5-Be it enacted by the People of the State of Illinois,
6-represented in the General Assembly:

9-and 21.13 and by adding Sections 21.4, 21.15, 21.16, and 21.17

14-(a) Beginning July 1, 2022, except as provided in Sections
15-21.4, 21.5, 21.6, 21.7, 21.8, 21.9, 21.10, 21.11, 21.12, and
16-21.13, 21.15, and 21.16 of this Law Act and Section 25-70 of
17-the Sports Wagering Act, the Department shall distribute all
18-proceeds of lottery tickets and shares sold in the following
19-priority and manner:
20-(1) The payment of prizes and retailer bonuses.
21-(2) The payment of costs incurred in the operation and
22-administration of the Lottery, including the payment of
23-sums due to the private manager under the management
24-agreement with the Department and including costs of
25-administering the Lottery sports wagering program pursuant
26-to Section 25-70 of the Sports Wagering Act.

33-(3) On the last day of each month or as soon thereafter
34-as possible, the State Comptroller shall direct and the
35-State Treasurer shall transfer from the State Lottery Fund
36-to the Common School Fund the Department's estimate of net
37-lottery proceeds.
38-(4) If an amount in excess of the annual net lottery
39-proceeds is transferred for a fiscal year, then the
40-Department shall offset the monthly transfers of estimated
41-net lottery proceeds during the following fiscal year by
42-that excess amount. If an amount less than the annual net
43-lottery proceeds is transferred for a fiscal year, then
44-after the related annual fiscal year audit is completed
45-following such fiscal year, the Department shall direct
46-the deposit of any remaining annual net lottery proceeds
47-from such fiscal year, subject to payments under
48-paragraphs (1) and (2), into the Common School Fund as
49-soon thereafter as possible.
50-(b) The net lottery proceeds shall be determined by
51-deducting from total annual lottery proceeds the expenditures
52-required by paragraphs (1) and (2) of subsection (a). The
53-total annual lottery proceeds and annual net lottery proceeds
54-shall be determined according to generally accepted accounting
55-principles for governmental entities and verified by an annual
56-fiscal year audit.

61-Sec. 20. State Lottery Fund.
62-(a) There is created in the State Treasury a special fund
63-to be known as the State Lottery Fund. Such fund shall consist
64-of all revenues received from (1) the sale of lottery tickets
65-or shares, (net of commissions, fees representing those
66-expenses that are directly proportionate to the sale of
67-tickets or shares at the agent location, and prizes of less
68-than $600 which have been validly paid at the agent level), (2)
69-application fees, and (3) all other sources including moneys
70-credited or transferred thereto from any other fund or source
71-pursuant to law. Interest earnings of the State Lottery Fund
72-shall be credited to the Common School Fund.
73-(a-5) The receipt and distribution of moneys under Section
74-21.4 of this Act shall be in accordance with Section 21.4.

109-Sec. 21.4. Joint Special Instant Scratch-off game.
110-(a) The Department shall offer a joint special instant
111-scratch-off game for the benefit of the special causes
112-identified in Sections 21.5, 21.6, 21.7, 21.8, 21.9, 21.10,

115-21.11, 21.13, 21.15, and 21.16. The operation of the game
116-shall be governed by this Section and any rules adopted by the
117-Department. The game shall commence on January 1, 2024 or as
118-soon thereafter, at the discretion of the Director, as is
119-reasonably practical and shall be discontinued on January 1,
120-2027. If any provision of this Section is inconsistent with
121-any other provision in the Act, then this Section governs.
122-(b) Once the joint special instant scratch-off game is
123-used to fund a special cause, the game will be used to fund the
124-special cause for the remainder of the special causes'
125-existence per the causes' respective Section of this Act.
126-(c) New specialty tickets and causes authorized by this
127-Act shall be funded by the joint special instant scratch-off
128-game. New specialty tickets and causes after February 1, 2024
129-must have a sunset date. The Department shall be limited to
130-supporting no more than 10 causes in total at any given time.
131-(d) Net revenue received from the sale of the joint
132-special instant scratch-off game for the purposes of this
133-Section shall be divided equally among the special causes the
134-game benefits. The Department shall transfer the net revenue
135-into the special fund identified for each special cause in
136-accordance with the special cause's respective Section of this
137-Act. As used in this Section, "net revenue" means the total
138-amount for which tickets have been sold less the sum of the
139-amount paid out in prizes and to retailers, and direct and
140-estimated administrative expenses incurred in operation of the

