11	11	1 AN ACT concerning safety.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 1. Short title. This Act may be cited as the
15	15	5 Microfiber Filter Rebate Act.
16	16	6 Section 5. Definitions. As used in this Act:
17	17	7 "Agency" means the Environmental Protection Agency.
18	18	8 "Microfiber washing machine filter" or "microfiber filter"
19	19	9 means a washing machine filter that (i) is capable of reducing
20	20	10 by at least 90% the mass of microfibers that would otherwise be
21	21	11 emitted by the washing machine as a result of the operation of
22	22	12 the washing machine and (ii) has a mesh size that is capable of
23	23	13 capturing microfibers larger than 50 microns.
24	24	14 Section 10. Microfiber filter rebate program.
25	25	15 (a) No later than one year after the effective date of this
26	26	16 Act and subject to appropriation, the Agency shall establish
27	27	17 and implement a program to provide rebates to residents of the
28	28	18 State for the purchase of a microfiber washing machine filter
29	29	19 or a replacement microfiber washing machine filter. The
30	30	20 purpose of the rebate program shall be to encourage the
31	31	21 purchase of microfiber washing machine filters and replacement
32	32	22 filters and reduce the amount of microfiber pollution in the

68	68	2 (b) The Agency shall issue a one-time rebate to any
69	69	3 resident of the State who purchases an eligible microfiber
70	70	4 washing machine filter or replacement filter, as determined by
71	71	5 the Agency, submits a complete application for the rebate, in
72	72	6 a manner and form determined by the Agency, and meets the
73	73	7 requirements set forth in this Section and in any rules
74	74	8 adopted by the Agency under subsection (f).
75	75	9 (c) The amount of the rebate shall not exceed the lesser
76	76	10 of:
77	77	11 (1) the cost of the microfiber washing machine filter
78	78	12 or replacement filter; or
79	79	13 (2) $100.
80	80	14 (d) The Agency shall determine the types or brands of
81	81	15 microfiber washing machine filters and replacement filters
82	82	16 that are eligible for the rebate provided under this Section
83	83	17 and the manner and form for residents to apply for and, if
84	84	18 eligible, receive a rebate under this Section.
85	85	19 (e) The Agency shall advertise the availability of rebates
86	86	20 under this Section on its website and update the information
87	87	21 as necessary.
88	88	22 (f) The Agency shall adopt rules as may be necessary for
89	89	23 the implementation of the rebate program established under
90	90	24 this Section.
91	91	25 (g) No later than 2 years after the effective date of this

103	103	1 submit to the Governor and, in accordance with Section 3.1 of
104	104	2 the General Assembly Organization Act, to the General
105	105	3 Assembly, a report that includes, at a minimum:
106	106	4 (1) a summary of the effectiveness of the rebate
107	107	5 program in encouraging the purchase of microfiber washing
108	108	6 machine filters and replacement filters and minimizing
109	109	7 microfiber pollution in the State;
110	110	8 (2) the total number of rebates provided during the
111	111	9 year;
112	112	10 (3) the total amount of money spent on the provision
113	113	11 of rebates during the year;
114	114	12 (4) the amount of funding still available for the
115	115	13 provision of rebates in future years;
116	116	14 (5) recommendations to improve the effectiveness of
117	117	15 the rebate program; and
118	118	16 (6) recommendations concerning whether additional
119	119	17 funding is needed to continue the rebate program.
