28 | 28 | | 14 literacy is a major contributor to inequality and |

29 | 29 | | 15 increases the likelihood of poor physical and mental |

30 | 30 | | 16 health, workplace accidents, misuse of medication, |
---|
31 | 31 | | 17 participation in crime, and welfare dependency, all of |
---|
32 | 32 | | 18 which have substantial additional social and economic |
---|
33 | 33 | | 19 costs. |