145-Sec. 21.5. Carolyn Adams Ticket For The Cure.
146-(a) The Department shall offer a special instant
147-scratch-off game with the title of "Carolyn Adams Ticket For
148-The Cure". The game shall commence on January 1, 2006 or as
149-soon thereafter, in the discretion of the Director, as is
150-reasonably practical, and shall be discontinued on December
151-31, 2026. The operation of the game shall be governed by this
152-Act and any rules adopted by the Department. The Department
153-must consult with the Carolyn Adams Ticket For The Cure Board,
154-which is established under Section 2310-347 of the Department
155-of Public Health Powers and Duties Law of the Civil
156-Administrative Code of Illinois, regarding the design and
157-promotion of the game. If any provision of this Section is
158-inconsistent with any other provision of this Act, then this
159-Section governs.
160-(b) The Carolyn Adams Ticket For The Cure Grant Fund is
161-created as a special fund in the State treasury. The net
162-revenue from the Carolyn Adams Ticket For The Cure special
163-instant scratch-off game shall be deposited into the Fund for
164-appropriation by the General Assembly solely to the Department
165-of Public Health for the purpose of making grants to public or
166-private entities in Illinois for the purpose of funding breast
167-cancer research, and supportive services for breast cancer

170-survivors and those impacted by breast cancer and breast
171-cancer education. In awarding grants, the Department of Public
172-Health shall consider criteria that includes, but is not
173-limited to, projects and initiatives that address disparities
174-in incidence and mortality rates of breast cancer, based on
175-data from the Illinois Cancer Registry, and populations facing
176-barriers to care. The Department of Public Health shall,
177-before grants are awarded, provide copies of all grant
178-applications to the Carolyn Adams Ticket For The Cure Board,
179-receive and review the Board's recommendations and comments,
180-and consult with the Board regarding the grants. For purposes
181-of this Section, the term "research" includes, without
182-limitation, expenditures to develop and advance the
183-understanding, techniques, and modalities effective in the
184-detection, prevention, screening, and treatment of breast
185-cancer and may include clinical trials. The grant funds may
186-not be used for institutional, organizational, or
187-community-based overhead costs, indirect costs, or levies.
188-Moneys received for the purposes of this Section,
189-including, without limitation, net revenue from the special
190-instant scratch-off game and gifts, grants, and awards from
191-any public or private entity, must be deposited into the Fund.
192-Any interest earned on moneys in the Fund must be deposited
193-into the Fund.
194-As used in this subsection, For purposes of this

207-implement and administer the provisions of this Section.

210-Sec. 21.6. Scratch-off for Illinois veterans.
211-(a) The Department shall offer a special instant
212-scratch-off game for the benefit of Illinois veterans. The
213-game shall commence on January 1, 2006 or as soon thereafter,
214-at the discretion of the Director, as is reasonably practical.
215-The operation of the game shall be governed by this Act and any
216-rules adopted by the Department. If any provision of this
217-Section is inconsistent with any other provision of this Act,
218-then this Section governs.
219-(b) The Illinois Veterans Assistance Fund is created as a
220-special fund in the State treasury. The net revenue from the
221-Illinois veterans scratch-off game shall be deposited into the
222-Fund for appropriation by the General Assembly solely to the

127+23 (a) The Department shall offer a joint special instant
128+24 scratch-off game for the benefit of the special causes

