11 103RD GENERAL ASSEMBLY State of Illinois 2023 and 2024 SB2755 Introduced 1/16/2024, by Sen. Donald P. DeWitte SYNOPSIS AS INTRODUCED: 105 ILCS 5/2-3.204 new Amends the State Board of Education Article of the School Code. Provides that the State Board of Education shall create and maintain a comprehensive training program in advanced manufacturing to ensure an adequate supply of trained and skilled individuals to work in advanced manufacturing and to ensure appropriate representation of racial and ethnic groups in all phases of the industry. Provides that the State Board of Education shall develop the program to be taught as part of the curriculum of the public school system from grades kindergarten through 12 and made readily available to all school districts. Provides that school districts may include programs in education in advanced manufacturing as a part of the curriculum of those districts. Provides that the State Board of Education shall adopt such rules as may be necessary to implement these provisions. Provides that the rules may not create any new State mandates on school districts as a condition of districts receiving federal, State, or local funds. Provides that the State Board of Education shall assume responsibility for the administration of the program throughout all school districts, as well as developing the program to match the requirements and mandates of federal programming. 1111 1 AN ACT concerning education.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 5. The School Code is amended by adding Section
1515 5 2-3.204 as follows:
1616 6 (105 ILCS 5/2-3.204 new)
1717 7 Sec. 2-3.204. Advanced manufacturing education.
1818 8 (a) The General Assembly finds that manufacturing is the
1919 9 most basic and singularly important industry in this State,
2020 10 that advanced manufacturing is of central importance to the
2121 11 welfare and economic stability of this State, and that the
2222 12 maintenance of this vital industry requires a continued source
2323 13 of trained and qualified individuals for employment in
2424 14 advanced manufacturing. It is the intent of the General
2525 15 Assembly that, although this Section does not create any new
2626 16 mandates, school districts be encouraged to follow this
2727 17 Section.
2828 18 (b) The State Board of Education shall create and maintain
2929 19 a comprehensive training program in advanced manufacturing to
3030 20 ensure an adequate supply of trained and skilled individuals
3131 21 to work in advanced manufacturing and to ensure appropriate
3232 22 representation of racial and ethnic groups in all phases of
3333 23 the industry. The State Board of Education shall develop the
