11	11	1 AN ACT concerning State government.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The State Fire Marshal Act is amended by adding
15	15	5 Section 5 as follows:

17	17	7 Sec. 5. Certified youth firesetter interventionists.
18	18	8 Subject to appropriation, the Division of Certified Youth
19	19	9 Firesetter Interventionists is established within the Office
20	20	10 of the State Fire Marshall. The Division shall consist of
21	21	11 certified youth firesetter interventionists who conduct youth
22	22	12 firesetter interventions when local authorities cannot do so
23	23	13 on their own or when multiple local authorities in separate
24	24	14 jurisdictions are involved. The Division shall assist youth
25	25	15 firesetter interventionists throughout the State who have
26	26	16 limited capabilities or particularly challenging cases. The
27	27	17 Division shall conduct training to certify youth firesetter
28	28	18 interventionists throughout the State. The Division shall be
29	29	19 headed by the Youth Firesetter Interventionist Coordinator,
30	30	20 who shall facilitate calls to the Division for referrals and
31	31	21 Freedom of Information Act requests and central record keeping
32	32	22 in the Office. Each certified youth firesetter interventionist
33	33	23 employed by the Division shall be compensated at a rate that is