225-Department of Veterans' Affairs for making grants, funding
226-additional services, or conducting additional research
227-projects relating to each of the following:
228-(i) veterans' behavioral health services;
229-(ii) veterans' homelessness;
230-(iii) the health insurance costs of veterans;
231-(iv) veterans' disability benefits, including but not
232-limited to, disability benefits provided by veterans
233-service organizations and veterans assistance commissions
234-or centers;
235-(v) the long-term care of veterans; provided that,
236-beginning with moneys appropriated for fiscal year 2008,
237-no more than 20% of such moneys shall be used for health
238-insurance costs;
239-(vi) veteran employment and employment training; and
240-(vii) veterans' emergency financial assistance,
241-including, but not limited to, past due utilities,
242-housing, and transportation costs.
243-In order to expend moneys from this special fund,
244-beginning with moneys appropriated for fiscal year 2008, the
245-Director of Veterans' Affairs shall appoint a 3-member funding
246-authorization committee. The Director shall designate one of
247-the members as chairperson. The committee shall meet on a
248-quarterly basis, at a minimum, and shall authorize expenditure
249-of moneys from the special fund by a two-thirds vote.
250-Decisions of the committee shall not take effect unless and

253-until approved by the Director of Veterans' Affairs. Each
254-member of the committee shall serve until a replacement is
255-named by the Director of Veterans' Affairs. One member of the
256-committee shall be a member of the Veterans' Advisory Council.
257-Moneys collected from the special instant scratch-off game
258-shall be used only as a supplemental financial resource and
259-shall not supplant existing moneys that the Department of
260-Veterans' Affairs may currently expend for the purposes set
261-forth in items (i) through (v).
262-Moneys received for the purposes of this Section,
263-including, without limitation, net revenue from the special
264-instant scratch-off game and from gifts, grants, and awards
265-from any public or private entity, must be deposited into the
266-Fund. Any interest earned on moneys in the Fund must be
267-deposited into the Fund.
268-As used in this subsection, For purposes of this
269-subsection, "net revenue" means the total amount for which

285-game.
286-(a) The Department shall offer a special instant
287-scratch-off game for the benefit of research pertaining to
288-multiple sclerosis. The game shall commence on July 1, 2008 or
289-as soon thereafter, in the discretion of the Director, as is
290-reasonably practical. The operation of the game shall be
291-governed by this Act and any rules adopted by the Department.
292-If any provision of this Section is inconsistent with any
293-other provision of this Act, then this Section governs.
294-(b) The Multiple Sclerosis Research Fund is created as a
295-special fund in the State treasury. The net revenue from the
296-scratch-out multiple sclerosis scratch-off game created under
297-this Section shall be deposited into the Fund for
298-appropriation by the General Assembly to the Department of
299-Public Health for the purpose of making grants to
300-organizations in Illinois that conduct research pertaining to
301-the repair and prevention of damage caused by an acquired
302-demyelinating disease of the central nervous system.
303-Moneys received for the purposes of this Section,
304-including, without limitation, net revenue from the special
305-instant scratch-off game and from gifts, grants, and awards

317-myelin, neuron, and axon damage caused by an acquired
318-demyelinating disease of the central nervous system and the
319-restoration of function, including but not limited to, nervous
320-system repair or neuroregeneration.
321-The grant funds may not be used for institutional,
322-organizational, or community-based overhead costs, indirect

340-Sec. 21.8. Quality of Life scratch-off game.
341-(a) The Department shall offer a special instant
342-scratch-off game with the title of "Quality of Life". The game
343-shall commence on July 1, 2007 or as soon thereafter, in the
344-discretion of the Director, as is reasonably practical, and
345-shall be discontinued on December 31, 2025. The operation of
346-the game is governed by this Act and by any rules adopted by
347-the Department. The Department must consult with the Quality
348-of Life Board, which is established under Section 2310-348 of

