33 1 AN ACT concerning transportation.
44 2 Be it enacted by the People of the State of Illinois,
55 3 represented in the General Assembly:
66 4 Section 5. The Illinois Vehicle Code is amended by
77 5 changing Sections 15-107 and 15-116 as follows:
88 6 (625 ILCS 5/15-107) (from Ch. 95 1/2, par. 15-107)
99 7 Sec. 15-107. Length of vehicles.
1010 8 (a) The maximum length of a single vehicle on any highway
1111 9 of this State may not exceed 42 feet except the following:
1212 10 (1) Semitrailers.
1313 11 (2) Charter or regulated route buses may be up to 45
1414 12 feet in length, not including energy absorbing bumpers.
1515 13 (a-1) A motor home as defined in Section 1-145.01 may be up
1616 14 to 45 feet in length, not including energy absorbing bumpers.
1717 15 The length limitations described in this subsection (a-1)
1818 16 shall be exclusive of energy-absorbing bumpers and rear view
1919 17 mirrors.
2020 18 (b) The Department shall have the authority to restrict
2121 19 vehicle length on its roadways as it deems appropriate.
2222 20 (Blank).
2323 21 (c) Except as provided in subsections (c-1) and (c-2),
2424 22 combinations of vehicles may not exceed a total of 2 vehicles

3434 1 (1) A truck tractor semitrailer may draw one trailer.
3535 2 (2) A truck tractor semitrailer may draw one converter
3636 3 dolly or one semitrailer.
3737 4 (3) A truck tractor semitrailer may draw one vehicle
3838 5 that is defined in Chapter 1 as special mobile equipment,
3939 6 provided the overall dimension does not exceed 60 feet.
4040 7 (4) A truck in transit may draw 3 trucks in transit
4141 8 coupled together by the triple saddlemount method.
4242 9 (5) Recreational vehicles consisting of 3 vehicles,
4343 10 provided the following:
4444 11 (A) The total overall dimension does not exceed 60
4545 12 feet.
4646 13 (B) The towing vehicle is a properly registered
4747 14 vehicle capable of towing another vehicle using a
4848 15 fifth-wheel type assembly.
4949 16 (C) The second vehicle in the combination of
5050 17 vehicles is a recreational vehicle that is towed by a
5151 18 fifth-wheel assembly. This vehicle must be properly
5252 19 registered and must be equipped with brakes,
5353 20 regardless of weight.
5454 21 (D) The third vehicle must be the lightest of the 3
5555 22 vehicles and be a trailer or semitrailer designed or
5656 23 used for transporting a boat, all-terrain vehicle,
5757 24 personal watercraft, or motorcycle.
5858 25 (E) The towed vehicles may be only for the use of
5959 26 the operator of the towing vehicle.

7070 1 (F) All vehicles must be properly equipped with
7171 2 operating brakes and safety equipment required by this
7272 3 Code, except the additional brake requirement in
7373 4 subdivision (C) of this subparagraph (5).
7474 5 (6) A tow truck in combination with a disabled vehicle
7575 6 or combination of disabled vehicles, provided the towing
7676 7 vehicle:
7777 8 (A) Is specifically designed as a tow truck having
7878 9 a gross vehicle weight rating of at least 18,000
7979 10 pounds and equipped with air brakes, provided that air
8080 11 brakes are required only if the towing vehicle is
8181 12 towing a vehicle, semitrailer, or tractor-trailer
8282 13 combination that is equipped with air brakes. For the
8383 14 purpose of this subsection, gross vehicle weight
8484 15 rating, or GVWR, means the value specified by the
8585 16 manufacturer as the loaded weight of the tow truck.
8686 17 (B) Is equipped with flashing, rotating, or
8787 18 oscillating amber lights, visible for at least 500
8888 19 feet in all directions.
8989 20 (C) Is capable of utilizing the lighting and
9090 21 braking systems of the disabled vehicle or combination
9191 22 of vehicles.
9292 23 (D) Does not engage a tow exceeding 50 highway
9393 24 miles from the initial point of wreck or disablement
9494 25 to a place of repair. Any additional movement of the
9595 26 vehicles may occur only upon issuance of authorization

