The Department shall transfer the net revenue 10 into the special fund identified for each cause in accordance 11 with the cause's respective Section of this Act. For the 12 purpose of this subsection, "net revenue" means the total 13 amount for which tickets have been sold less the sum of the 14 amount paid out in prizes and to retailers, and direct and 15 estimated administrative expenses incurred in operation of the 16 ticket. 17 (20 ILCS 1605/21.5) 18 Sec. 21.5. Carolyn Adams Ticket For The Cure. 19 (a) The Department shall offer a special instant 20 scratch-off game with the title of "Carolyn Adams Ticket For 21 The Cure". The game shall commence on January 1, 2006 or as 22 soon thereafter, in the discretion of the Director, as is 23 reasonably practical, and shall be discontinued on December 24 31, 2026. The operation of the game shall be governed by this 25 Act and any rules adopted by the Department. If any provision of this Section is 6 inconsistent with any other provision of this Act, then this 7 Section governs. 8 (b) The Carolyn Adams Ticket For The Cure Grant Fund is 9 created as a special fund in the State treasury. The net 10 revenue from the Carolyn Adams Ticket For The Cure special 11 instant scratch-off game shall be deposited into the Fund for 12 appropriation by the General Assembly solely to the Department 13 of Public Health for the purpose of making grants to public or 14 private entities in Illinois for the purpose of funding breast 15 cancer research, and supportive services for breast cancer 16 survivors and those impacted by breast cancer and breast 17 cancer education. In awarding grants, the Department of Public 18 Health shall consider criteria that includes, but is not 19 limited to, projects and initiatives that address disparities 20 in incidence and mortality rates of breast cancer, based on 21 data from the Illinois Cancer Registry, and populations facing 22 barriers to care. The Department of Public Health shall, 23 before grants are awarded, provide copies of all grant 24 applications to the Carolyn Adams Ticket For The Cure Board, 25 receive and review the Board's recommendations and comments, 26 and consult with the Board regarding the grants. The grant funds may 6 not be used for institutional, organizational, or 7 community-based overhead costs, indirect costs, or levies. 8 Moneys received for the purposes of this Section, 9 including, without limitation, net revenue from the special 10 instant scratch-off game and gifts, grants, and awards from 11 any public or private entity, must be deposited into the Fund. 12 Any interest earned on moneys in the Fund must be deposited 13 into the Fund. 14 For purposes of this subsection, "net revenue" means the 15 total amount for which tickets have been sold less the sum of 16 the amount paid out in prizes and the actual administrative 17 expenses of the Department solely related to the Ticket For 18 The Cure game. 19 (c) During the time that tickets are sold for the Carolyn 20 Adams Ticket For The Cure game, the Department shall not 21 unreasonably diminish the efforts devoted to marketing any 22 other instant scratch-off lottery game. 23 (d) The Department may adopt any rules necessary to 24 implement and administer the provisions of this Section. 25 (Source: P.A. 98-499, eff. 8-16-13; 99-917, eff. 12-30-16.) The 5 game shall commence on January 1, 2006 or as soon thereafter, 6 at the discretion of the Director, as is reasonably practical. 7 The operation of the game shall be governed by this Act and any 8 rules adopted by the Department. If any provision of this 9 Section is inconsistent with any other provision of this Act, 10 then this Section governs. 11 (b) The Illinois Veterans Assistance Fund is created as a 12 special fund in the State treasury. The net revenue from the 13 Illinois veterans scratch-off game shall be deposited into the 14 Fund for appropriation by the General Assembly solely to the 15 Department of Veterans' Affairs for making grants, funding 16 additional services, or conducting additional research 17 projects relating to each of the following: 18 (i) veterans' behavioral health services; 19 (ii) veterans' homelessness; 20 (iii) the health insurance costs of veterans; 21 (iv) veterans' disability benefits, including but not 22 limited to, disability benefits provided by veterans 23 service organizations and veterans assistance commissions 24 or centers; 25 (v) the long-term care of veterans; provided that, 26 beginning with moneys appropriated for fiscal year 2008, SB1736 - 5 - LRB103 26225 AMQ 52584 b SB1736- 6 -LRB103 26225 AMQ 52584 b SB1736 - 6 - LRB103 26225 AMQ 52584 b SB1736 - 6 - LRB103 26225 AMQ 52584 b 1 no more than 20% of such moneys shall be used for health 2 insurance costs; 3 (vi) veteran employment and employment training; and 4 (vii) veterans' emergency financial assistance, 5 including, but not limited to, past due utilities, 6 housing, and transportation costs. 