1111 1 AN ACT concerning safety.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 1. Short title. This Act may be cited as the
1515 5 Microfiber Filter Rebate Act.
1616 6 Section 5. Definitions. As used in this Act:
1717 7 "Agency" means the Environmental Protection Agency.
1818 8 "Microfiber washing machine filter" or "microfiber filter"
1919 9 means a washing machine filter that (i) is capable of reducing
2020 10 by at least 90% the mass of microfibers that would otherwise be
2121 11 emitted by the washing machine as a result of the operation of
2222 12 the washing machine and (ii) has a mesh size that is capable of
2323 13 capturing microfibers larger than 50 microns.
2424 14 Section 10. Microfiber filter rebate program.
2525 15 (a) No later than one year after the effective date of this
2626 16 Act and subject to appropriation, the Agency shall establish
2727 17 and implement a program to provide rebates to residents of the
2828 18 State for the purchase of a microfiber washing machine filter
2929 19 or a replacement microfiber washing machine filter. The
3030 20 purpose of the rebate program shall be to encourage the
3131 21 purchase of microfiber washing machine filters and replacement
3232 22 filters and reduce the amount of microfiber pollution in the

6868 2 (b) The Agency shall issue a one-time rebate to any
6969 3 resident of the State who purchases an eligible microfiber
7070 4 washing machine filter or replacement filter, as determined by
7171 5 the Agency, submits a complete application for the rebate, in
7272 6 a manner and form determined by the Agency, and meets the
7373 7 requirements set forth in this Section and in any rules
7474 8 adopted by the Agency under subsection (f).
7575 9 (c) The amount of the rebate shall not exceed the lesser
7676 10 of:
7777 11 (1) the cost of the microfiber washing machine filter
7878 12 or replacement filter; or
7979 13 (2) $100.
8080 14 (d) The Agency shall determine the types or brands of
8181 15 microfiber washing machine filters and replacement filters
8282 16 that are eligible for the rebate provided under this Section
8383 17 and the manner and form for residents to apply for and, if
8484 18 eligible, receive a rebate under this Section.
8585 19 (e) The Agency shall advertise the availability of rebates
8686 20 under this Section on its website and update the information
8787 21 as necessary.
8888 22 (f) The Agency shall adopt rules as may be necessary for
8989 23 the implementation of the rebate program established under
9090 24 this Section.
9191 25 (g) No later than 2 years after the effective date of this
9292 26 Act, and annually thereafter, the Agency shall prepare and

103103 1 submit to the Governor and, in accordance with Section 3.1 of
104104 2 the General Assembly Organization Act, to the General
105105 3 Assembly, a report that includes, at a minimum:
106106 4 (1) a summary of the effectiveness of the rebate
107107 5 program in encouraging the purchase of microfiber washing
108108 6 machine filters and replacement filters and minimizing
109109 7 microfiber pollution in the State;
110110 8 (2) the total number of rebates provided during the
111111 9 year;
112112 10 (3) the total amount of money spent on the provision
113113 11 of rebates during the year;
114114 12 (4) the amount of funding still available for the
115115 13 provision of rebates in future years;
116116 14 (5) recommendations to improve the effectiveness of
117117 15 the rebate program; and
118118 16 (6) recommendations concerning whether additional
119119 17 funding is needed to continue the rebate program.