112112 7 serves as substitute wheels for another legally licensed
113113 8 vehicle is considered part of the licensed vehicle and not
114114 9 a separate vehicle.
115115 10 (7) Commercial vehicles consisting of 3 vehicles,
116116 11 provided the following:
117117 12 (A) The total overall dimension does not exceed 65
118118 13 feet.
119119 14 (B) The towing vehicle is a properly registered
120120 15 vehicle capable of towing another vehicle using a
121121 16 fifth-wheel type assembly or a goose-neck hitch ball.
122122 17 (C) The third vehicle must be the lightest of the 3
123123 18 vehicles and be a trailer or semitrailer.
124124 19 (D) All vehicles must be properly equipped with
125125 20 operating brakes and safety equipment required by this
126126 21 Code.
127127 22 (E) The combination of vehicles must be operated
128128 23 by a person who holds a commercial driver's license
129129 24 (CDL).
130130 25 (F) The combination of vehicles must be en route

144144 3 (c-1) A combination of 3 vehicles is allowed access to any
145145 4 State designated highway if:
146146 5 (1) the length of neither towed vehicle exceeds 28.5
147147 6 feet;
148148 7 (2) the overall wheel base of the combination of
149149 8 vehicles does not exceed 62 feet; and
150150 9 (3) the combination of vehicles is en route to a
151151 10 location where new or used trailers are sold by an
152152 11 Illinois or out-of-state licensed new or used trailer
153153 12 dealer.
154154 13 (c-2) A combination of 3 vehicles is allowed access from
155155 14 any State designated highway onto any county, township, or
156156 15 municipal highway for a distance of 5 highway miles for the
157157 16 purpose of delivery or collection of one or both of the towed
158158 17 vehicles if:
159159 18 (1) the length of neither towed vehicle exceeds 28.5
160160 19 feet;
161161 20 (2) the combination of vehicles does not exceed 40,000
162162 21 pounds in gross weight and 8 feet 6 inches in width;
163163 22 (3) there is no sign prohibiting that access;
164164 23 (4) the route is not being used as a thoroughfare
165165 24 between State designated highways; and
166166 25 (5) the combination of vehicles is en route to a
167167 26 location where new or used trailers are sold by an

186186 9 (2) The distance between the kingpin and the center of
187187 10 the rear axle of a semitrailer longer than 48 feet, in
188188 11 combination with a truck tractor, may not exceed 45 feet 6
189189 12 inches. The limit contained in this paragraph (2) shall
190190 13 not apply to trailers or semi-trailers used for the
191191 14 transport of livestock as defined by Section 18b-101.
192192 15 (3) The length of a semitrailer or trailer, unladen or
193193 16 with load, operated in a truck tractor-semitrailer-trailer
194194 17 or truck tractor semitrailer-semitrailer combination, may
195195 18 not exceed 28 feet 6 inches.
196196 19 (4) Maxi-cube combinations, as defined in Chapter 1,
197197 20 may not exceed 65 feet overall dimension.
198198 21 (5) Combinations of vehicles specifically designed to
199199 22 transport motor vehicles or boats may not exceed 65 feet
200200 23 overall dimension. The length limitation is inclusive of
201201 24 front and rear bumpers but exclusive of the overhang of
202202 25 the transported vehicles, as provided in paragraph (i) of

214214 1 (6) Stinger-steered semitrailer vehicles specifically
215215 2 designed to transport motor vehicles or boats and
216216 3 automobile transporters, as defined in Chapter 1, may not
217217 4 exceed 80 feet overall dimension. The length limitation is
218218 5 inclusive of front and rear bumpers but exclusive of the
219219 6 overhang of the transported vehicles, as provided in
220220 7 paragraph (i) of this Section.
221221 8 (7) A truck in transit transporting 3 trucks coupled
222222 9 together by the triple saddlemount method may not exceed
223223 10 97 feet overall dimension.
224224 11 (8) A towaway trailer transporter combination may not
225225 12 exceed 82 feet overall dimension.
226226 13 Vehicles operating during daylight hours when transporting
227227 14 poles, pipes, machinery, or other objects of a structural
228228 15 nature that cannot readily be dismantled or disassembled are
229229 16 exempt from length limitations, provided that no object may
230230 17 exceed 80 feet in length and the overall dimension of the
231231 18 vehicle including the load may not exceed 100 feet. This
232232 19 exemption does not apply to operation on a Saturday, Sunday,
233233 20 or legal holiday. Legal holidays referred to in this Section
234234 21 are the days on which the following traditional holidays are
235235 22 celebrated: New Year's Day; Memorial Day; Independence Day;
236236 23 Labor Day; Thanksgiving Day; and Christmas Day.
237237 24 Vehicles and loads operated by a public utility while en
238238 25 route to make emergency repairs to public service facilities
239239 26 or properties are exempt from length limitations, provided