7 In order to expend moneys from this special fund, 8 beginning with moneys appropriated for fiscal year 2008, the 9 Director of Veterans' Affairs shall appoint a 3-member funding 10 authorization committee. The Director shall designate one of 11 the members as chairperson. The committee shall meet on a 12 quarterly basis, at a minimum, and shall authorize expenditure 13 of moneys from the special fund by a two-thirds vote. 14 Decisions of the committee shall not take effect unless and 15 until approved by the Director of Veterans' Affairs. Each 16 member of the committee shall serve until a replacement is 17 named by the Director of Veterans' Affairs. One member of the 18 committee shall be a member of the Veterans' Advisory Council. 19 Moneys collected from the special instant scratch-off game 20 shall be used only as a supplemental financial resource and 21 shall not supplant existing moneys that the Department of 22 Veterans' Affairs may currently expend for the purposes set 23 forth in items (i) through (v). 24 Moneys received for the purposes of this Section, 25 including, without limitation, net revenue from the special 26 instant scratch-off game and from gifts, grants, and awards SB1736 - 6 - LRB103 26225 AMQ 52584 b SB1736- 7 -LRB103 26225 AMQ 52584 b SB1736 - 7 - LRB103 26225 AMQ 52584 b SB1736 - 7 - LRB103 26225 AMQ 52584 b 1 from any public or private entity, must be deposited into the 2 Fund. Scratch-out Multiple Sclerosis scratch-off 18 game. 19 (a) The Department shall offer a special instant 20 scratch-off game for the benefit of research pertaining to 21 multiple sclerosis. The game shall commence on July 1, 2008 or 22 as soon thereafter, in the discretion of the Director, as is 23 reasonably practical. The net revenue from the 4 scratch-out multiple sclerosis scratch-off game created under 5 this Section shall be deposited into the Fund for 6 appropriation by the General Assembly to the Department of 7 Public Health for the purpose of making grants to 8 organizations in Illinois that conduct research pertaining to 9 the repair and prevention of damage caused by an acquired 10 demyelinating disease of the central nervous system. 11 Moneys received for the purposes of this Section, 12 including, without limitation, net revenue from the special 13 instant scratch-off game and from gifts, grants, and awards 14 from any public or private entity, must be deposited into the 15 Fund. Any interest earned on moneys in the Fund must be 16 deposited into the Fund. 17 For purposes of this Section, the term "research" 18 includes, without limitation, expenditures to develop and 19 advance the understanding, techniques, and modalities 20 effective for maintaining function, mobility, and strength 21 through preventive physical therapy or other treatments and to 22 develop and advance the repair, and also the prevention, of 23 myelin, neuron, and axon damage caused by an acquired 24 demyelinating disease of the central nervous system and the 25 restoration of function, including but not limited to, nervous 26 system repair or neuroregeneration. Quality of Life scratch-off game. 18 (a) The Department shall offer a special instant 19 scratch-off game with the title of "Quality of Life". The game 20 shall commence on July 1, 2007 or as soon thereafter, in the 21 discretion of the Director, as is reasonably practical, and 22 shall be discontinued on December 31, 2025. The operation of 23 the game is governed by this Act and by any rules adopted by 24 the Department. The Department must consult with the Quality 25 of Life Board, which is established under Section 2310-348 of SB1736 - 9 - LRB103 26225 AMQ 52584 b SB1736- 10 -LRB103 26225 AMQ 52584 b SB1736 - 10 - LRB103 26225 AMQ 52584 b SB1736 - 10 - LRB103 26225 AMQ 52584 b 1 the Department of Public Health Powers and Duties Law of the 2 Civil Administrative Code of Illinois, regarding the design 3 and promotion of the game. If any provision of this Section is 4 inconsistent with any other provision of this Act, then this 5 Section governs. 