Provides that the implementation of the Program is subject to appropriation by the General Assembly. 13	13	1 AN ACT concerning domestic violence.
14	14	2 Be it enacted by the People of the State of Illinois,
15	15	3 represented in the General Assembly:
16	16	4 Section 5. The Domestic Violence Shelters Act is amended
17	17	5 by adding Section 2.5 as follows:

19	19	7 Sec. 2.5. Domestic Violence Transportation Assistance
20	20	8 Program; funding.
21	21	9 (a) No later than 180 days following the effective date of
22	22	10 this amendatory Act of the 103rd General Assembly, the
23	23	11 Department of Human Services shall establish the Domestic
24	24	12 Violence Transportation Assistance Program as provided in this
25	25	13 Section.
26	26	14 (b) The Department shall coordinate with the Suburban Bus
27	27	15 Board established under the Regional Transportation Authority
28	28	16 Act to create a transportation card that may be given to a
29	29	17 victim of domestic violence and the victim's family or
30	30	18 household members at a shelter. The transportation card shall
31	31	19 be plastic or laminated and wallet-sized, contain no
32	32	20 information that would reference domestic violence or
33	33	21 shelters, and have an expiration date. A person in possession
34	34	22 of a transportation card issued under this subsection is
35	35	23 entitled to free transportation services as provided in

77	77	2 (c) In coordination with the Department of Children and
78	78	3 Family Services, the Department of Human Services shall create
79	79	4 a system where a victim of domestic violence, who does not have
80	80	5 access to public transportation services provided by the
81	81	6 Suburban Bus Board, may call the Department of Children and
82	82	7 Family Services' Domestic Violence Helpline and the Helpline
83	83	8 shall connect the caller with a taxi or a rideshare company to
84	84	9 transport the victim or the victim's family or household
85	85	10 members free of charge to a safe residence to get the victim or
86	86	11 the victim's family or household members out of a domestic
87	87	12 violence situation or from a shelter.
88	88	13 (d) The Program shall provide for reimbursement for
89	89	14 employees or volunteers of shelters for travel-related
90	90	15 expenses after providing transportation services to a victim
91	91	16 of domestic violence or the victim's family or household
92	92	17 members. In order to receive reimbursement from the Department
93	93	18 of Human Services, the shelter employee or volunteer must
94	94	19 request reimbursement for the travel-related expenses from the
95	95	20 Department on a form and in the manner determined by the
96	96	21 Department. The Department may create requirements for and
97	97	22 limitations on reimbursement.
98	98	23 (e) The implementation of the Program is subject to
99	99	24 appropriation by the General Assembly. No transportation cards
100	100	25 shall be printed under subsection (b) unless the General
101	101	26 Assembly appropriates to the Suburban Bus Board the amounts

112	112	1 necessary for the fares for the users of the transportation
113	113	2 cards.
114	114	3 (f) All funds appropriated for purposes of the Program
115	115	4 must be deposited into the Domestic Violence Transportation
116	116	5 Assistance Fund, a special fund that is created in the State
117	117	6 treasury, and funds within the Fund may be expended for
118	118	7 Program purposes described in this Section. Amounts
119	119	8 appropriated into the Fund for designated purposes under
120	120	9 subsections (b), (c), or (d) may only be used for the
121	121	10 designated purposes.
122	122	11 The Fund is not subject to sweeps, charge-backs, or any
123	123	12 other fiscal or budgetary maneuver that would in any way
124	124	13 transfer any moneys from the Fund into any other fund of the
125	125	14 State.
126	126	15 (g) The Department of Human Services, the Suburban Bus
127	127	16 Board, and the Department of Children and Family Services may
128	128	17 adopt rules or joint rules to implement this Section.
129	129	18 Section 10. The State Finance Act is amended by adding
130	130	19 Section 5.990 as follows:

148	148	4 (a) Notwithstanding any law to the contrary, no later than
149	149	5 60 days following the effective date of this amendatory Act of
150	150	6 the 95th General Assembly and until subsection (b) is
151	151	7 implemented, any fixed route public transportation services
152	152	8 provided by, or under grant or purchase of service contracts
153	153	9 of, the Suburban Bus Board shall be provided without charge to
154	154	10 all senior citizens of the Metropolitan Region aged 65 and
155	155	11 older, under such conditions as shall be prescribed by the
156	156	12 Suburban Bus Board.
157	157	13 (b) Notwithstanding any law to the contrary, no later than
158	158	14 180 days following the effective date of this amendatory Act
159	159	15 of the 96th General Assembly, any fixed route public
160	160	16 transportation services provided by, or under grant or
161	161	17 purchase of service contracts of, the Suburban Bus Board shall
162	162	18 be provided without charge to senior citizens aged 65 and
163	163	19 older who meet the income eligibility limitation set forth in
164	164	20 subsection (a-5) of Section 4 of the Senior Citizens and
165	165	21 Persons with Disabilities Property Tax Relief Act, under such
166	166	22 conditions as shall be prescribed by the Suburban Bus Board.
167	167	23 The Department on Aging shall furnish all information
168	168	24 reasonably necessary to determine eligibility, including
169	169	25 updated lists of individuals who are eligible for services

181	181	2 shall relieve the Suburban Bus Board from providing reduced
182	182	3 fares as may be required by federal law.