252252 3 both sides and marker lamps on the extreme ends of any
253253 4 projecting load to clearly mark the dimensions of the load.
254254 5 A tow truck in combination with a disabled vehicle or
255255 6 combination of disabled vehicles, as provided in paragraph (6)
256256 7 of subsection (c) of this Section, is exempt from length
257257 8 limitations.
258258 9 The length limitations described in this paragraph (d)
259259 10 shall be exclusive of safety and energy conservation devices,
260260 11 such as bumpers, refrigeration units or air compressors and
261261 12 other devices, that the Department may interpret as necessary
262262 13 for safe and efficient operation; except that no device
263263 14 excluded under this paragraph shall have by its design or use
264264 15 the capability to carry cargo.
265265 16 Section 5-35 of the Illinois Administrative Procedure Act
266266 17 relating to procedures for rulemaking shall not apply to the
267267 18 designation of highways under this paragraph (d).
268268 19 (e) On Class II highways there are no overall length
269269 20 limitations on motor vehicles operating in combinations,

300300 15 to transport motor vehicles or boats, may not exceed 65
301301 16 feet overall dimension. The length limitation is inclusive

303303 18 the transported vehicles, as provided in paragraph (i) of
304304 19 this Section.
305305 20 (7) Stinger-steered semitrailer vehicles specifically
306306 21 designed to transport motor vehicles or boats may not
307307 22 exceed 80 feet overall dimension. The length limitation is
308308 23 inclusive of front and rear bumpers but exclusive of the
309309 24 overhang of the transported vehicles, as provided in
310310 25 paragraph (i) of this Section.

359359 2 under their jurisdiction, may also by ordinance or resolution
360360 3 allow length limitations of this subsection (e).
361361 4 The length limitations described in this paragraph (e)
362362 5 shall be exclusive of safety and energy conservation devices,
363363 6 such as bumpers, refrigeration units or air compressors and
364364 7 other devices, that the Department may interpret as necessary
365365 8 for safe and efficient operation; except that no device
366366 9 excluded under this paragraph shall have by its design or use
367367 10 the capability to carry cargo.
368368 11 Section 5-35 of the Illinois Administrative Procedure Act
369369 12 relating to procedures for rulemaking shall not apply to the
370370 13 designation of highways under this paragraph (e).
371371 14 (e-1) (Blank).
372372 15 (e-2) Except as provided in subsection (e-3), combinations
373373 16 of vehicles over 65 feet in length, with no overall length
374374 17 limitation except as provided in subsections (d) and (e) of
375375 18 this Section, are allowed access as follows:
376376 19 (1) From a Class I highway onto any street or highway
377377 20 for a distance of one highway mile for the purpose of
378378 21 loading, unloading, food, fuel, repairs, and rest,
379379 22 provided there is no sign prohibiting that access.
380380 23 (2) From a Class I or Class II highway onto any
381381 24 non-designated highway for a distance of 5 highway miles
382382 25 for the purpose of loading, unloading, food, fuel,

