1313 1 AN ACT concerning elections.
1414 2 Be it enacted by the People of the State of Illinois,
1515 3 represented in the General Assembly:
1616 4 Section 5. The Election Code is amended by adding Sections
1717 5 4-55, 5-55, and 6-101 as follows:
1818 6 (10 ILCS 5/4-55 new)
1919 7 Sec. 4-55. Verification of citizenship.
2020 8 (a) The election authority shall reject any application
2121 9 for registration that is not accompanied by satisfactory
2222 10 evidence of United States citizenship. Satisfactory evidence
2323 11 of citizenship shall include any of the following:
2424 12 (1) the number of the applicant's driver's license or
2525 13 State identification card issued by the Secretary of State
2626 14 or the equivalent governmental agency of another state
2727 15 within the United States if the agency indicates on the
2828 16 applicant's driver's license or State identification card
2929 17 that the person has provided satisfactory proof of United
3030 18 States citizenship;
3131 19 (2) a legible photocopy of the applicant's birth
3232 20 certificate that verifies citizenship to the satisfaction
3333 21 of the county clerk;
3434 22 (3) a legible photocopy of pertinent pages of the

7474 1 applicant and the applicant's passport number or

7777 4 (4) a presentation to the election authority of the

7979 6 number of the certificate of naturalization. If only the
8080 7 number of the certificate of naturalization is provided,
8181 8 the applicant shall not be included in the registration
8282 9 rolls until the number of the certificate of
8383 10 naturalization is verified with the U.S. Citizenship and
8484 11 Immigration Services by the county clerk;
8585 12 (5) other documents or methods of proof that are
8686 13 established pursuant to the Immigration Reform and Control
8787 14 Act of 1986; or
8888 15 (6) the applicant's Bureau of Indian Affairs card
8989 16 number, tribal treaty card number, or tribal enrollment
9090 17 number.
9191 18 (b) Notwithstanding subsection (a), any person who is
9292 19 registered in this State on the effective date of this
9393 20 amendatory Act of the 103rd General Assembly is deemed to have
9494 21 provided satisfactory evidence of citizenship and shall not be
9595 22 required to resubmit evidence of citizenship unless the person
9696 23 is changing voter registration from one county to another.
9797 24 (c) For the purposes of this Section, proof of voter
9898 25 registration from another state or county is not satisfactory
9999 26 evidence of citizenship.

110110 1 (d) A person who modifies voter registration records with
111111 2 a new residence shall not be required to submit evidence of
112112 3 citizenship. After citizenship has been demonstrated to the
113113 4 election authority, the person is not required to resubmit
114114 5 satisfactory evidence of citizenship in that county.
115115 6 (e) After a person has submitted satisfactory evidence of
116116 7 citizenship, the election authority shall indicate this
117117 8 information in the person's voter registration file. The
118118 9 election authority may destroy all documents that were
119119 10 submitted as evidence of citizenship 2 years after receiving
120120 11 the documents.
