Establishes a designation program for the naming and subsequent placement of signage upon interstate or State-numbered highway interchanges or upon bridges or segments of highway under the jurisdiction of the Department of Transportation. Provides that any person who desires to have roads designated or to erect signage upon designated roads must, in an application to the Department, state the total cost of construction and maintenance of the requested signage, as well as provide: (1) a description of the interstate or State-numbered highway interchange or bridge or segment of highway for which the designation is sought and the proposed name of the interchange, bridge, or relevant segment of highway; and (2) a letter of sponsorship from the State Representative and State Senator for each district in which the road is located. Provides that the Department shall give notice of any proposed designation on the Department's official public website. Provides that signs are subject to all applicable federal and State limitations or conditions on highway signage. Provides that 2 signs shall be erected for each interchange, bridge, or segment of highway designation and that all money received by the Department for the construction and maintenance of interchange, bridge, or segment of highway signs shall be deposited into the Road Fund. 1111 1 AN ACT concerning transportation.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 1. Short title. This Act may be cited as the Road
1515 5 Designation Program Act.
1616 6 Section 5. Purpose. This Act establishes a designation
1717 7 program for the naming and subsequent placement of signage
1818 8 upon interstate or State-numbered highway interchanges or upon
1919 9 bridges or segments of highway under the jurisdiction of the
2020 10 Department of Transportation.
2121 11 Section 10. Definitions. As used in this Act:
2222 12 "Department" means the Department of Transportation.
2323 13 "Secretary" means the Secretary of the Department of
2424 14 Transportation.
2525 15 Section 15. Road designation program.
2626 16 (a) Any person who desires to have an interstate or
2727 17 State-numbered highway interchange or bridge or segment of
2828 18 highway under the jurisdiction of the Department designated
2929 19 shall petition the Department by submitting an application in
3030 20 a form prescribed by the Secretary. The form shall include the

6767 2 (1) a description of the interstate or State-numbered
6868 3 highway interchange or bridge or segment of highway under
6969 4 the jurisdiction of the Department for which the
7070 5 designation is sought and the proposed name of the
7171 6 interchange, bridge, or relevant segment of highway; and
7272 7 (2) a letter of sponsorship from the State
7373 8 Representative and State Senator for each district in
7474 9 which the road is located.
7575 10 (b) After determining that the petitioner meets all of the
7676 11 application requirements of subsection (a), the Department
7777 12 shall submit a recommendation containing the proposed
7878 13 designations to the sponsors in the General Assembly named in
7979 14 the application. The Department shall be notified upon the
8080 15 approval or denial of a proposed designation. Upon the
8181 16 approval of a proposed designation, the petitioner shall
8282 17 submit a fee to be determined by the Secretary to cover the
8383 18 costs of constructing and maintaining the proposed signs on
8484 19 the interchange, bridge, or segment of highway. The fee shall
8585 20 not exceed the cost of constructing and maintaining each sign.
8686 21 (c) The Department shall give notice of any proposed
8787 22 designation under this Section on the Department's official
8888 23 public website.
8989 24 (d) The honorary signs may be placed upon interstate or
9090 25 State-numbered highway interchanges or upon bridges or
9191 26 segments of highway under the jurisdiction of the Department

102102 1 according to the provisions of this Section, and any
103103 2 applicable federal and State limitations or conditions on
104104 3 highway signage, including location and spacing.
105105 4 (e) Two signs shall be erected for each interchange,
106106 5 bridge, or segment of highway designation processed under this
107107 6 Section.
108108 7 (f) No interchange, bridge, or segment of highway may be
109109 8 named or designated under this Section if it carries an
110110 9 existing designation.
111111 10 (g) All money received by the Department for the
112112 11 construction and maintenance of interchange, bridge, or
113113 12 segment of highway signs shall be deposited into the Road
114114 13 Fund.
115115 14 (h) The documents and fees required under this Section
116116 15 shall be submitted to the Department. The Department shall
117117 16 waive all fees for road designations made in honor of members
118118 17 of the United States Armed Forces and first responders who
119119 18 have died in the line of duty.
120120 19 Section 99. Effective date. This Act takes effect upon