6 (b) The Quality of Life Endowment Fund is created as a 7 special fund in the State treasury. The net revenue from the 8 Quality of Life special instant scratch-off game must be 9 deposited into the Fund for appropriation by the General 10 Assembly solely to the Department of Public Health for the 11 purpose of HIV/AIDS-prevention education and for making grants 12 to public or private entities in Illinois for the purpose of 13 funding organizations that serve the highest at-risk 14 categories for contracting HIV or developing AIDS. Grants 15 shall be targeted to serve at-risk populations in proportion 16 to the distribution of recent reported Illinois HIV/AIDS cases 17 among risk groups as reported by the Illinois Department of 18 Public Health. The recipient organizations must be engaged in 19 HIV/AIDS-prevention education and HIV/AIDS healthcare 20 treatment. The Department must, before grants are awarded, 21 provide copies of all grant applications to the Quality of 22 Life Board, receive and review the Board's recommendations and 23 comments, and consult with the Board regarding the grants. 24 Organizational size will determine an organization's 25 competitive slot in the "Request for Proposal" process. 26 Organizations with an annual budget of $300,000 or less will SB1736 - 10 - LRB103 26225 AMQ 52584 b SB1736- 11 -LRB103 26225 AMQ 52584 b SB1736 - 11 - LRB103 26225 AMQ 52584 b SB1736 - 11 - LRB103 26225 AMQ 52584 b 1 compete with like size organizations for 50% of the Quality of 2 Life annual fund. Organizations with an annual budget of 3 $300,001 to $700,000 will compete with like organizations for 4 25% of the Quality of Life annual fund, and organizations with 5 an annual budget of $700,001 and upward will compete with like 6 organizations for 25% of the Quality of Life annual fund. The 7 lottery may designate a percentage of proceeds for marketing 8 purposes. The grant funds may not be used for institutional, 9 organizational, or community-based overhead costs, indirect 10 costs, or levies. 11 Grants awarded from the Fund are intended to augment the 12 current and future State funding for the prevention and 13 treatment of HIV/AIDS and are not intended to replace that 14 funding. 15 Moneys received for the purposes of this Section, 16 including, without limitation, net revenue from the special 17 instant scratch-off game and gifts, grants, and awards from 18 any public or private entity, must be deposited into the Fund. 19 Any interest earned on moneys in the Fund must be deposited 20 into the Fund. 21 For purposes of this subsection, "net revenue" means the 22 total amount for which tickets have been sold less the sum of 23 the amount paid out in prizes and the actual administrative 24 expenses of the Department solely related to the Quality of 25 Life game. 26 (c) During the time that tickets are sold for the Quality SB1736 - 11 - LRB103 26225 AMQ 52584 b SB1736- 12 -LRB103 26225 AMQ 52584 b SB1736 - 12 - LRB103 26225 AMQ 52584 b SB1736 - 12 - LRB103 26225 AMQ 52584 b 1 of Life game, the Department shall not unreasonably diminish 2 the efforts devoted to marketing any other instant scratch-off 3 lottery game. 4 (d) The Department may adopt any rules necessary to 5 implement and administer the provisions of this Section in 6 consultation with the Quality of Life Board. 7 (Source: P.A. 102-813, eff. 5-13-22.) 8 (20 ILCS 1605/21.9) 9 Sec. 21.9. Go For The Gold scratch-off game. 10 (a) The Department shall offer a special instant 11 scratch-off game with the title of "Go For The Gold". The game 12 must commence on July 1, 2014 or as soon thereafter, at the 13 discretion of the Director, as is reasonably practical. The 14 operation of the game is governed by this Act and by any rules 15 adopted by the Department. If any provision of this Section is 16 inconsistent with any other provision of this Act, then this 17 Section governs. 