44 2 WHEREAS, The concept of neurodiversity is a way of looking
55 3 at Autism, ADD/ADHD, Dyslexia, Dyspraxia, and other human
66 4 neurocognitive variations as normal differences in individual
77 5 brain function and behavioral traits; and
88 6 WHEREAS, Neurodiversity acknowledges this natural
99 7 phenomenon within the human population, uncovers the strengths
1010 8 of neurodivergent individuals, and utilizes their talents to
1111 9 increase innovation and productivity of society as a whole;
1212 10 and
1313 11 WHEREAS, When neurodivergent people are understood,
1414 12 valued, and empowered, we all stand to benefit from their
1515 13 important and unique contributions; and
1616 14 WHEREAS, Neurodivergent people are increasingly involved
1717 15 in postsecondary education but face serious barriers and
1818 16 challenges on college campuses, not only related to
1919 17 disability, functional differences, and accommodation needs
2020 18 but also from stigma and prejudice toward neurodivergent
2121 19 people; and
2222 20 WHEREAS, Recognition of the neurodiverse among Illinois'
2323 21 students, faculty, staff, trustees, and administrative teams

3232 1 at institutions of higher education enhances the learning
3333 2 experience for our students and creates a more inclusive
3434 3 educational environment, providing public benefits for our
3535 4 communities; and
3636 5 WHEREAS, Illinois' institutions of higher education should
3737 6 strive to improve support and accommodations for
3838 7 neurodivergent students to help them achieve their personal
3939 8 employment and career goals; and
4040 9 WHEREAS, The Illinois Community College Trustees
4141 10 Association (ICCTA) was among the first of the higher
4242 11 education entities in the United States to adopt a
4343 12 Neurodiversity Inclusion Statement; therefore, be it
4444 13 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
4545 14 HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
4646 15 we encourage Illinois' institutions of higher education to
4747 16 embrace the neurodiversity paradigm and adopt a statement of
4848 17 inclusivity of neurodivergent individuals that appreciates and
4949 18 embraces the fact that every student is different and should
5050 19 be encouraged to reach their full potential; and be it further
5151 20 RESOLVED, That a suitable copy of this resolution be
5252 21 presented to the Illinois Community College Trustees
5353 22 Association (ICCTA) in recognition of its leadership in
