20	10 promote safer chemicals in consumer products and may cooperate
21	21	11 with the interstate clearinghouse to:
22	22	12 (1) organize and manage available data on chemicals,
23	23	13 including information on uses, hazards, environmental
24	24	14 concerns, safer alternatives, and model policies and
25	25	15 programs concerning specific chemicals;
26	26	16 (2) provide technical assistance regarding chemical
27	27	17 safety to businesses, consumers, and policymakers;
28	28	18 (3) establish a data collection interface for use in
29	29	19 the manner described in this Section; and
30	30	20 (4) undertake any other activities in support of State
31	31	21 programs to promote chemical safety.
32	32	22 (b) The Agency may enter into any contracts necessary to
33	33	23 implement this Section by January 1, 2026. To the extent

68	68	1 reasonable and feasible, the data collection interface
69	69	2 established under subsection (a) shall streamline and
70	70	3 facilitate data reporting required by this Section with
71	71	4 similar data reporting required by other states and
72	72	5 jurisdictions.
73	73	6 (c) The Agency may adopt rules necessary to implement this
74	74	7 Section.
75	75	8 (d) The Agency may provide technical assistance to
76	76	9 manufacturers in complying with this Section.
77	77	10 (e) The Agency may use rules adopted under subsection (c)
78	78	11 or technical assistance provided under subsection (d) to
79	79	12 clarify the reporting requirements established under this
80	80	13 Section and to ensure that the data collected are not
81	81	14 duplicative among the reporting entities.
82	82	15 (f) On or before July 1, 2026, and on or before July 1 of
83	83	16 each year thereafter, a manufacturer of PFAS or a product or
84	84	17 product component containing intentionally added PFAS that,
85	85	18 during the prior calendar year, is sold, offered for sale,
86	86	19 distributed, or offered for promotional purposes in, or
87	87	20 imported into, the State shall register the PFAS or the
88	88	21 product or product component containing intentionally added
89	89	22 PFAS on the publicly accessible data collection interface
90	90	23 established under subsection (a), along with all of the
91	91	24 following information, as applicable:
92	92	25 (1) the name and type of product or product component
93	93	26 containing intentionally added PFAS;

104	104	1 (2) the universal product code of the product or
105	105	2 product component containing intentionally added PFAS;
106	106	3 (3) the purpose or function for which the
107	107	4 intentionally added PFAS are used in the product or
108	108	5 product component;
109	109	6 (4) the identity and a reasonable estimate of the
110	110	7 amount of all PFAS compounds in the product or product
111	111	8 component containing intentionally added PFAS;
112	112	9 (5) the amount of the product or product component or
113	113	10 the number of products or product components sold,
114	114	11 delivered, or imported into the State in the prior
115	115	12 calendar year; and
116	116	13 (6) the name and address of the manufacturer and the
117	117	14 name, address, and phone number of a contact person for
118	118	15 the manufacturer.
119	119	16 When reporting the identity of a PFAS compound under
120	120	17 paragraph (4), the manufacturer shall provide (i) the brand
121	121	18 name of the formulation that contains PFAS and the name of the
122	122	19 manufacturer of the formulation and (ii) the chemical formula
123	123	20 or standardized name of the PFAS compound.
124	124	21 When reporting the amount or weight of a PFAS compound
125	125	22 under paragraph (4), the manufacturer shall provide (i) the
126	126	23 amount or weight of each intentionally added PFAS compound or
127	127	24 (ii) if the amount or weight of each intentionally added PFAS
128	128	25 compound is not known, the total organic fluorine in the