18 (b) The Special Olympics Illinois and Special Children's 19 Charities Fund is created as a special fund in the State 20 treasury. The net revenue from the Go For The Gold special 21 instant scratch-off game must be deposited into the Special 22 Olympics Illinois and Special Children's Charities Fund for 23 appropriation by the General Assembly solely to the Department 24 of Human Services, which must distribute the moneys as 25 follows: (i) 75% of the moneys to Special Olympics Illinois to SB1736 - 12 - LRB103 26225 AMQ 52584 b SB1736- 13 -LRB103 26225 AMQ 52584 b SB1736 - 13 - LRB103 26225 AMQ 52584 b SB1736 - 13 - LRB103 26225 AMQ 52584 b 1 support the statewide training, competitions, and programs for 2 future Special Olympics athletes; and (ii) 25% of the moneys 3 to Special Children's Charities to support the City of 4 Chicago-wide training, competitions, and programs for future 5 Special Olympics athletes. The moneys may not be used for 6 institutional, organizational, or community-based overhead 7 costs, indirect costs, or levies. 8 Moneys received for the purposes of this Section, 9 including, without limitation, net revenue from the special 10 instant scratch-off game and gifts, grants, and awards from 11 any public or private entity, must be deposited into the 12 Special Olympics and Special Children's Charities Fund. Any 13 interest earned on moneys in the Special Olympics and Special 14 Children's Charities Fund must be deposited into the Special 15 Olympics and Special Children's Charities Fund. 16 For purposes of this subsection, "net revenue" means the 17 total amount for which tickets have been sold less the sum of 18 the amount paid out in prizes and the actual administrative 19 expenses of the Department solely related to the Go For The 20 Gold game. 21 (c) During the time that tickets are sold for the Go For 22 The Gold game, the Department shall not unreasonably diminish 23 the efforts devoted to marketing any other instant scratch-off 24 lottery game. 25 (d) The Department may adopt any rules necessary to 26 implement and administer the provisions of this Section. Scratch-off for State police memorials. 4 (a) The Department shall offer a special instant 5 scratch-off game for the benefit of State police memorials. 6 The game shall commence on January 1, 2019 or as soon 7 thereafter, at the discretion of the Director, as is 8 reasonably practical. The operation of the game shall be 9 governed by this Act and any rules adopted by the Department. 10 If any provision of this Section is inconsistent with any 11 other provision of this Act, then this Section governs. 12 (b) The net revenue from the State police memorials 13 scratch-off game shall be deposited into the Criminal Justice 14 Information Projects Fund and distributed equally, as soon as 15 practical but at least on a monthly basis, to the Chicago 16 Police Memorial Foundation Fund, the Police Memorial Committee 17 Fund, and the Illinois State Police Memorial Park Fund. Moneys 18 transferred to the funds under this Section shall be used, 19 subject to appropriation, to fund grants for building and 20 maintaining memorials and parks; holding annual memorial 21 commemorations; giving scholarships to children of officers 22 killed or catastrophically injured in the line of duty, or 23 those interested in pursuing a career in law enforcement; 24 providing financial assistance to police officers and their 25 families when a police officer is killed or injured in the line SB1736 - 14 - LRB103 26225 AMQ 52584 b SB1736- 15 -LRB103 26225 AMQ 52584 b SB1736 - 15 - LRB103 26225 AMQ 52584 b SB1736 - 15 - LRB103 26225 AMQ 52584 b 1 of duty; and providing financial assistance to officers for 2 the purchase or replacement of bulletproof vests to be used in 3 the line of duty. 4 For purposes of this subsection, "net revenue" means the 5 total amount for which tickets have been sold less the sum of 6 the amount paid out in the prizes and the actual 7 administrative expenses of the Department solely related to 8 the scratch-off game under this Section. 9 (c) During the time that tickets are sold for the State 10 police memorials scratch-off game, the Department shall not 11 unreasonably diminish the efforts devoted to marketing any 12 other instant scratch-off lottery game. 13 (d) The Department may adopt any rules necessary to 14 implement and administer the provisions of this Section. 15 (Source: P.A. 101-81, eff. 7-12-19; 102-538, eff. 8-20-21.) 16 (20 ILCS 1605/21.11) 17 Sec. 21.11. Scratch-off for homelessness prevention 18 programs. 