397397 4 (e-3) Combinations of vehicles over 65 feet in length
398398 5 operated by household goods carriers or towaway trailer
399399 6 transporter combinations, with no overall length limitations
400400 7 except as provided in subsections (d) and (e) of this Section,
401401 8 have unlimited access to points of loading, unloading, or
402402 9 delivery to or from a manufacturer, distributor, or dealer.
403403 10 (f) On non-designated highways, the maximum length
404404 11 limitations for vehicles in combination are as follows:
405405 12 (1) A truck tractor in combination with a semitrailer
406406 13 may not exceed 65 feet overall dimension. An agency or
407407 14 instrumentality of the State or any unit of local
408408 15 government shall not be required to design or construct a
409409 16 new non-designated highway or to widen or otherwise alter
410410 17 a non-designated highway to accommodate truck
411411 18 tractor-semitrailer combinations under this paragraph (1).
412412 19 (2) Semitrailers, unladen or with load, may not exceed
413413 20 53 feet overall dimension.
414414 21 (3) A truck tractor-semitrailer-trailer or truck
415415 22 tractor semitrailer-semitrailer may not exceed 60 feet
416416 23 overall dimension.

434434 5 local government shall not be required to design, construct,
435435 6 alter, widen, or maintain any non-designated highway to
436436 7 accommodate vehicles in combination under this subsection (f).
437437 8 For the purposes of designing or modifying the intersection of
438438 9 a local roadway and a State roadway that does not accommodate
439-10 vehicles under this subsection (f), a local unit of government
440-11 may request in writing for the Department to restrict the
441-12 length of vehicles turning on to or off of any jurisdiction
442-13 roadway of the intersection. The Department may, in its sole
443-14 discretion, restrict the length of vehicles turning on to or
444-15 off of any jurisdiction roadway of the intersection. A
445-16 restriction so determined and declared by the Department
446-17 becomes effective, when appropriate signs giving notice of the
447-18 limit are erected. Each governmental entity shall cause
448-19 signage to be installed on its respective roadway to notify
449-20 vehicles of turning and length restrictions. Vehicles that
450-21 exceed posted measurements shall be prohibited from turning to
451-22 access the roadway.
452-23 (g) Length limitations in the preceding subsections of
453-24 this Section 15-107 do not apply to the following:
454-25 (1) Vehicles operated in the daytime, except on
455-26 Saturdays, Sundays, or legal holidays, when transporting
439+10 vehicles under this subsection (f), either the Department or
440+11 local government may, in its sole discretion with respect to

475-10 (2) Vehicles and loads operated by a public utility
476-11 while en route to make emergency repairs to public service
477-12 facilities or properties, but during night operation every
478-13 vehicle and its load must be equipped with a sufficient
479-14 number of clearance lamps on both sides and marker lamps
480-15 upon the extreme ends of any projecting load to clearly
481-16 mark the dimensions of the load.
482-17 (3) A tow truck in combination with a disabled vehicle
483-18 or combination of disabled vehicles, as provided in
484-19 paragraph (6) of subsection (c) of this Section, is exempt
485-20 from length limitations.
486-21 The towing vehicle, however, may tow any disabled vehicle
487-22 from the initial point of wreck or disablement to a point where
488-23 repairs are actually to occur. This movement shall be valid
489-24 only on State routes. The tower must abide by posted bridge
490-25 weight limits.

507-6 front bumper. The provisions of this subsection (h) shall not
508-7 apply to any vehicle or combination of vehicles specifically
509-8 designed for the collection and transportation of waste,
510-9 garbage, or recyclable materials during the vehicle's
511-10 operation in the course of collecting garbage, waste, or
512-11 recyclable materials if the vehicle is traveling at a speed
513-12 not in excess of 15 miles per hour during the vehicle's
514-13 operation and in the course of collecting garbage, waste, or
515-14 recyclable materials. However, in no instance shall the load
516-15 extend more than 7 feet beyond the front wheels of the vehicle
517-16 or the front bumper of the vehicle if it is equipped with a
518-17 front bumper.
519-18 (i) The load upon the front vehicle of an automobile
520-19 transporter or a stinger-steered vehicle specifically designed
521-20 to transport motor vehicles shall not extend more than 4 feet
522-21 beyond the foremost part of the transporting vehicle and the
523-22 load upon the rear transporting vehicle shall not extend more
524-23 than 6 feet beyond the rear of the bed or body of the vehicle.
525-24 This paragraph shall only be applicable upon highways
526-25 designated in paragraphs (d) and (e) of this Section.
