SYNOPSIS AS INTRODUCED: 
 
Makes appropriations to the Office of the Attorney General 
for the fiscal year ending June 30, 2025. Effective July 1, 
2024.

  AN ACT concerning appropriations. 1 
 
  Be it enacted by the People of the State of Illinois, represented 2 
in the General Assembly: 3 
 
  Section 5.  The sum of $70,000,000, or so much thereof as 4 
may be necessary, is appropriated from the General Revenue Fund 5 
to the Office of the Attorney General to meet its operational 6 
expenses for the fiscal year ending June 30, 2025. 7 
 
  Section 10. The sum of $11,000,000, or so much thereof as 8 
may be necessary, is appropriated from the General Revenue Fund 9 
to the Office of the Attorney General for payment of awards and 10 
grants under the Violent Cr ime Victims Assistance Act. 11 
 
  Section 15. The sum of $5,000,000, or so much thereof as 12 
may be necessary, is appropriated from the General Revenue fund 13 
to the Office of the Attorney General for ordinary and 14 
contingent expenses, awards and grants, and oper	ational 15 
programs of the Crime Victim Services Division. 16 
 
  Section 20.  The sum of $5,000,000, or so much thereof as 17 
may be necessary, is appropriated from the General Revenue Fund 18 
to the Office of the Attorney General for disbursement to the 19 
Illinois Equal Justice Foundation for use as provided in the 20  HB5771 	-2- LRB103 39908 SPS 70927 b

  Section 25. The sum of $2,750,000, or so much thereof as 2 
may be necessary, is appropriated from the General Revenue Fund 3 
to the Office of the Attorney General for ordinary and 4 
contingent expenses and operational programs of the Medicaid 5 
Fraud Control Unit. 6 
 
  Section 30. The sum of $5,000,000, or so much thereof as 7 
may be necessary, is appropriated from the General Revenue Fund 8 
to the Office of the Attorney General for grants for organized 9 
retail crime enforcement. 10 
   
  Section 35. The sum of $6,600,000, or so much thereof as 11 
may be necessary, is appropriated from the General Revenue Fund 12 
to the Office of the Attorney General for ordinary and 13 
contingent expenses and operational pr ograms of the Child 14 
Support Enforcement Division.  15 
 
  Section 40. The sum of $1,400,000, or so much thereof as 16 
may be necessary, is appropriated from the Access to Justice 17 
Fund to the Office of the Attorney General for disbursement to 18 
the Illinois Equal J ustice Foundation pursuant to the Access 19 
to Justice Act. 20

  Section 45. The sum of $1,150,000, or so much thereof as 1 
is available for use by the Attorney General, is appropriated 2 
to the Attorney General from the Illinois Gaming Law 3 
Enforcement Fund for Sta te law enforcement purposes. 4 
 
  Section 50. The sum of $700,000, or so much thereof as may 5 
be necessary, is appropriated to the Office of the Attorney 6 
General from the Domestic Violence Fund pursuant to Public Act 7 
95-711 for grants to public or private non profit agencies for 8 
the purposes of facilitating or providing free domestic 9 
violence legal advocacy, assistance, or services to victims of 10 
domestic violence who are married or formerly married or 11 
parties or former parties to a civil union related to order of 12 
protection proceedings or other proceedings for civil remedies 13 
for domestic violence. 14 
 
  Section 55. The sum of $2,500,000, or so much thereof as 15 
may be necessary, is appropriated from the Attorney General 16 
Tobacco Fund to the Office of the Attorney Gene ral for the 17 
oversight, enforcement, and implementation of the Master 18 
Settlement Agreement entered in the case of People of the State 19 
of Illinois v. Philip Morris, et al (Circuit Court of Cook 20 
County, No. 96L13146), for the administration and enforcement 21 
of the Tobacco Product Manufacturers’ Escrow Act, for the 22 
handling of tobacco -related litigation, and for other law 23  HB5771 	-4- LRB103 39908 SPS 70927 b 
 
enforcement activities of the Attorney General. 1 
 
  Section 60. The sum of $27,000,000, or so much thereof as 2 
may be necessary, is appropriated from the Attorney General 3 
Court Ordered and Voluntary Compliance Payment Projects Fund 4 
to the Office of the Attorney General for use, subject to 5 
pertinent court order or agreement, in the performance of any 6 
function pertaining to the exercise of the dutie	s of the 7 
Attorney General, including State law enforcement and public 8 
education. 9 
 
  Section 65. The sum of $2,000,000, or so much thereof as 10 
may be necessary, is appropriated from the Illinois Charity 11 
Bureau Fund to the Office of the Attorney General to en force 12 
the provisions of the Solicitation for Charity Act and to gather 13 
and disseminate information about charitable trustees and 14 
organizations to the public. 15 
 
  Section 70. The sum of $1,000,000, or so much thereof as 16 
may be necessary, is appropriated from the Attorney General 17 
Whistleblower Reward and Protection Fund to the Office of the 18 
Attorney General for ordinary and contingent expenses, 19 
including State law enforcement purposes. 20 
 
  Section 75. The sum of $31,000,000, or so much thereof as 21  HB5771 	-5- LRB103 39908 SPS 70927 b 
 
may be necessary, is appropriated from the Attorney General's 1 
State Projects and Court Ordered Distribution Fund to the 2 
Attorney General for payment of interagency agreements, for 3 
court-ordered distributions to third parties, and subject to 4 
pertinent court order, for performance of any function 5 
pertaining to the exercise of the duties of the Attorney 6 
General, including State law enforcement and public education. 7 
 
  Section 80. The sum of $1,600,000, or so much thereof as 8 
may be necessary, is appropriated from the Cannabis Expungement 9 
Fund to the Office of the Attorney General for disbursement to 10 
the Illinois Equal Justice Foundation for use as provided in 11 
the Cannabis Regulation and Tax Act. 12 
 
  Section 85. The sum of $215,000, or so much thereof as may 13 
be necessary, is appropriated from the Cannabis Expungement 14 
Fund to the Office of the Attorney General for the ordinary and 15 
contingent expenses associated with the Cannabis Regulation and 16 
Tax Act.  17 
 
  Section 90. The sum of $6,000,000, or so much thereof as 18 
may be necessary, is appropriated from Violent Crime Victims 19 
Assistance Fund to the Office of the Attorney General for 20 
payment of awards and grants under the Violent Crime Victims 21

  Section 95. The sum of $350,000, or so much thereof as ma y 1 
be necessary, is appropriated from the Attorney General Sex 2 
Offender Awareness, Training, and Education Fund to the Office 3 
of the Attorney General to administer the I -SORT program and 4 
to alert and educate the public, victims, and witnesses of 5 
their rights under various victim notification laws and for 6 
training law enforcement agencies, State’s Attorneys, and 7 
medical providers regarding their legal duties concerning the 8 
prosecution and investigation of sex offenses. 9 
 
  Section 100.  The sum of $13,500,000, or so much thereof 10 
as may be necessary, is appropriated from the Attorney General 11 
Federal Grant Fund to the Office of the Attorney General for 12 
funding for federal grants. 13 
 
Section 99. Effective date. This Act takes effect July 1, 14 
2024. 15
