11	11	1 AN ACT concerning business.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 1. Short title. This Act may be cited as the
15	15	5 Prohibition on Automated Online Ticket Purchasing Act.
16	16	6 Section 5. Definitions. As used in this Act:
17	17	7 "Bot" means any automated software program that performs
18	18	8 automatic and repetitive tasks and is designed to impersonate
19	19	9 or replicate human activity online. "Bot" does not include
20	20	10 auto fill or password management features built into an
21	21	11 Internet browser or provided through separate software.
22	22	12 "Event" means a concert, theatrical performance, sporting
23	23	13 event, exhibition, show, or similar scheduled activity that:
24	24	14 (1) is open to the public;
25	25	15 (2) is held in a public or private venue; and
26	26	16 (3) requires payment of an admission fee to attend the
27	27	17 activity.
28	28	18 "Ticket" means a physical or electronic certificate,
29	29	19 voucher, document, token, or other evidence of a right for
30	30	20 admission to enter a place of entertainment for one or more
31	31	21 events at one or more specified dates and times.

67	67	1 purchasing. A person may not use or create a bot to:
68	68	2 (1) purchase tickets in excess of posted limits for an
69	69	3 online ticket sale;
70	70	4 (2) use multiple Internet protocol addresses, multiple
71	71	5 purchaser accounts, or multiple e-mail addresses to
72	72	6 purchase tickets in excess of posted limits for an online
73	73	7 ticket sale;
74	74	8 (3) circumvent or disable an electronic queue, waiting
75	75	9 period, presale code, or other sales volume limitation
76	76	10 system associated with an online ticket sale; or
77	77	11 (4) circumvent or disable a security measure, access
78	78	12 control system, or other control or measure that is used
79	79	13 to facilitate authorized entry to an event.
80	80	14 Section 15. Enforcement by Attorney General.
81	81	15 (a) The Attorney General may investigate a claim that a
82	82	16 person violated this Act.
83	83	17 (b) If the Attorney General concludes that a person is
84	84	18 violating this Act, the Attorney General may bring an action
85	85	19 in the name of the People of the State to restrain or enjoin
86	86	20 the person from violating this Act.
87	87	21 (c) In addition to bringing an action for injunctive
88	88	22 relief under this Act, the Attorney General may seek
89	89	23 restitution and petition a circuit court for the assessment of
90	90	24 a civil penalty as provided by this Section.
91	91	25 (d) A person who knowingly violates Section 10 is liable