368-Public Health. The recipient organizations must be engaged in
369-HIV/AIDS-prevention education and HIV/AIDS healthcare
370-treatment. The Department must, before grants are awarded,
371-provide copies of all grant applications to the Quality of
372-Life Board, receive and review the Board's recommendations and
373-comments, and consult with the Board regarding the grants.
374-Organizational size will determine an organization's
375-competitive slot in the "Request for Proposal" process.
376-Organizations with an annual budget of $300,000 or less will
377-compete with like size organizations for 50% of the Quality of
378-Life annual fund. Organizations with an annual budget of
379-$300,001 to $700,000 will compete with like organizations for
380-25% of the Quality of Life annual fund, and organizations with
381-an annual budget of $700,001 and upward will compete with like
382-organizations for 25% of the Quality of Life annual fund. The
383-lottery may designate a percentage of proceeds for marketing
384-purposes. The grant funds may not be used for institutional,
385-organizational, or community-based overhead costs, indirect
386-costs, or levies.

425-(b) The Special Olympics Illinois and Special Children's
426-Charities Fund is created as a special fund in the State
427-treasury. The net revenue from the Go For The Gold special

429-Olympics Illinois and Special Children's Charities Fund for
430-appropriation by the General Assembly solely to the Department
431-of Human Services, which must distribute the moneys as
432-follows: (i) 75% of the moneys to Special Olympics Illinois to
433-support the statewide training, competitions, and programs for
434-future Special Olympics athletes; and (ii) 25% of the moneys
435-to Special Children's Charities to support the City of
436-Chicago-wide training, competitions, and programs for future
437-Special Olympics athletes. The moneys may not be used for
438-institutional, organizational, or community-based overhead

216+6 data from the Illinois Cancer Registry, and populations facing
217+7 barriers to care. The Department of Public Health shall,
218+8 before grants are awarded, provide copies of all grant
219+9 applications to the Carolyn Adams Ticket For The Cure Board,

221+11 and consult with the Board regarding the grants. For purposes

481-transferred to the funds under this Section shall be used,
482-subject to appropriation, to fund grants for building and
483-maintaining memorials and parks; holding annual memorial
484-commemorations; giving scholarships to children of officers
485-killed or catastrophically injured in the line of duty, or
486-those interested in pursuing a career in law enforcement;
487-providing financial assistance to police officers and their

489-of duty; and providing financial assistance to officers for
490-the purchase or replacement of bulletproof vests to be used in

288+7 (iv) veterans' disability benefits, including but not
289+8 limited to, disability benefits provided by veterans
290+9 service organizations and veterans assistance commissions
291+10 or centers;
292+11 (v) the long-term care of veterans; provided that,
293+12 beginning with moneys appropriated for fiscal year 2008,
294+13 no more than 20% of such moneys shall be used for health
295+14 insurance costs;
296+15 (vi) veteran employment and employment training; and

300+19 In order to expend moneys from this special fund,

304+23 the members as chairperson. The committee shall meet on a
305+24 quarterly basis, at a minimum, and shall authorize expenditure
306+25 of moneys from the special fund by a two-thirds vote.

655-(d) During the time that tickets are sold for the Illinois
656-DREAM scratch-off game, the Department shall not unreasonably
657-diminish the efforts devoted to marketing any other instant

659-(e) The Department may adopt any rules necessary to
660-implement and administer this Section in consultation with the
661-Illinois DREAM Fund Commission.

665-Sec. 21.17. Illinois Lottery Special Instant Scratch-off
666-Task Force.
667-(a) There is hereby created the Illinois Lottery Special
668-Instant Scratch-off Task Force.
669-(b) The Task Force shall study the joint special instant
670-scratch-off game offered under Section 21.4 and make
671-recommendations on:
672-(1) maximizing revenue for this State as well as
673-various special causes;
674-(2) whether to expand the program to additional
675-causes;
676-(3) establishing criteria for special causes;
677-(4) the impact on revenue of the joint special instant
678-scratch-off game; and
679-(5) other issues related to the joint special instant
680-scratch-off game.
681-(c) The Task Force may request testimony from any person
682-or entity that may assist in increasing understanding of the
683-joint special instant scratch-off game.
684-(d) The Task Force shall consist of the following members:
685-(1) the Director of the Lottery, or his or her
686-designee;
687-(2) 2 members, appointed by the Speaker of the House
688-of Representatives, one of whom shall be named co-chair of
689-the Task Force;

