Provides that 2 signs shall be erected for each interchange, bridge, or segment of highway designation and that all money received by the Department for the construction and maintenance of interchange, bridge, or segment of highway signs shall be deposited into the Road Fund. 11	11	1 AN ACT concerning transportation.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 1. Short title. This Act may be cited as the Road
15	15	5 Designation Program Act.
16	16	6 Section 5. Purpose. This Act establishes a designation
17	17	7 program for the naming and subsequent placement of signage
18	18	8 upon interstate or State-numbered highway interchanges or upon
19	19	9 bridges or segments of highway under the jurisdiction of the
20	20	10 Department of Transportation.
21	21	11 Section 10. Definitions. As used in this Act:
22	22	12 "Department" means the Department of Transportation.
23	23	13 "Secretary" means the Secretary of the Department of
24	24	14 Transportation.
25	25	15 Section 15. Road designation program.
26	26	16 (a) Any person who desires to have an interstate or
27	27	17 State-numbered highway interchange or bridge or segment of
28	28	18 highway under the jurisdiction of the Department designated
29	29	19 shall petition the Department by submitting an application in
30	30	20 a form prescribed by the Secretary. The form shall include the
31	31	21 amount of the fee under subsection (b) and contain the

67	67	2 (1) a description of the interstate or State-numbered
68	68	3 highway interchange or bridge or segment of highway under
69	69	4 the jurisdiction of the Department for which the
70	70	5 designation is sought and the proposed name of the
71	71	6 interchange, bridge, or relevant segment of highway; and
72	72	7 (2) a letter of sponsorship from the State
73	73	8 Representative and State Senator for each district in
74	74	9 which the road is located.
75	75	10 (b) After determining that the petitioner meets all of the
76	76	11 application requirements of subsection (a), the Department
77	77	12 shall submit a recommendation containing the proposed
78	78	13 designations to the sponsors in the General Assembly named in
79	79	14 the application. The Department shall be notified upon the
80	80	15 approval or denial of a proposed designation. Upon the
81	81	16 approval of a proposed designation, the petitioner shall
82	82	17 submit a fee to be determined by the Secretary to cover the
83	83	18 costs of constructing and maintaining the proposed signs on
84	84	19 the interchange, bridge, or segment of highway. The fee shall
85	85	20 not exceed the cost of constructing and maintaining each sign.
86	86	21 (c) The Department shall give notice of any proposed
87	87	22 designation under this Section on the Department's official
88	88	23 public website.
89	89	24 (d) The honorary signs may be placed upon interstate or
90	90	25 State-numbered highway interchanges or upon bridges or
91	91	26 segments of highway under the jurisdiction of the Department

102	102	1 according to the provisions of this Section, and any
103	103	2 applicable federal and State limitations or conditions on
104	104	3 highway signage, including location and spacing.
105	105	4 (e) Two signs shall be erected for each interchange,
106	106	5 bridge, or segment of highway designation processed under this
107	107	6 Section.
108	108	7 (f) No interchange, bridge, or segment of highway may be
109	109	8 named or designated under this Section if it carries an
110	110	9 existing designation.
111	111	10 (g) All money received by the Department for the
112	112	11 construction and maintenance of interchange, bridge, or
113	113	12 segment of highway signs shall be deposited into the Road
114	114	13 Fund.
115	115	14 (h) The documents and fees required under this Section
116	116	15 shall be submitted to the Department. The Department shall
117	117	16 waive all fees for road designations made in honor of members
118	118	17 of the United States Armed Forces and first responders who
119	119	18 have died in the line of duty.
120	120	19 Section 99. Effective date. This Act takes effect upon
121	121	20 becoming law.