19 (a) The Department shall offer a special instant 20 scratch-off game to fund homelessness prevention programs. The 21 game shall commence on July 1, 2019 or as soon thereafter, at 22 the discretion of the Director, as is reasonably practical. 23 The operation of the game shall be governed by this Act and any 24 rules adopted by the Department. The net revenue from the 4 scratch-off game to fund homelessness prevention programs 5 shall be deposited into the Homelessness Prevention Revenue 6 Fund. Subject to appropriation, moneys in the Fund shall be 7 used by the Department of Human Services solely for grants to 8 homelessness prevention and assistance projects under the 9 Homelessness Prevention Act. 10 As used in this subsection, "net revenue" means the total 11 amount for which tickets have been sold less the sum of the 12 amount paid out in the prizes and the actual administrative 13 expenses of the Department solely related to the scratch-off 14 game under this Section. 15 (c) During the time that tickets are sold for the 16 scratch-off game to fund homelessness prevention programs, the 17 Department shall not unreasonably diminish the efforts devoted 18 to marketing any other instant scratch-off lottery game. 19 (d) The Department may adopt any rules necessary to 20 implement and administer the provisions of this Section. 21 (e) Nothing in this Section shall be construed to affect 22 any revenue that any Homelessness Prevention line item 23 receives through the General Revenue Fund or the Illinois 24 Affordable Housing Trust Fund. 25 (Source: P.A. 100-1068, eff. 8-24-18; 101-81, eff. 7-12-19.) Scratch-off for school STEAM programs. 3 (a) The Department shall offer a special instant 4 scratch-off game for the benefit of school STEAM programming. 5 The game shall commence on January 1, 2020 or as soon 6 thereafter, at the discretion of the Director, as is 7 reasonably practical, and shall be discontinued on January 1, 8 2021. The operation of the game shall be governed by the Act 9 and any rules adopted by the Department. If any provision of 10 this Section is inconsistent with any other provision of this 11 Act, then this Section governs. 12 (b) The net revenue from the scratch-off for school STEAM 13 programs shall be deposited into the School STEAM Grant 14 Program Fund as soon as practical, but at least on a monthly 15 basis. Moneys deposited into the Fund under this Section shall 16 be used, subject to appropriation, by the State Board of 17 Education to fund school STEAM grants pursuant to Section 18 2-3.119a of the School Code. 19 For purposes of this subsection, "net revenue" means the 20 total amount for which tickets have been sold less the sum of 21 the amount paid out in the prizes and the actual 22 administrative expenses of the Department solely related to 23 the scratch-off game under this Section. 24 (c) During the time that tickets are sold for the school 25 STEAM programs scratch-off game, the Department shall not 26 unreasonably diminish the efforts devoted to marketing any SB1736 - 17 - LRB103 26225 AMQ 52584 b SB1736- 18 -LRB103 26225 AMQ 52584 b SB1736 - 18 - LRB103 26225 AMQ 52584 b SB1736 - 18 - LRB103 26225 AMQ 52584 b 1 other instant scratch-off lottery game. 2 (d) The Department may adopt any rules necessary to 3 implement and administer the provisions of this Section. 4 (Source: P.A. 101-561, eff. 8-23-19.) 5 (20 ILCS 1605/21.13) 6 Sec. 21.13. Scratch-off for Alzheimer's care, support, 7 education, and awareness. 8 (a) The Department shall offer a special instant 9 scratch-off game for the benefit of Alzheimer's care, support, 10 education, and awareness. The game shall commence on January 11 1, 2020 or as soon thereafter, at the discretion of the 12 Director, as is reasonably practical, and shall be 13 discontinued on January 1, 2025. The operation of the game 14 shall be governed by this Act and any rules adopted by the 15 Department. If any provision of this Section is inconsistent 16 with any other provision of this Act, then this Section 17 governs. 18 (b) The net revenue from the Alzheimer's care, support, 19 education, and awareness scratch-off game shall be deposited 20 into the Alzheimer's Awareness Fund. 21 Moneys received for the purposes of this Section, 22 including, without limitation, net revenue from the special 23 instant scratch-off game and from gifts, grants, and awards 24 from any public or private entity, must be deposited into the 25 Fund.
