4-AN ACT concerning local government.
5-Be it enacted by the People of the State of Illinois,
6-represented in the General Assembly:
7-Section 5. The Fire Protection District Act is amended by
8-adding Section 15e as follows:
9-(70 ILCS 705/15e new)
10-Sec. 15e. Dissolution of Elk Grove Rural Fire Protection
11-District.
12-(a) The Elk Grove Rural Fire Protection District shall be
13-dissolved by operation of law effective immediately upon the
14-occurrence of all the conditions set forth in subsection (c).
15-(b) The president of the board of trustees of the Elk Grove
16-Rural Fire Protection District serving on October 1, 2023 and
17-the mayor of the Village of Mount Prospect are hereby
18-appointed and authorized to close up the business affairs of
19-the Elk Grove Rural Fire Protection District, including by
20-performing, or causing to be performed, all activities
21-necessary to cause the conditions set forth in subsection (c)
22-to be satisfied. The president of the board of trustees of the
23-Elk Grove Rural Fire Protection District serving on October 1,
24-2023 and the mayor of the Village of Mount Prospect shall
25-unanimously approve all actions taken by them in connection
26-with the closing up of the business affairs of the Elk Grove

4+2 Be it enacted by the People of the State of Illinois,
5+3 represented in the General Assembly:

9+7 Sec. 15e. Dissolution of Elk Grove Rural Fire Protection
10+8 District.
11+9 (a) The Elk Grove Rural Fire Protection District shall be
12+10 dissolved by operation of law effective immediately upon the
13+11 occurrence of all the conditions set forth in subsection (c).
14+12 (b) The president of the board of trustees of the Elk Grove
15+13 Rural Fire Protection District serving on October 1, 2023 and
16+14 the mayor of the Village of Mount Prospect are hereby
17+15 appointed and authorized to close up the business affairs of
18+16 the Elk Grove Rural Fire Protection District, including by
19+17 performing, or causing to be performed, all activities
20+18 necessary to cause the conditions set forth in subsection (c)
21+19 to be satisfied. The president of the board of trustees of the
22+20 Elk Grove Rural Fire Protection District serving on October 1,
23+21 2023 and the mayor of the Village of Mount Prospect shall

33-Rural Fire Protection District.
34-(c) After all the following conditions have been
35-satisfied, the dissolution of the Elk Grove Rural Fire
36-Protection District shall become effective immediately:
37-(1) the payment of all outstanding liabilities of the
38-Elk Grove Rural Fire Protection District;
39-(2) the conveyance of title of all of the Elk Grove
40-Rural Fire Protection District's remaining real and
41-personal property to the Village of Mount Prospect in
42-accordance with the agreement entered into between the Elk
43-Grove Rural Fire Protection District, the Village of Mount
44-Prospect, and Elk Grove Township; and
45-(3) the submittal to, and approval by resolution
46-adopted by, the Cook County Board of Commissioners of an
47-accounting showing that all known outstanding liabilities
48-of the Elk Grove Fire Protection District have been paid
49-and title of all of the Elk Grove Rural Fire Protection
50-District's known real and personal property has been
51-conveyed to the Village of Mount Prospect.
52-After the Cook County Board of Commissioners passes a
53-resolution approving the accounting described in this
54-paragraph (3), title of any remaining money of the Elk
55-Grove Rural Fire Protection District shall, by operation
56-of law, be transferred to the Village of Mount Prospect in
57-accordance with the agreement entered into between the Elk
58-Grove Rural Fire Protection District, the Village of Mount

34+1 Rural Fire Protection District.
35+2 (c) After all the following conditions have been
36+3 satisfied, the dissolution of the Elk Grove Rural Fire
37+4 Protection District shall become effective immediately:
38+5 (1) the payment of all outstanding liabilities of the
39+6 Elk Grove Rural Fire Protection District;
40+7 (2) the conveyance of title of all of the Elk Grove
41+8 Rural Fire Protection District's remaining real and

56+23 Grove Rural Fire Protection District shall, by operation
57+24 of law, be transferred to the Village of Mount Prospect in
58+25 accordance with the agreement entered into between the Elk
59+26 Grove Rural Fire Protection District, the Village of Mount

61-Prospect, and Elk Grove Township.
62-Any bank or other financial institution at which the Elk
63-Grove Rural Fire Protection District has accounts is
64-authorized, upon presentment of a certified copy of the
65-resolution passed by the Cook County Board of Commissioners
66-approving the accounting described in paragraph (3), to
67-transfer the funds in the Elk Grove Rural Fire Protection
68-District's accounts to the Village of Mount Prospect.
69-(d) Notwithstanding the requirements of Section 27-5 of
70-the Property Tax Code, the Special Service Area created by the
71-Village of Mount Prospect and approved by Cook County in order
72-to take the place of the Elk Grove Rural Fire Protection
73-District's tax levy after dissolution shall not require
74-geographical contiguity.

71+2 Any bank or other financial institution at which the Elk
72+3 Grove Rural Fire Protection District has accounts is
73+4 authorized, upon presentment of a certified copy of the
74+5 resolution passed by the Cook County Board of Commissioners
75+6 approving the accounting described in paragraph (3), to

78+9 (d) Notwithstanding the requirements of Section 27-5 of
