4-AN ACT concerning education.
5-Be it enacted by the People of the State of Illinois,
6-represented in the General Assembly:
7-Section 5. The Illinois Articulation Initiative Act is
8-amended by changing Sections 15, 20, and 25 as follows:

10-Sec. 15. Participation. All public institutions shall
11-participate in the Illinois Articulation Initiative through
12-submission and review of their courses for statewide transfer.
13-All public institutions shall maintain a complete Illinois
14-Articulation Initiative General Education Core Curriculum
15-package, and all public institutions shall submit and maintain
16-up to 4 core courses in each of the an Illinois Articulation
17-Initiative majors major, provided the public institution has
18-equivalent majors and courses. All public institutions shall
19-provide faculty, as appointed by the Board of Higher Education
20-for public universities and the Illinois Community College
21-Board for public community colleges, to serve on panels in the
22-review of courses.

32-(a) All courses approved for Illinois Articulation
33-Initiative General Education codes must be transferable as a
34-part of the General Education Core Curriculum package,
35-consistent with the specific requirements of the package.
36-Illinois Articulation Initiative General Education courses
37-taken during the public health emergency declared by
38-proclamation of the Governor due to the COVID-19 pandemic
39-during calendar year 2020 must be transferable for students
40-receiving a grade of "pass", "credit", or "satisfactory" and
41-shall fulfill the prerequisite requirements for advanced
42-courses.
43-(a-5) All public institutions' institutions shall
44-determine if Illinois Articulation Initiative major courses
45-must be transferable as are direct course equivalents or are
46-elective credit toward the requirements of the major. If the
47-receiving institution does not offer the course or does not
48-offer it at the lower-division level, the student shall
49-receive elective lower-division major credit toward the
50-requirements of the major for the course and may be required to
51-take the course at the upper-division level.
52-(b) Students receiving the full General Education Core
53-Curriculum package must not be required to take additional
54-lower-division general education courses.

61-(a) The Board of Higher Education and the Illinois
62-Community College Board shall co-manage the implementation,
63-oversight, and evaluation of the Illinois Articulation
64-Initiative, including determining when panels must be
65-discontinued or convened and the specific requirements of the
66-General Education Core Curriculum. Panels must be convened
67-across the fields of General Education, Communications,
68-Humanities and Fine Arts, Life Sciences, Physical Sciences,
69-Social and Behavioral Sciences, Mathematics, Elementary and
70-Secondary Education, and other fields as determined by the
71-Board of Higher Education and the Illinois Community College
72-Board.
73-(b) The Board of Higher Education and the Illinois
74-Community College Board shall provide a joint report on an
75-annual basis to the General Assembly, the Governor, and the
76-Illinois P-20 Council on the status of the Illinois
77-Articulation Initiative and the implementation of this Act.