693-House of Representatives;

699-(6) 2 members, appointed by the Governor.
700-(e) Members of the Task Force shall serve without
701-compensation for the duration of the Task Force, but may be
702-reimbursed for reasonable travel expenses and in compliance
703-with the Secretary of State's travel rules required for
704-attendance at meetings.
705-(f) As soon as practicable, but no later than September 1,
706-2023, all members shall be appointed to the Task Force. As soon
707-as practicable after all members have been appointed, the Task
708-Force shall hold its first meeting. The Task Force shall meet a
709-minimum of 4 times.
710-(g) The Department of the Lottery shall provide
711-administrative support and other support to the Task Force.
712-(h) By January 1, 2025, the Task Force shall submit a
713-report to the Governor and General Assembly reporting findings
714-and recommendations regarding the joint special instant
715-scratch-off games.
716-(i) This Section is repealed on January 1, 2027.

779+1 nonprofit recipient organization.
780+2 Moneys received for the purposes of this Section,
781+3 including, without limitation, net revenue from the special
782+4 instant scratch-off game and from gifts, grants, and awards
783+5 from any public or private entity, must be deposited into the
784+6 fund. Any interest earned on moneys in the fund must be
785+7 deposited into the fund. For the purposes of this subsection,
786+8 "net revenue" means the total amount for which tickets have
787+9 been sold less the sum of the amount paid out in the prizes and
788+10 to retailers and direct and estimated administrative expenses
789+11 of the Department solely related to the scratch-off game under
790+12 this Section.
791+13 (c) During the time that tickets are sold for the special
792+14 instant scratch-off game that benefits the United Negro
793+15 College Fund Illinois in support of education scholarships to
794+16 university and college students, the Department shall not
795+17 unreasonably diminish the efforts devoted to marketing any
796+18 other instant scratch-off lottery game.
797+19 (d) The Department may adopt any rules necessary to
798+20 implement and administer the provisions of this Section.

801+23 (a) The Department shall offer a special Illinois DREAM
802+24 instant scratch-off game for the benefit of the Illinois DREAM

814+1 scratch-off game shall be deposited into the Illinois DREAM
815+2 Fund, a special fund that is created in the State treasury.
816+3 Subject to appropriation, money in the Illinois DREAM Fund
817+4 shall be used to assist in funding scholarships and other
818+5 statutory responsibilities of the Illinois DREAM Fund
819+6 Commission. The game shall commence on January 1, 2024 or as
820+7 soon thereafter as is reasonably practical. The Department
821+8 shall consult with the Illinois DREAM Fund Commission
822+9 established under Section 67 of the Higher Education Student
823+10 Assistance Act regarding the design and promotion of the game.
824+11 (b) The operation of any games under this Section shall be
825+12 governed by this Act, and any rules shall be adopted by the
826+13 Department.
827+14 (c) For purposes of this Section, "net revenue" means the

851+3 Task Force.
852+4 (a) There is hereby created the Illinois Lottery Special
853+5 Instant Scratch-off Task Force.
854+6 (b) The Task Force shall study the joint special instant
855+7 scratch-off game offered under Section 21.4 and make
856+8 recommendations on:
857+9 (1) maximizing revenue for this State as well as
858+10 various special causes;
859+11 (2) whether to expand the program to additional
860+12 causes;
861+13 (3) establishing criteria for special causes;
862+14 (4) the impact on revenue of the joint special instant
863+15 scratch-off game; and
864+16 (5) other issues related to the joint special instant
865+17 scratch-off game.
866+18 (c) The Task Force may request testimony from any person
867+19 or entity that may assist in increasing understanding of the
868+20 joint special instant scratch-off game.
869+21 (d) The Task Force shall consist of the following members:
870+22 (1) the Director of the Lottery, or his or her
871+23 designee;
872+24 (2) 2 members, appointed by the Speaker of the House
873+25 of Representatives, one of whom shall be named co-chair of
874+26 the Task Force;

