13 | 23 | | 11 emotional harm to students and interferes with students' |
---|
14 | 24 | | 12 ability to learn and participate in school activities. The |

15 | 25 | | 13 General Assembly further finds that bullying has been linked |
---|
16 | 26 | | 14 to other forms of antisocial behavior, such as vandalism, |
---|
17 | 27 | | 15 shoplifting, skipping and dropping out of school, fighting, |
---|
18 | 28 | | 16 using drugs and alcohol, sexual harassment, and sexual |
---|
19 | 29 | | 17 violence. Because of the negative outcomes associated with |
---|
20 | 30 | | 18 bullying in schools, the General Assembly finds that school |
---|
21 | 31 | | 19 districts, charter schools, and non-public, non-sectarian |
