4	4	2 WHEREAS, The concept of neurodiversity is a way of looking
5	5	3 at Autism, ADD/ADHD, Dyslexia, Dyspraxia, and other human
6	6	4 neurocognitive variations as normal differences in individual
7	7	5 brain function and behavioral traits; and
8	8	6 WHEREAS, Neurodiversity acknowledges this natural
9	9	7 phenomenon within the human population, uncovers the strengths
10	10	8 of neurodivergent individuals, and utilizes their talents to
11	11	9 increase innovation and productivity of society as a whole;
12	12	10 and
13	13	11 WHEREAS, When neurodivergent people are understood,
14	14	12 valued, and empowered, we all stand to benefit from their
15	15	13 important and unique contributions; and
16	16	14 WHEREAS, Neurodivergent people are increasingly involved
17	17	15 in postsecondary education but face serious barriers and
18	18	16 challenges on college campuses, not only related to
19	19	17 disability, functional differences, and accommodation needs
20	20	18 but also from stigma and prejudice toward neurodivergent
21	21	19 people; and
22	22	20 WHEREAS, Recognition of the neurodiverse among Illinois'
23	23	21 students, faculty, staff, trustees, and administrative teams

32	32	1 at institutions of higher education enhances the learning
33	33	2 experience for our students and creates a more inclusive
34	34	3 educational environment, providing public benefits for our
35	35	4 communities; and
36	36	5 WHEREAS, Illinois' institutions of higher education should
37	37	6 strive to improve support and accommodations for
38	38	7 neurodivergent students to help them achieve their personal
39	39	8 employment and career goals; and
40	40	9 WHEREAS, The Illinois Community College Trustees
41	41	10 Association (ICCTA) was among the first of the higher
42	42	11 education entities in the United States to adopt a
43	43	12 Neurodiversity Inclusion Statement; therefore, be it
44	44	13 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
45	45	14 HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
46	46	15 we encourage Illinois' institutions of higher education to
47	47	16 embrace the neurodiversity paradigm and adopt a statement of
48	48	17 inclusivity of neurodivergent individuals that appreciates and
49	49	18 embraces the fact that every student is different and should
50	50	19 be encouraged to reach their full potential; and be it further
51	51	20 RESOLVED, That a suitable copy of this resolution be
52	52	21 presented to the Illinois Community College Trustees
53	53	22 Association (ICCTA) in recognition of its leadership in
