4		-	AN ACT concerning State government.
5		-	Be it enacted by the People of the State of Illinois,
6		-	represented in the General Assembly:
7		-	Section 5. The State Library Act is amended by changing
8		-	Section 21 as follows:
9		-	(15 ILCS 320/21) (from Ch. 128, par. 121)
10		-	Sec. 21. Publications and lists; deposits by State
11		-	agencies.
12		-	(a) All State agencies shall provide and deposit with the
13		-	Illinois State Library sufficient copies of all publications
14		-	issued by such State agencies for its collection and for
15		-	exchange purposes. The State Librarian shall by rule or
16		-	regulation specify the number of copies required and the
17		-	publications that must be deposited. The number of paper
18		-	copies of a publication that must be deposited may be reduced
19		-	if the documents are also submitted in an electric format
20		-	specified by the Illinois State Library. The State Librarian
21		-	shall set by rule the standard to be used for electronic data
22		-	exchange among State agencies and the State Library.
23		-	(b) For the purposes of this Section:
24		-	"State agencies" means every State office, official,
25		-	department, division, section, unit, service, bureau, board,
26		-	commission, committee, and subdivision thereof of all branches

35		-	"Publications" means any document, report, directory,
36		-	bibliography, rule, regulation, newsletter, pamphlet,
37		-	brochure, periodical or other printed material paid for in
38		-	whole or in part by funds appropriated by the General Assembly
39		-	or issued at the request of a State agency, excepting however,
40		-	correspondence, inter-office memoranda, and confidential
41		-	publications. "Publications" does not include reports,
42		-	documents, or other publications of a public institution of
43		-	higher learning, except to the extent that the State
44		-	Librarian, by rule, requires the report, document, or
45		-	publication to be deposited with the State Library.
46		-	"Published material" means publications in print and
47		-	electronic formats duplicated by any means of duplication,
48		-	including material downloaded from a publicly accessible
49		-	electronic network.
50		-	(c) The State Librarian shall from time to time provide a
51		-	listing, electronically, in printed form, or in both formats,
52		-	of the publications received by him or her under this Act.