886+2 House of Representatives;
887+3 (4) 2 members, appointed by the President of the
888+4 Senate, one of whom shall be named co-chair of the Task
889+5 Force;
890+6 (5) 2 members, appointed by the Minority Leader of the
891+7 Senate; and
892+8 (6) 2 members, appointed by the Governor.
893+9 (e) Members of the Task Force shall serve without
894+10 compensation for the duration of the Task Force, but may be
895+11 reimbursed for reasonable travel expenses and in compliance
896+12 with the Secretary of State's travel rules required for
897+13 attendance at meetings.
898+14 (f) As soon as practicable, but no later than September 1,
899+15 2023, all members shall be appointed to the Task Force. As soon
900+16 as practicable after all members have been appointed, the Task
901+17 Force shall hold its first meeting. The Task Force shall meet a
902+18 minimum of 4 times.
903+19 (g) The Department of the Lottery shall provide
904+20 administrative support and other support to the Task Force.
905+21 (h) By January 1, 2025, the Task Force shall submit a
906+22 report to the Governor and General Assembly reporting findings
907+23 and recommendations regarding the joint special instant
908+24 scratch-off games.
909+25 (i) This Section is repealed on January 1, 2027.

952+2 (b) The Illinois DREAM Fund Commission is charged with all
953+3 of the following responsibilities:
954+4 (1) Administering this Section and raising funds for
955+5 the Illinois DREAM Fund.
956+6 (2) Establishing a not-for-profit entity charged with
957+7 raising funds for the administration of this Section, any
958+8 educational or training programs the Commission is tasked
959+9 with administering, and funding scholarships to students
960+10 who are the children of immigrants to the United States.
961+11 (3) Publicizing the availability of scholarships from
962+12 the Illinois DREAM Fund.
963+13 (4) Selecting the recipients of scholarships funded
964+14 through the Illinois DREAM Fund.
965+15 (5) Researching issues pertaining to the availability
966+16 of assistance with the costs of higher education for the
967+17 children of immigrants and other issues regarding access
968+18 for and the performance of the children of immigrants
969+19 within higher education.
970+20 (6) Overseeing implementation of the other provisions
971+21 of this amendatory Act of the 97th General Assembly.
972+22 (7) Establishing and administering training programs
973+23 for high school counselors and counselors, admissions
974+24 officers, and financial aid officers of public
975+25 institutions of higher education. The training programs
976+26 shall instruct participants on the educational

988+2 the children of immigrants, including, but not limited to,
989+3 in-state tuition and scholarship programs. The Illinois
990+4 DREAM Fund Commission may also establish a public
991+5 awareness campaign regarding educational opportunities
992+6 available to college bound students who are the children
993+7 of immigrants.
994+8 The Illinois DREAM Fund Commission shall establish, by
995+9 rule, procedures for accepting and evaluating applications for
996+10 scholarships from the children of immigrants and issuing
997+11 scholarships to selected student applicants.
998+12 (c) To receive a scholarship under this Section, a student
999+13 must meet all of the following qualifications:
1000+14 (1) Have resided with his or her parents or guardian
1001+15 while attending a public or private high school in this
1002+16 State.
1003+17 (2) Have graduated from a public or private high
1004+18 school or received the equivalent of a high school diploma
1005+19 in this State.
1006+20 (3) Have attended school in this State for at least 3
1007+21 years as of the date he or she graduated from high school
1008+22 or received the equivalent of a high school diploma.
1009+23 (4) Have at least one parent who immigrated to the
1010+24 United States.
1011+25 (d) The Illinois Student Assistance Commission shall
1012+26 establish an Illinois DREAM Fund to provide scholarships under
